Project No cc Steno jcd Subject Stonebridge Phase 1 Transportation Review Introduction IBI Group has been retained by Monarch Corporation to conduct a transportation review of Phase 1 of the Stonebridge Community. Phase 1 consists of 11 single-family detached housing units along a private road that will be accessed from Kilbirnie Drive at a location between Sandgate Ridge and Cedardown Private. It was agreed that the transportation review would include the following: Review of existing traffic data along Kilbirnie Drive Estimation of future traffic generated by Phase 1 Geometric review of the private roadway in Phase 1 and its intersection with Kilbirnie Drive Review of on-street parking along the private road Review of sidewalk requirements along local/private roads A detailed plan of the proposed development is attached as an appendix. Existing Traffic Traffic data was obtained from the City of Ottawa for the following locations along Kilbirnie Drive: Kilbirnie Drive and Cambrian Road (June 211) Kilbirnie Drive and Deerpath Terrace (April 211) Kilbirnie Drive and Shadehill Crescent (May 21) The traffic counts above were each conducted during the 3-hour peak period on a weekday morning (7:-1: AM). Average daily (2-hour) traffic volumes have been derived for Kilbirnie Drive from the 2-hour (7:-9: AM) morning peak period volumes by the application of the following adjustment factors: Equivalent 12-hour traffic factor = 3.59 Equivalent 12-hour traffic volumes were obtained from the 2-hour AM peak period traffic volumes by the application of the conversion factor above. 2 IBI Group Memorandum Kris Haynes, C.Tech Project Manager - Ottawa Monarch Corporation February 2, 21 2 data collected along Golf Links Drive and Riverstone Drive which are similar collector roads to Kilbirnie Drive in the Stonebridge Community. The equivalent 12-hour factor was determined by averaging the ratio of equivalent 12-hour traffic volumes to 2-hour AM peak hour traffic volumes from recent traffic counts conducted along Golf Links Drive and Riverstone Drive. Annual Average Daily Traffic (AADT) factor =.9 The equivalent 12-hour traffic volumes were then adjusted by an AADT factor provided by the City of Ottawa to account for the variation in total hourly flow throughout the year. Average 2-hour factor = 1.31 The adjusted 12-hour traffic volumes were then converted to 2-hour traffic volumes by applying the conversion factor above, which was provided by the City of Ottawa. Annual traffic growth rate = 5% To account for the traffic growth along Kilbirnie Drive during the period between 211 and 21, an annual traffic growth rate of 5% was then applied to the average 2-hour traffic volumes. Based on this information, the average 2-hour daily traffic (two-way) volumes along Kilbirnie Drive are estimated to be approximately 1,6 vehicles between Deerpath Terrace and Shadehill Crescent, and approximately 2, vehicles between Blackleaf Drive and Cambrian Road. The Geometric Design Guide for Canadian Roads, published by the Transportation Association of Canada (TAC), indicates that the capacity of a residential collector road is typically considered to be 8, vehicles per day. Therefore, based on the existing daily traffic volumes derived, Kilbirnie Drive is presently operating at 2 to 25 percent of its total capacity. Details of the traffic data and calculations are included in the appendix. Trip Generation Estimates of the new trips that will be generated by the 11 units proposed in Phase 1 have been calculated based on information provided in the publication Trip Generation by the Institute of Transportation Engineers (ITE). Based on the ITE data for single-family homes, it is estimated that the 11 units proposed in Phase 1 will generate 8 trips in the morning peak hour, 11 trips in the afternoon peak hour and 1 total trips during a typical weekday. Further details are provided in the table below. Geometric Review The proposed private road, Stromness Private, will be a cul-de-sac that will allow for two-way access to the 11 proposed residential units. 3 IBI Group Memorandum Kris Haynes, C.Tech Project Manager - Ottawa Monarch Corporation February 2, 21 3 is proposed at its terminus, which satisfies the minimum size prescribed by the Ministry of Transportation of Ontario (MTO) for facilities of this type in residential areas. The private road is proposed to intersect with Kilbirnie Drive at a location approximately 2 m north of the existing Kilbirnie Drive/Cedardown Private intersection. The TAC guidelines recommend a minimum spacing of 6 m between intersections along collector roads. However, given that the two adjacent intersections are private roads, the City of Ottawa Private Approach by-law (23-7) also applies in this case. The by-law allows for two (2) two-way private approaches along a frontage of 35 m to 5 m. The angle of intersection of the private road on its approach to Kilbirnie Drive is 66 degrees. A minimum approach angle of 7 degrees is recommended by TAC. In cases where the angle of intersection is less than 7 degrees, the concern is that sight lines for exiting vehicles will be impacted by the acute angle of the side street approach. A review of sight distance requirements for vehicles exiting from the new private road has been conducted based on the TAC guidelines. For a design speed of 6 km/h along Kilbirnie Drive, the minimum recommended sight distances to the south and north along Kilbirnie Drive for vehicles exiting from the private road are 118 m and 125 m, respectively. Based on a review of the proposed plan and visual checks on-site, it has been determined that the minimum required sight distances can be achieved at the proposed intersection. On-Street Parking The proposed pavement width on the private road is 8.5 m, which on local roads is generally considered sufficient to allow for parking along one side of the road together with two-way traffic. Pedestrian Facilities Sidewalks are typically not provided along low-speed local roads in suburban residential developments in Ottawa. Furthermore, due to the low volume of vehicular traffic projected along the new private road, sidewalks are not considered warranted in this case. Conclusions The following are the main conclusions of the transportation review of Phase 1 of the Stonebridge Community: Average daily traffic volumes along Kilbirnie Drive are estimated to be between 1,6 vehicles and 2, vehicles, which represents approximately 2 to 25 percent of the total daily capacity of the road. The 11 single-family detached housing units proposed in Phase 1 are estimated to generate 8 vehicle trips and 11 vehicle trips during the weekday morning and afternoon peak hours, respectively. A total of 1 vehicles are estimated to be generated by the site over an average 2-hour period on a weekday. These volumes can be considered negligible from a traffic impact perspective. The distance between the proposed private road and the adjacent private road (Cedardown Private) along Kilbirnie Drive is less than the minimum recommended intersection spacing along collector roads, as indicated by TAC. However, the spacing of the intersections satisfies the requirements of the City of Ottawa Private Approach by-law.

However, this is not expected to create a significant safety issue in this case since the intersection meets the minimum sight distance requirements for left and rightturning movements from the private road approach. On-Street parking can be accommodated along one side of the private road.
