1 COATING EXISTING STRUCTURAL STEEL - Item No. Special Provision No. 911F06 October 2000 References, Definitions, Pre-Tender Trials, Elimination of Pre-Start Material Sample, Material Requirements, Operational Constraints, Surface Preparation and Application of Coating, Inspection and Testing of Coating Materials Pre-Tender Trial Operations Tenderers may conduct such trial blasting methods as they require, but subject to the same requirements as specified in the proposed contract, to ascertain effectiveness and rate of production of equipment and abrasive intended to be employed. The Tenderer may select, subject to Owner approval, any area of structural steelwork within the identified contract limits. Tenderers must inform *1 of their testing intentions and obtain approval for a specific time framework. All materials, labour and equipment deemed necessary by the Tenderer, shall be supplied at the Tenderer's expense. The site shall be cleaned after the trial period so that it is returned to a state equivalent to the original state REFERENCES Section of OPSS 911 is amended by the addition of the following under American Society for Testing and Materials : ASTM C Total Moisture Content of Aggregate by Drying ASTM D Test Methods for Field Measurement of Surface Profile of Blast Cleaned Steel. ASTM D Conductimetric Analysis of Water Soluble Ionic Contamination of Blasting Abrasives. 2 The Society for Protective Coatings (SSPC): SSPC - AB Mineral and Slag Abrasives SSPC - PA Shop, Field and Maintenance Painting of Steel SSPC - PA Measurement of Dry Paint Thickness with Magnetic Gauges SSPC - SP Solvent Cleaning SSPC - SP White Metal Blast Cleaning SSPC - SP Pickling SSPC - SP Near White Blast Cleaning SSPC - VIS Visual Standard for Abrasive Blast Cleaned Steel SSPC - VIS Visual Standard for Power and Hand-Tool Cleaned Steel DEFINITIONS Section of OPSS 911 is amended by the addition of the following: Final Surface Preparation: means surface preparation standard(s) specified in the contract documents. Interim Surface Preparation: means an initial surface preparation that is done prior to the application of a coating that does not meet the requirements for the specified final surface preparation standard. To the term "Structural Steel", the phrase "structural steel piles", is added SUBMISSION AND DESIGN REQUIREMENTS Written Notices, Drawings, Certificates and Product Data Sheets Subsection of OPSS 911 is amended by deleting the third paragraph and replacing it with the following: The written notice shall include working drawings showing the location and magnitude of all applied construction loads. The working drawings shall state that the bridge can safely support all loads including construction loads in accordance with the latest edition of the Ontario Highway Bridge Design Code (OHBDC), and shall bear the seal and signature of two professional engineers in accordance with the requirements of OHBDC. Clause of OPSS 911 is amended by the addition of the following to the fourth paragraph: The product data sheets shall also indicate the recommended maximum dry film thickness for each coating material and the minimum acceptable re-coat time period for -5 C and -10 C in case the temperature drops steeply after coating application. Prior to abrasive blasting a report from a certified laboratory certifying the abrasive media meets the material requirements specified herein shall be submitted to the Contract Administrator Restrictions on Construction Loads Imposed on Existing Structure Subsection of OPSS 911 is deleted and replaced with the following: The Contractor shall retain two professional engineers who would act as the evaluation engineer and the checker to carry out structural evaluation for construction loads imposed on the existing structure which are in excess of: October 2000 Pg. 2 of 9 SSP911F06
3 - for slab on girder structures, 400 kg per support point with a maximum of two support points loaded per girder per span or a U.D.L. per linear metre of the girder specified elsewhere in the contract; OR - for truss and arch structures, 400 kg per panel point with a maximum of two panel points loaded on a truss or arch or a load per panel point designated in the contract. The evaluation shall ensure that the bridge can safely support all loads in accordance with the latest edition of OHBDC, including construction loads imposed on the bridge based on the Contractor's method of construction. The evaluation shall include a synopsis, detailed calculations and notes, and shall bear the stamps of both the evaluation engineer and the checker. The Contractor shall retain documentation of such evaluation for a period of six years after the Contract Administrator has issued a Certificate of Completion Pre-Start Material Sample Subsection of OPSS 911 is deleted MATERIAL Section of OPSS 911 is amended by the following changes in subsections , and and addition of subsection on Abrasive Media Coating Systems - Except Hot Dip Galvanizing and Metallizing Subsection of OPSS 911 is deleted and replaced with the following: All coating systems shall conform to OPSS 1704, November 1990, amended as follows: REFERENCES Section of OPSS 1704 is amended by the addition of the following under "American Society for Testing and Materials": ASTM D Standard Practice for Determining Volatile Organic Compound Content of Paint and Related Coatings Section is further amended by the addition of the following: US General Services Administration 470 East L Enfant Plaza SW, Suite 8100 Washington, DC Federal Standard 595B Colors General Subsection of OPSS 1704 is amended by the addition of the following: October 2000 Pg. 3 of 9 SSP911F06
