1 SECTION 15A AIR CONDITIONING 1. SCOPE This Section covers the air conditioning (AC) system for the Electrical Room as indicated on the Contract Drawings and specified herein. 2. GENERAL The Contractor shall furnish all labor, materials, equipment, facilities and transportation necessary for and incidental to performing all construction in connection with furnishing, delivering and installing the subject systems as shown on Contract Drawings, as specified herein, and in accordance with applicable national and local codes. 2.1 General Equipment Stipulations. The General Equipment Stipulations shall apply to all equipment furnished under this Section unless otherwise specified or called for on Contract Drawings. See Section 11A of these Special Provisions. 2.2 Anchor Bolts. All anchor bolts, nuts, and washers shall be 316 stainless steel. 2.3 Electrical Work. Unless otherwise specified, the electrical work shall conform to the requirements of Division 16 of these Special Provisions. 2.4 Explanation and Precedence of Drawings. Contract Drawings indicate required size and points of termination of ducts and piping, and suggest proper routes of ducts and piping to conform to structure, avoid obstructions, and preserve clearances. It is not the intention of Contract Drawings to indicate all necessary offsets. It is the responsibility of the Contractor to install ductwork and piping to conform to structure, avoid obstructions, preserve head room, keep openings and passageways clear, without further instructions or costs. The Contractor shall, at a time in advance of the work, verify openings as shown on the architectural, structural and mechanical Contract Drawings, or furnish information and/or drawings pertaining to his requirements for these openings. Should the furnishing of this information be neglected, delayed or incorrect, and additional work be required, all costs shall be at the Contractor s expense. 2.5 Equipment Connections. Equipment connections shown on Contract Drawings are typical for the style and model of a particular manufacturer. The Contractor shall adjust connections to suit actual installed equipment at no additional cost to the District. 2.6 Nameplates. Each fan or air conditioning unit shall be equipped with a stainless steel nameplate with engraved or embossed lettering which as a minimum shall include the manufacturer s name, model number, serial number, DOC# Return Activated Sludge Pump Station Upgrade 15A-1
2 design capacity, and other information specified in Section 11A, Part 40 of these Special Provisions. The nameplates shall be fastened to the frame with stainless steel pins. 2.7 Safety Regulations. The manufacturing and installation of the equipment shall comply with all applicable safety regulations. 2.8 Instrumentation Work. The instrumentation work shall conform to the requirements of Division 17 of these Special Provisions. 2.9 Painting. Unless otherwise specified, painting shall conform to the requirements of Section 9A of these Special Provisions. 3. NOT USED 4. PIPING Piping shall be in accordance with the following Sections of these Special Provisions: Section 18A General Piping Stipulations Section 18B Piping Material Specifications (PMS) 5. TEMPERATURE CONTROLS 5.1 Building Controls. The air conditioning units shall be provided with standalone, microprocessor-based, programmable controls. The Contractor shall provide all AC control components, power and instrumentation components and wiring, startup and commissioning as required for a complete, fully functional system. The Contractor shall be responsible for coordinating between controls, electrical and mechanical vendors and subcontractors. See Parts and of this Section for additional requirements. The Contractor shall submit control details to the Engineer for acceptance, including but not limited to controller/thermostat cutsheets and technical data, setup/user information, system drawings and wiring diagrams. 5.2 Thermostats. Unless otherwise specified, each air conditioning unit shall be provided with a single low-voltage, wall-mounted, standalone thermostat with backlit LCD digital display. Thermostats shall have temperature control capability to within 1 degree F accuracy. Thermostat locations shall be as shown on Contract Drawings. Thermostat programming functions shall include scheduling for seven(7) independent days, 5-minute short cycling guard, service filter indicator, schedule override function, etc., all storable in internal memory during power loss. 15A-2 Return Activated Sludge Pump Station Upgrade DOC#
