3 Overview MRA Development Services, Inc. is soliciting Proposals from qualified general contracting and construction management firms (Contractor) to submit a guaranteed maximum price (GMP) for the purpose of a renovation of common areas on the first, second and third floors at a medical office building (Project). The Project is located at Huntingdon Pike, Meadowbrook, PA MRA Development Services, Inc. 3 Village Road Suite 200 Horsham, PA Attn: Heather DeFreytas MRA will have overall responsibility for directing the design and construction effort, coordinating all team members so they will provide their necessary services in a complete and timely manner. The Architect will have prime responsibility for the design layout and minimal specifications only. Outline specifications relative to general conditions, finishes and systems performance shall be supplied by MRA. All mechanical, electrical and IT systems shall be design/build construction. The Contractor will be responsible for cost estimates and cost control and be responsible for review of the design construction techniques, construction coordination and scheduling, and direction of all construction activities. Your response should be prepared in accordance with the RFP Requirements section of this document. Award of this Project is contingent on execution of AIA contract A Standard Form of Agreement between Owner and Contractor (Agreement) at the time that the Project is awarded. This Request for Proposal will be incorporated into the Agreement. The Contractor shall prepare the Agreement and MRA Development Services, Inc. reserves the right to modify and/or amend the Agreement. Responses to this Request for Proposal (RFP) should include the information described within and received no later than February 20, 2017 at 4:00 PM. Several factors will be considered by MRA in selecting the Contractor including, but not necessarily limited to, the items listed below. Selection Criteria Prior experience in project of similar scope. The qualifications of the Contractor's project team. Demonstrated ability to complete project on schedule and within established budgets. Demonstrated ability and commitment to provide the resources, including expert personnel, necessary to expedite the project for all phases of the project. Results of the Contractor's past work on similar project. References from previous clients for work completed in the last three years and for above-referenced relevant project of similar scope. Ability to work with individuals on the project team. General Conditions Costs. Fee. Construction costs. 2 P a g e
4 Project Description Scope of Work The Project scope of work includes all that is necessary for a complete and operational Project. The completed Project consists of the following: Area of work includes 6 separate waiting/seating areas located on the first, second and third floors at Huntingdon Pike, Huntingdon Valley, PA. Contractor to verify square footage of work areas. Each floor should be priced as an individual project. The following clarifications and assumptions should be included in your cost quote: Union labor is to be utilized for this project. Terminations, wiring, and connectivity will be by Holy Redeemer s IT department. This project is a renovation of 6 individual waiting areas in the Medical Office Building. Two waiting areas on the first floor, two waiting areas on the second floor and two waiting areas on the third floor. The contractor s scope of work includes but is not limited to selective demolition, millwork and carpentry, finishes, specialties, and electric. Proposed Project Schedule The Project schedule shown below is approximate and is subject to change. 6 Award of this Project is contingent on execution of the Agreement at the time that the Project is awarded. The successful firm s Request for Proposal Response may be incorporated into the Agreement. The Project Work will also be conducted in accordance with the following: Supervision of the Work - The Contractor shall assign adequate personnel to the project site for managing and coordinating all work performed on the project. MRA shall review and approve the method of organization and specific personnel. Quality Assurance and Quality Control The Contractor shall initiate a quality assurance/quality control program. This program shall ensure that the installation of products is per the contract documents, as per the highest generally accepted industry standards and follow the installation recommendations of the respective manufacturers. QA/QC shall be an ongoing process and shall not be executed in a final punch list like manner. The Contractor shall issue notices to the appropriate contractor(s), copy to MRA, identifying deficiencies in materials or craftsmanship. Contractor's Organization - A list of key personnel to be used on this Project shall be approved by MRA. No substitution of any key personnel shall be made by Contractor without the prior written consent of MRA. A request for substitution shall include a reasonable justification of the change and the qualifications of any proposed replacement. Contractor shall perform all services in a competent and efficient manner. MRA may require Contractor to remove from the Project any employee MRA deems incompetent, careless or otherwise objectionable and to replace any such employees with suitable personnel. The Contractor s fee shall include: Compensation to officers or principals, project executives, estimators, services of the management staff above the level of Project Manager, salaries of home office personnel (including, but not limited to, accounting, purchasing, estimating, and cost control departments), and related income taxes, payroll taxes, insurance, and pensions. Profit, overhead, and cost of project related home office facilities expenses. All professional fees required for completion of project. Costs not to be Reimbursed - The term "Cost of the Work", shall not include any of the following items: Costs due to the fault or neglect of Contractor and trade contractors, anyone directly or indirectly employed by any one of them or of whose act any of them may be liable, including but not limited to the correction of defective Work, disposal of materials and equipment wrongly supplied and making good any damage to property. Incentive compensation, bonuses or other benefits over and above the normal wages to be reimbursed. The cost of repairs and preventive maintenance to any leased equipment or Contractor owned equipment. The proportion of reasonable transportation, traveling and hotel expenses of Contractor or of his officers or employees incurred in the discharge of duties connected with the Work, unless included expressly within the general conditions cap/upset number. Award of Trade Contracts Each trade contract awarded by the Contractor shall be a separate agreement awarded on the basis of competitive bids or negotiation if bidding is impractical. The relationship of Contractor to the trade contractor is the same as 5 P a g e
7 that of a general contractor to a subcontractor. The Contractor shall endeavor to obtain bids for each trade contract from a minimum of 3 qualified bidders so as to obtain the most reasonable price for acceptable work. Retainage provisions shall be as follows: Contractor shall be paid ninety percent (90%) of each prorated portion of the Costs with each Progress Payment, the ten percent (10%) balance of each prorated portion to be retained by MRA and paid at the time of Final Payment. Submission Requirements and Selection Process To be considered as the Contractor for this Project, MRA Development Services, Inc. must receive your RFP Response by 4:00 PM on February 20, ed copies are acceptable. In addition to your responses to requirements above, your response must include: A completed Construction Cost Detail Report for each floor (3 total) reflecting a GMP cost for each. A proposed project schedule (timeline) to accompany each construction cost detail report. We strongly discourage any attempt to directly contact and influence any member of the staff, Board member, or other senior management associated with this Project after receipt of this Request For Proposal and prior to the selection decision. Contacting staff, Board member, and/or senior management could result in the disqualification of the candidate firm. MRA reserves the right to determine whether any firm meets the minimum eligibility standards, to determine whether a Contractor s RFP Response appropriately addresses the issues and answers the questions asked in this RFP, and to select the Contractor that in its judgment is best qualified to provide the services described herein. MRA reserves the right to reject any and/or all Contractor Proposals. Firms wishing to submit responses to this RFP do so entirely at their own expense.
