1 Forest Products Sale Notice Bonneau Ferry Wildlife Management Area Berkeley County, South Carolina The South Carolina Department of Natural Resources (SCDNR) will accept sealed, per ton bids until 11:00 a.m. on Friday, September 29, 20 at the Dennis Wildlife Center office, located at 305 Black Oak Road, Bonneau, SC in Berkeley County. Sale Description and Harvesting Regimes/Methods This sale is comprised of multiple harvesting regimes over 1,124 total acres, including: 80 acres of clearcut of Natural Pine, 160 acres of operator-select 4 rd -row thinning of Planted Pine to a residual basal area of 70 sq. ft., and 784 acres of operatorselect thinning of Natural Pine stands to a residual basal area of 60 sq. ft. (see attached maps). The seller does not guarantee the approximate acres or advertise estimated volumes. Each bidder is encouraged to verify acreage and make their own determination of volumes. Removals from all pine thinning areas will include all trees from every designated or approximated row, operator-selected smaller and poorly formed trees from side rows, and all hardwood underbrush and associated logging debris (fuel chips). Larger pine overstory trees (seed trees) and any larger mast producing hardwoods will be left in the Natural Pine thinning areas. As such, acceptable combinations of harvesting methods may include longwood plus fuel chipping/grinding or clean chipping plus fuel chipping/grinding. Sale Location The sale area is part of, and located on SCDNR s Bonneau Ferry Wildlife Management Area in central Berkeley County, along the Cooper River, and on the west side of the Francis Marion NF. The main entrance to Bonneau Ferry WMA is located off of SC State Highway 402, near Cordesville, SC ( The areas to be thinned/harvested are generally delineated by roads and readily recognizable features such as hardwood drains or swamps and/or distinct changes in timber type and/or age. The maps included with this Invitation to Bid are provided to assist potential buyers in locating the subject sale areas. All boundary lines, sale area lines, acreage values, and other information displayed on said maps are believed to be reliable and reasonably accurate. However, the seller does not guarantee said information. Bidders should examine the property lines and sale area boundaries to make their own determinations with respect to the acreage contained within the sale areas, and the accuracy of the sale area boundary/property lines. Bid Information Bids should be submitted on a blended per ton basis for all Pine Products and on a per ton basis for mixed Pine/Hardwood Fuel Chips. The bid price on mixed Pine/Hardwood Fuel Chips will not be used in determining the winning bidder, unless there is a tie on the Pine Products bid. However, as a contractual requirement, all designated pre-commercial timber and all slash, debris, and by-product piles at log decks must be fuel chipped/ground and removed from property Assembly Street P.O. 2 Bid Information (cont.) Bids should be clearly marked SCDNR Bonneau Ferry 20 Timber Sale. Bids may be hand delivered or mailed to Will Carlisle, Wildlife Biologist, Dennis Wildlife Center, 305 Black Oak Road, Bonneau, SC NO VERBAL, FAXED, OR E- MAILED BIDS ACCEPTED. Mailed bids should be received by COB on September 28, 20. Bids will be opened publicly at the Dennis Wildlife Center Office on September 29, 20 at 11:00 a.m. The SCDNR reserves the right to reject any or all bids. Payments and Performance The successful bidder will have 18 months to remove the timber. No logging will be allowed when the ground is subject to excessive rutting, but a wet weather extension, not to exceed six (6) months, may be granted for excessive delays. The SCDNR requests that the successful bidder submit an advance payment of $50,000 upon signing of the contract and within 10 days of bid opening. At the time the credits on the advance payment are exhausted, the remaining payments will be made on a weekly basis during the duration of harvesting. In addition, a $10,000 performance bond is required. The performance bond will be held by the SCDNR in a non-interest bearing account and returned to the buyer upon satisfactory completion of the harvest. The performance bond and the advance payment are to be in the form of 2 separate cashier s checks or company checks made out to: South Carolina Dept. of Natural Resources. Payments for timber removed, mill tickets, and settlement accountings will be mailed to SCDNR Headquarters in Columbia or delivered to Gary Burger on a weekly basis. A pre-harvest conference between the successful bidder and SCDNR will be held prior to the commencement of harvest, and BMP compliance will be required. At least one responsible person on the logging crew must be a graduate of the South Carolina Timber Operations Professional Program, or equivalent program such as the GA Master Timber Harvester. SCDNR advises bidders of their interest in protecting the plants, wildlife, educational, cultural, and aesthetic values that exist on the tract. All logging decks, equipment, felled trees, and debris will be confined to the sale area. Damage to adjoining areas and/or excessive damage to residual trees may incur assessment of damages to the buyer. It will be the buyer s responsibility to ensure that no trespassing occurs and to clarify any questions with the SCDNR prior to cutting concerning logging deck and road locations, as well as the usage of any pre-existing internal road system, which must be left free of logging debris and in good condition. The return of the performance bond will be contingent on SCDNR s inspection of these conditions.