3 6. NOT USED 7. EQUIPMENT 7.1 Split AC System (AC-24-01/02). Air conditioning unit for the Electrical Room shall be a factory assembled, commercial split air conditioning system suitable for on-the-ground installation. It shall consist of an indoor Air Handling (Fan Coil) Unit (AC-24-01) and an outdoor Condensing Unit (AC-24-02) General: The AC unit shall be a direct expansion (DX), R-410A type with dual refrigerant circuits for improved redundancy and economical operation, rated for ten(10) tons total, with no heat or outside air capability. This unit will serve a single, normally-unoccupied room, controlled by one(1) local thermostat Operating Temperatures: Unit shall be capable of operating in the range of 40 degrees F to 125 degrees F outdoor air temperature Quality Assurance and Listings: a. The AC system shall be designed and tested in accordance with the latest edition of ASHRAE 15 and comply with NEC. b. The system shall be listed to UL safety standard c. AC units shall be safety certified by an accredited testing laboratory and the nameplate shall carry the label of the certification agency. d. The units shall be manufactured in a facility with ISO 9001 Quality System Certification. e. System cooling performance shall be rated in accordance with ARI Standard 340/360. The unit shall meet the minimum Energy Efficiency Ratio (EER) under standard ARI conditions shown below. f. Equipment shall be designed, manufactured and installed to meet seismic standards of International Building Code, Section 1621, latest edition Warranty: The AC system shall come with a minimum five(5)-year warranty on compressors and one(1)-year warranty on remaining components from the date of Board acceptance of the Contract. A written warranty shall be provided that is executed by the manufacturer and signed by the Contractor, agreeing to replace components that fail in materials and workmanship within the specified warranty period Coordination: The Contractor shall coordinate and conduct all construction activities for a complete and operational AC unit, including but not limited to: procurement, delivery, unloading, rigging, proper storage and handling, equipment pads/anchors/supports, wall or roof DOC# Return Activated Sludge Pump Station Upgrade 15A-3
4 penetrations, proper service clearances, interconnecting refrigerant lines and connections, full charge of refrigerant and oil, power and control wiring and conduits, condensate drain and trap, startup and commissioning Acoustics: The equipment noise requirements of Section 11A shall apply. Sound performance data shall be submitted for District acceptance Performance Data: Air conditioner performance and design data are shown in table below. Acceptable makes shall be Carrier, York, or accepted equal. Additional requirements are in subsequent paragraphs. TAG NO. EER VOLTAGE/ CYCLE/ PHASE /60/ Air Handling Unit (AC-24-01): The indoor Air Handling (Fan Coil) Unit shall be a draw-thru DX package unit configured for vertical, upflow, floor-mounted installation Installation: The Air Handling Unit shall be installed in the Electrical Room in accordance with Manufacturer instructions. Proper service clearances shall be observed. A floor mount base or concrete pad shall be included to provide the minimum unit height required for condensate trap and drain line slope. The Contractor shall submit field installation details to the District for review prior to installation. The requirement for seismic anchorage calculations from Section 11A of these Special Provisions shall apply Housing: Unit cabinet shall be galvanized steel finished with factory-standard baked enamel paint and color. Cabinet panels shall be insulated with minimum 1/2-inch fire retardant insulation meeting NFPA 90A and ASTM G21/22 standards. Access panels shall be provided for all internal components, including motors, controls and filters Condensate Drain: Condensate drain pan shall be noncorroding with field connections on the right or left sides of the unit. The Contractor shall install a condensate trap at least three(3)inches high from the U-bend bottom to unit connection, or per Manufacturer instructions, and pipe a continuously down-sloped line (1/8-inch per foot minimum) from air handler AC to the room exterior, per Contract Drawings Coils and Refrigerant Piping: Unit shall have a directexpansion (DX) dual-circuit refrigerant system. Evaporator coils shall be copper tubes with mechanically-bonded aluminum fins and pressure tested to 450 psig minimum. 15A-4 Return Activated Sludge Pump Station Upgrade DOC#