4 c) To qualify as a low volatile organic compound (VOC) coating, a product shall contain not more than 350 grams per litre of VOCs as defined in ASTM D Material shall be delivered to the job site or the fabrication shop in the manufacturer's sealed containers bearing the manufacturer's labels conforming to OPSS Table 1 in OPSS 1704 is amended by the addition of the following: CGSB 1-GP-71 Method ASTM SSPC Tolerances VOC Content n.a. D n.a. ± 10% but total not to exceed 350 g/l Colour Subsection of OPSS 1704 is amended by deleting the second paragraph and replacing it with the following: Successive coats shall be formulated to show distinct colour difference. With the exception of coal tar epoxies, the colour of the finish coat shall be US Federal Standard 595B Colour brown for ACR steel and US Federal Standard 595B Colour grey for all other steel. Table 1 in OPSS 1704 is amended by the deletion of the tolerances for gloss: CGSB 1-GP-71 Method Physical Tests Gloss Hot Dip Galvanizing Clause is amended by replacing the second sentence with the following: The material to be used for repair of damaged or defective galvanized surfaces shall be a 49% zinc - 50% tin - 1% copper solder with manufacturer s recommended flux Metallizing Clause is amended by replacing the second sentence with the following: the material to be used for repair of damaged or defective metallized surfaces shall be a 49% zinc - 50% tin -1% copper solder with manufacturer s recommended flux. 5 Abrasive Media Abrasive media when tested according to ASTM D shall have a conductivity not exceeding 1000 micro seimens. Except as specified for abrasive blast cleaning of galvanized surfaces, the abrasive media shall have a hardness of 6 or greater on the Mohs scale. There shall be no presence of oil. The testing for hardness and presence of oil shall be according to SSPC-AB1. The maximum moisture shall be 0.5% by weight when tested according to ASTM C Equipment OPSS 911 is amended by inclusion of the following under section : Scaffolds The rollers, clamps and other parts of the scaffolding and access facilities for inspection coming in contact with coated areas of the structure shall be rubber or other material that will not mar or damage the coated surface Agitating Pot The agitators in the agitating pot shall extend to within 25 mm of the bottom of the pot General OPSS 911 is amended by inclusion of the following under subsection General : The area of structural steel to be cleaned and coated is estimated to be: *3 The following surfaces shall be cleaned and coated: *4 The coatings previously applied to the structure are: * Surface Preparation Clause of OPSS 911 is amended by the addition of the following: The areas of structural steel shall be cleaned to the requirements of: * Operational Constraints Clause of OPSS 911 is amended by deleting the first paragraph and replacing it with the following: Final surface preparation operations shall only be carried out when the temperature and moisture conditions satisfy the criteria specified in SSPC-PA1 for coating application. The temperature and moisture limitations do not apply to interim surface preparation. However the contractor shall notify the contract administrator the intention to carry out interim surface preparation prior to the commencement of interim surface preparation. 6 Application of Coating Subsection General of OPSS 911 is amended by the addition of the following: Low Volatile Organic Compound (VOC) Coating Systems A) Epoxy-Zinc/Water Based Acrylic/Water Based Acrylic System The epoxy-zinc/acrylic system consists of three coats and shall conform to Table 6. TABLE 9 Coat Prime Second Third Dry Film Thickness The coating system to be used is: *6 Subsection of OPSS 911 is further amended by deleting the fourth paragraph and replacing it with the following: Except for the bolts, nuts and washers in clause , all rivets, bolts, nuts and washers shall be prime coated and finish coated by brush. When the inorganic zinc primer is specified, brushing shall be carried out with the epoxy-zinc primer from the low volatile organic compound system after the spray application. The finish coat shall be brush applied prior to spray application. Clauses to of OPSS 911 are deleted Seal Coating of Metallized Surfaces Clause of OPSS 911 is deleted and replaced with the following: All metallized surfaces shall be coated with one of the following systems in Table 10: October 2000 Pg. 7 of 9 SSP911F06
8 TABLE 10 Manufacturer Coating Dry Film Thickness Amercoat Canada PSX 700FD Grey 100 µm minimum Wasser MC-Prebond (Prime coat) 25 µm minimum MC-Ferrox A Grey (2 nd Coat) The colour of the seal coat shall be a semi-gloss equivalent of US Federal Standard 595B Colour grey Touch-Up Clause of OPSS 911 is deleted and replaced with the following: Damaged areas of coated surfaces shall be cleaned of all rust and other contaminants and recoated with the same materials except for inorganic zinc primers which shall be recoated with an epoxy zinc primer from the low VOC systems. The minimum dry film thickness shall be 75 µm. The damaged areas of hot dip galvanized and metallized surfaces shall be cleaned of all rust and other contaminants and shall be repaired using a 49% zinc-50% tin - 1% copper solder using an appropriate flux. The surface preparation, the application of the flux and the zinc-tin-copper solder shall be done in accordance with the manufacturer s recommendations and product data sheets Surface Preparation and Coating of Areas That are Difficult to Access Clause of OPSS 911 is amended by the addition of the following: Areas that are difficult to access are described below: * Time Between Surface Preparation and Prime Coat Application Clause of OPSS 911 is deleted and replaced with the following: Except for metallizing and hot dip galvanizing, the maximum time between final surface preparation operation and prime coat application shall be 10 hours Inspection Subsection of OPSS 911 is deleted and replaced with the following: Each phase of the work will require inspection by the Contract Administrator before proceeding to the next phase. Acceptance of the surface preparation will be based on the applicable SSPC surface preparation specifications and pictorial standards given in SSPC-VIS1 and SSPC-VIS3. 9 Measurement of Surface Profile Subsection of OPSS 911 is deleted and replaced with the following: Surface profile measurements will be made on a random basis by use of a spring micrometer and extra coarse, pressure sensitive replica tape in accordance with ASTM D Measurement of Coating Thickness Subsection is amended by the addition of the following: The specified maximum dry film thickness used to determine acceptability of coating thickness in accordance with SSPC-PA-2 shall be the manufacturer s recommended maximum, as shown in product data sheets submitted. The magnetic gauges used by the Contract Administrator will be calibrated by the Contract Administrator in the presence of the Contractor Testing of Coating Materials Subsection of OPSS 911 is deleted and replaced with the following: Each batch of coating material shall be field sampled at the request and in the presence of the Contract Administrator.
