2 Introduction The aim of this document is to select and appoint a provider to carry out a PR campaign in India to support the launch of the Manchester-India Partnership. This document presents the detailed purpose and requirements of providers wishing to submit a quote for this contract. Timescales Activity Timing Invitation to quote released 31 st January 2018 Closing date for submissions 3pm on Friday 9 th February 2018 Contract to be awarded Tuesday 13 th February 2018 Contract start date Wednesday 14 th February 2018 About MIDAS MIDAS is the inward investment agency for Greater Manchester, providing free of charge advice and assistance to national and international organisations looking to locate in the area or expand their existing operations. MIDAS services include the provision of market research and labour information, assistance with finding property, access to finance and help to recruit and train staff. For further information on MIDAS, please go to Accountable to the Greater Manchester Local Enterprise Partnership and Greater Manchester Combined Authority (GMCA), MIDAS ensures inward investment is attracted to Greater Manchester and existing companies are supported to re-invest in the region. To further develop these activities, MIDAS is engaged as a partner in European Regional Development Fund (ERDF) projects released by DCLG for the ESIF Programme, which runs until December These bids were recently approved and as such will strengthen our provision of business support services across Greater Manchester and beyond, where required. The delivery of support under ERDF requires MIDAS to comply with ERDF and public procurement guidelines. As a result this tender is designed to enable MIDAS to demonstrate compliance with these guidelines, ensure value for money and offer the opportunity to deliver the proposed support services for this project in an open and competitive way. 3 With strengths in research, manufacturing and advanced engineering, life sciences, energy and environment, financial, professional and business services, and creative, digital and technology, Manchester has a world-class offer for the international investor. Attracting more foreign direct investment in the past decade than any other city outside of London, Manchester is already home to over 2,000 foreign owned companies including Kellogg s, PZ Cussons, Siemens, BNY Mellon, Google, and Bouygues, Energies & Services.. As the world s fastest-growing large economy, India is strategically important to Greater Manchester. The region has built a sustained programme of activity in India to foster a longterm strategic partnership and promote bilateral trade, investment, R&D/academic collaboration and air connectivity. Thanks to this activity, relationships are now gathering strong momentum. Manchester is also committed to securing a direct flight between Manchester and one of India s major cities such as Mumbai or Delhi in order to further strengthen developing economic ties between the two destinations. There is evidence that there is already a strong business case for such a route. Today Manchester is home to 1,000 Indian students and 13,000 Indian visitors per year. With Manchester having been chosen by major Indian companies like HCL and Hero Cycles, Indian business leaders are increasingly seeing the benefits of choosing Manchester as a base of operations. Marketing Manchester is continuing to develop relationships with partners across Manchester and India to ensure this pace of development continues. To formalise the next stage in Manchester s growing relationship with India, the region is launching the Manchester India Partnership (MIP), a public-private partnership aimed at creating a sustainable platform to support Manchester s India ambitions. The organisation will support trade & investment, visitor economy, education/r&d, connectivity and cultural links. In order to maximise the impact and influence of the Manchester India Partnership, MIDAS is seeking a PR agency for a short campaign, to secure positive, on-message press coverage on Manchester s growing ties with India in the Indian market. Key requirements Source and package appropriate in market content that supports key messages, and sell this into Indian print, broadcast and online press. Identify key Indian media to invite on media visits to Manchester Distribute content promoting Manchester s sector strengths to appropriate Indian press contacts, including press releases, case studies, images and film. 5 The budget for the project is 10,000, for a campaign from 14 th Feb 2018 to 31 st March It is expected that this contract will be for a single campaign as outlined above; however, there is potential for this PR activity to continue from April-June If this contract is extended, the total value of the contract will not exceed 24,000. Response Requirements Invitations to quote responses should include: Description Evaluation / Scoring 1 A one page outline of your suitability for the project and how you intend to achieve the objectives including your reach into the key 20% markets 2 Details and experience of the team members who would work 20% on the project 3 The publications you would target 20% 4 Your credentials and previous work 20% 5 Pricing 20% The deadline to receive quotes is 3pm on Friday 9 th February.