5 The system shall include factory-installed thermostatic expansion valves (TXVs) and equalization lines for each refrigerant circuit. TXV sensing bulbs, filter-driers, solenoid valves, sight glass(es), pressure relief device, and other appurtenances shall be provided as required by the Manufacturer and per Federal, State or local codes. TXVs shall be externally adjustable and easily serviceable. Refrigerant piping between the Air Handler and Condensing Unit shall be sized and routed per the Manufacturer and Contract Drawings. Lines shall be fastened to the wall using hot-dip galvanized struts and insulated clamps or other accepted system. Cold suction lines shall be thermally insulated with closed-foam elastomeric pipe insulation conforming to UL Standard 94 with minimum 3/4-inch thickness and a thermal conductivity not exceeding 0.28 BTUin/hr-ft2-degF. Insulation installed outdoors shall be coated with UV protective coating per Manufacturer or covered with aluminum jacketing and stainless steel bands. Insulation for hot liquid lines is not required; however, the Contractor shall make provisions for personnel protection Evaporator Fan Assembly: Centrifugal fan or blower wheels shall be belt driven and dynamically balanced. Standard fan motor is acceptable, with minimum external static pressure of 0.5 inch w.g. A spare belt shall be provided in new condition prior to project completion Air Discharge and Intake: The Air Handling Unit shall have a top-mounted plenum or elbow that directs the conditioned air to a horizontal, rectangular, open discharge at least seven(7) feet above the finished floor. Abrupt turns are not acceptable. The design average air velocity at the discharge shall be between FPM. The plenum shall be constructed from minimum 18-gauge galvanized steel or have the same construction and paint as unit housing. All cut edges and corners shall be ground smooth and to prevent snagging and gouging on personnel. The air intake at the front face of the unit shall be through a return grille Filters: Return air filters shall be at minimum two(2) inch thick, pleated MERV 7 filters and easily removable. A spare filter shall be provided in new condition prior to project completion Fan Motor and Electrical Requirements: Motors shall meet all applicable requirements of Section 16E of these Special Provisions. Motors shall have inherent automatic reset thermal overload protection and permanently lubricated, sealed bearings. Unit power shall be 460 VAC, 3 phase, 60 Hz. Contractor shall provide an appropriately sized non-fused, NEC and UL approved, electrical disconnect switch with lockout capability Controls: Microprocessor-based control shall be provided to control space temperature, receive operator setpoints, display status and errors, and run self-diagnostics. A wall-mounted, wired, remote controller with temperature sensor shall be provided and installed per Contract Drawings Condensing Unit (AC-24-02): The outdoor Condensing Unit shall be an air-cooled, factory-assembled condenser matched with Air Handling Unit AC and suitable for outdoor, on-the-ground installation. 6 Installation: The Condensing Unit shall be installed outdoors adjacent to the Electrical Room in accordance with Manufacturer instructions. A concrete pad shall be installed per Contract Drawings. Refrigerant, power and control lines shall be routed, insulated, covered and/or protected for a clean, durable and serviceable installation. The Contractor shall submit field installation details to the District for review prior to installation. The requirement for seismic anchorage calculations from Section 11A of these Special Provisions shall apply. In addition to refrigerant piping and insulation requirements of Section , the Contractor shall fabricate and install protective sheet metal over exterior refrigerant lines per Contract Drawings. This sheet metal cover shall be hot-dip galvanized steel 18 gauge or thicker. The cover shall be removable, fastened to the outside wall using accepted masonry bolts, closed at the exposed end (at wall penetration) and painted per Section 9A of these Special Provisions to preserve optimum plant appearance. Electrical lines between the Condensing Unit and other AC components shall be enclosed within the cover if feasible, with conduits above refrigerant lines Housing: Condensing unit shall be housed in a galvanized steel cabinet with exterior surfaces bonded and coated with baked enamel finish and color. The paint shall be capable of withstanding a minimum of 500-hour salt spray exposure per ASTM B117. Access panels shall be provided for servicing of internal components such as motors, controls, and coils Compressors: The AC compressors shall be the hermetic scroll type, with internal high-pressure relief and over-temperature and overcurrent protection. Compressors shall come with a full charge of oil and be equipped with a crankcase heater to prevent liquid refrigerant accumulation during shutdown and refrigerant dilution of oil. Compressor assembly shall be installed on rubber vibration isolators Condenser