Valuing our Water Resource Together Construction Site Erosion and Sediment Management Presenters Andrea Beard Engineer 1 City of Oregon, Department of Public Service Beatrice Miringu, MSc Senior Environmental Specialist City of Toledo, Division of Environmental Services 1
Overall Goal: To protect our water resources Ensure proper implementation of the Stormwater Pollution Prevention Plan (SWPPP) and the Erosion and Sediment Control Plan (ESC). Identify and address specific issues that minimize soil erosion and sediment migration from a construction site. 1
Why do we need Teamwork? To promote open dialogue on expected compliance with social and economic considerations. To share specific and unique site characteristics. To respond to identified issues in a timely, effective and relevant manner. Discuss regulatory requirements. 3
Three Phases of Construction Activities I-Pre-construction SWPPP Notice of Intent (NOI) Pre-construction meeting and notifications II-Active construction Structural and non-structural BMP application Temporary stabilization III-Post-construction Final stabilization Removal of BMPs File for Notice of Termination (NOT) 4
Inspector s Mission Establishing whether the applicable BMPs are properly installed, effective and functional. Identifying specific areas of non-compliance. Initiating conversation on identified issues. Monitoring achievement of agreed upon compliance time schedule. 5
Strategies for Achieving Compliance Provide opportunities for meaningful, professional and technical dialogue. Discuss site managers and superintendents in BMP management strategies. Document compliance where storm water deficiencies are observed. Follow appropriate sequence of activities. 6
Pre-Construction Meeting Note: The pre-construction meeting requirements depend on project complexity and jurisdiction. Possible items of discussion: Compliance For Construction Site Construction Site Enforcement Procedure Inspectors Contact Information Pre-Construction Data Form 7
SWPPP Document on site Review construction plan on site to ensure that BMPs installation are as approved. Ensure on site plans are updated when adjustments are made during implementation. Review construction site data sheets/log/reports. 8
Critical Inspection Areas All disturbed areas Site entrances/exits Inlets and curb cuts Discharge points Equipments (leaking) Housekeeping Off site storage areas 9
Issue Illicit Discharge Dewatering operation over dirt pile. Discharge water was conveying sediment into the unprotected catch basin. Possible solutions Screen at the end of pipe Dewatering bag Sediment trap 10
Issue- Poor Housekeeping 11
Issue-Inadequate/Absence of BMPs No sediment filters Lack of construction entrance Immediate action required 12
Issue-Inadequate/Absence of BMPs 13
Getting To Compliance Collect information showing where the specific construction site fails to satisfy NPDES requirements Document site conditions that are non-compliant Discuss compliance requirements 14
End of Active Construction Phase Keep track of areas that will remain inactive for extended period and during winter. Achieve 70% of vegetation cover Have inlet protection in place until final stabilization is archived. Remove remnants BMPs at the end of the projects. 15
Example of Achieved Compliance 2/8/ /4/
Start communicating early Lessons Learned Be willing to learn Continuous monitoring of BMPS Acknowledge the other s position Maximize joint effort on inspections Demonstrate commitment to teamwork 17
Challenges Focusing on issues of mutual benefit Building trust Being consistent Turnover - both for site supervisors and agency inspectors 18
