3 Introduction - GSCP General Secretariat Civil Protection (GSCP): Established in 1995 Central government body Aim: The protection of citizens life, health and property from natural, technological or other kind of disasters (including chemical, biological, radiological and nuclear incidents) during peace time Mission: Plan, Organize and Coordinate all efforts in order to prepare for, respond to, recover from Natural, Technological and other kind of disasters

6 Activations History GSCP and Disaster Charter, 2007 Comments Image from Aqua Satellite, NASA 25 th August 2007 Fire Season 2007 Situation: Severe fires swept through many areas of Greece during the summer of 2007, burning vast areas of forest and farmland and causing human deaths Big fires started early in summer The weather conditions were favouring the start and quick expansion of fires Consequences: The fire suppression mechanism reached its limits. Many people tried to leave their homes, and were caught in the path of fire More than hectares burnt International assistance requested The International Charter Space and Major Disasters was activated

14 Activations Presentation GSCP and GMES-SAFER, 2009 Comments Image from Aqua Satellite, NASA 22 th August 2009 Fire Season 2009 Situation: The fire started on Friday 21/08/2009 at 20:46 outside the Grammatiko village Hilly terrain, Mixed forest with agricultural land Scattered populated places Fire danger risk very high (wind, RH, T) Escalation: The area where the fire started has many scattered populated places, but the fire was heading to more densely populated places 2 more fires in the area The fire continued to proceed to more and more densely populated places 3 medical institutions and a nursing home were evacuated The cloud of smoke covered the city of Athens Should we activate?

23 The case of EVROS 2011 Forest Fire Activation Information that was available before the activation: it was a large fire (estimated burned area more than 50 Km 2 ) large areas of high forest have been burnt by the fire. The core of the National Forest Park of Dadia which is cohabitated by many different species of birds of prey and where three of the four European species of vultures can be simultaneously found, was threatened by the fire.

28 The case of EVROS 2011 Forest Fire Activation Secondary Produced and Delivered Products: In addition to the above mentioned Dadia national forest park Burned area delivered products, GSCP used the vector data delivered from GMES/Copernicus to produce a map combining the burned area extend, the Land use (according to Corine 2000) and the boundaries of the Dadia national forest park. 30 The case of EVROS 2011 Forest Fire Activation Overall review of the GMES-Copernicus activation for the EVROS 2011 forest fire. Our overall satisfaction of the service was excellent. However, due to problems of cloud coverage, inside the delivered maps scattered clouds were obstructing detailed view of the burnt area. The interaction with the ERS focal point and with SERTIT Emergency Response was excellent and the response of both was prompt and effective. Usefulness of the products during operations was low because by the time we got the products 28/8/ :30 GMT the fire was contained. The analysis of the satellite images was suitable and the produced boundaries of the affected area was very well defined and more or less match what was reported from the local agencies
31 The case of Chios island 2012 Forest Fire Activation Information that was available before the activation: it was a large fire (estimated burned area 140 Km 2 ) large areas of high forest have been burnt by the fire. in the southern part of the island where the unique species Pistacia lentiscus var. Chia had been cultivated for centuries, many areas were burnt.
32 The case of Chios island 2012 Chios Mastiha - a unique product Chios Mastiha is a resinous sap produced from Pistacia Lentiscus var. Chia, tree. It is a natural, aromatic resin in teardrop shape, falling on the ground in drops from superficial scratches induced by cultivators on the tree s trunk and main branches with sharp tools. Our overall satisfaction of the service and the products was excellent The interaction with the ERS focal point and with JRC was excellent and the response of both was prompt and effective. The delineation of the affected area was very detailed especially in the detailed areas (scale 1:15.000). Land use type delineation was very detailed especially in the detailed areas (scale 1:15.000) Delivery time of the products was slightly longer than we were expecting.

40 Conclusions Quick and accurate damage assessment, Municipalities affected Inform the public and political leadership The products are broadly used by agencies dealing with the first relief efforts and the consequences management: Allocating funds for the first relief efforts Planning of flood and soil erosion prevention works Planning of reforestation Compensation of damaged properties Utility networks repairs Experience acquired from past activations The vector products that we get are very useful Most of the times, the products can not be used for response operations