Coils: The condenser coils shall be standard seamless copper tubing with aluminum fins mechanically bonded and pressure tested to 650 psig. The refrigerant piping shall include liquid and suction line service valves, liquid and suction line service ports (capped but accessible), appropriate check valves and flex joints, and filter-drier shipped loose for field installation. Hail guard package shall be provided Condenser Fan: The condenser fan shall be direct-driven, propeller-type fan, dynamically balanced, with corrosion resistant blades and motor shafts. Flow shall be vertically upward and discharge openings shall be equipped with PVC-coated steel wire guards Motors and Electrical Requirements: Motors shall meet all applicable requirements of Section 16E of these Special Provisions. Motors shall have inherent automatic reset thermal overload protection and permanently lubricated, sealed bearings. Electrical power shall have a single-point connection and will be 460 VAC, 3 phase, 60 Hz. 15A-6 Return Activated Sludge Pump Station Upgrade DOC#
7 Contractor shall provide an appropriately sized, NEC and UL approved, NEMA 4, non-fused, electrical disconnect switch with lockout capability. The Condensing Unit shall also come with a factory-installed, weatherproof 110V, 15A ground fault convenience outlet ready for field-supplied power Controls: Condensing Unit shall have a 24V transformer for control circuits and terminal strip for control wire hookups. Control boards shall have diagnostics capability and fault code display. Minimum safety lockouts (compressor trip) with thermostat reset shall include: a. Compressor overload, b. Low pressure/loss of charge switch, c. High discharge pressure switch. 7.2 Backdraft Dampers (BD-1, BD-2). Passive backdraft dampers shall be installed in the Electrical Room at the existing roof exhaust fan (EX-24A-01) inlet (BD-1) and at near-grade wall openings (BD-2). Dampers shall fit inside existing openings and be sealed or caulked all around. Backdraft dampers shall be commercial dampers designed for exhaust ventilation and air-intake applications, constructed with galvanized steel frame and aluminum blades with seals. Dampers shall open by air flow, assisted by adjustable springs or counterbalance weights, and close by gravity. Dampers shall be rated for 2000 FPM air velocity or higher, with start-open pressures of 0.05 inch w.g. or less. Damper sizes are shown on Contract Drawings but Contractor shall verify existing dimensions Damper BD1 at one(1) existing roof fan inlet shall be horizontally mounted for vertical up flow and flanged on intake. Acceptable make and model includes Greenheck WD-120 or accepted equal Damper BD2 at three(3) existing wall openings shall be vertically mounted for horizontal flow during roof fan operation and flanged on discharge. Units shall be mounted on the inside (existing exterior louvers to remain) and fastened with masonry bolts or pressure fitted. Acceptable make and model includes Greenheck WD-320 or accepted equal. 7.3 Ceiling Diffuser (CE-1). Ceiling exhaust diffuser shall be twentyfour(24)-inch by twenty-four(24)-inch steel modular-core diffuser with eighteen(18)-inch by eighteen(18)-inch square neck, two(2)- or four(4)-way air pattern with adjustable blades, and T-bar lay-in frame. Acceptable make and model includes Krueger 1240 or accepted equal. 8. AS-BUILT DRAWINGS The Contractor shall provide and keep up-to-date complete "as-built" drawings as specified in the General Conditions. DOC# Return Activated Sludge Pump Station Upgrade 15A-7

MAINTENANCE The Contractor shall be responsible for the protection and maintenance of equipment and materials specified in this Section in accordance with each manufacturer s recommendations until the date of the Successful Operation milestone, as specified in Section 1B of these Special Provisions. 10. DRAWINGS AND DATA Engineering data covering all equipment and fabricated materials to be furnished under this Section shall be submitted for acceptance. See Section 11A of these Special Provisions for requirements. Data and specifications for the materials and equipment shall include, but not be limited to, the following: a. Equipment type, manufacturer, model number, weights, dimensions, clearances, materials of construction and field connections. b. Performance data including performance curves and sound data. c. Electrical data and wiring diagrams. For air conditioning units, submit thermostat data, control system detailed information, wiring and connection diagrams. d. Anchorage details and seismic calculations per Section 11A, Part 10 of these Special Provisions. e. Installation details and layout. f. Spare Parts List per Section 11A of these Special Provisions. g.
