3 PROJECTED CLIMATE CHANGES Hotter Increased frequency and magnitude of extreme storm events, with associated: Rainfall deluges Stronger winds Storm surges Lightening Extended dry periods between rainfall events Shifts in seasonality Sea Level Rise

4 NOT ALL DOOM & GLOOM Not all negative - change also presents opportunities Many opportunities are supportive of current development plans and socioeconomic growth and improvement e.g. green jobs (EPWP), disaster response networks building communities and capacity. Must be informed and prepared to take advantage of these Focus on the positive, the opportunities transformation lies here! Need to be proactive and start adapting to changing conditions & develop resilient communities, ecosystems, economy A reactive cycle of recovering from disasters is very costly and poses a serious threat to growth and development.

5 Mainstreaming Climate Change Response Not only an environmental issue Affects people: livelihoods, well-being, health Affects infrastructure: roads, water and sanitation, electricity Economy (agriculture, transport, electricity, disasters etc) Responding to current vulnerability as well Start with No Regret options (better use of resources, efficiency, Reduce, Reuse, Recycle)

6 Mainstreaming Climate Change Response Social-institutional learning process Process not a set of predetermined strategies Continuous process of capacity development Do it in house, not sustainable to rely on consultants An information base is required M&E (Track for evidence based learning) No one size fits all

8 Mainstreaming Climate Change Response Change in approach, not what the Municipality does Broad stakeholder groups can be your allies (private sector, universities, rates payers associations, community leaders etc) Can build on existing mechanisms. Identify Hot Spots of intervention: vulnerable communities, known areas of flooding/low lying areas. Start to tackle some specific problems that could be visible. Identify leverage points of action e.g. specific skills in-house that can leverage action and resources e.g. mainstreaming climate aspects into finance applications/investments. Procurement? E.g. Kinondoni OR Specific mechanisms that exist such as presenting through structures to premier WHAT ARE YOUR STRENGHTS? WHAT WORKS WELL ALREADY?

9 Mainstreaming Climate Change Response Develop Capacity within the Line functions There is no capacity to add new work areas Respond in a flexible way to uncertain future Start with what you know, reflect on recent events and responses. Start to look at how to adapt what is currently in your IDP, SDF. As you gather more evidence and information you can undertake more complex analysis and shift planning Leadership, Participation and inclusion Identify local leadership and champions leadership, leadership, leadership! (DAC, MCP, NCCC): Political buy-in. (E.g. Port Louise, 100% Renewable) Also about the collective voice (many mayors/leaders with one voice) E.g. Walvis Bay Waste department champion Communities, indigenous and local knowledge

10 Mainstreaming Climate Change Response Understanding Risk Understand cause, probability and occurrence of climate impacts Concentrate on immediate risk Its not about certainty of impact rather about certainty of response Move from risk measurement to behavioural change E.g. Is there a Risk Register? How does your municipality assess risk? Keep it simple! Focus on current vulnerability and risk e.g. flooding in low lying land Strengthen capacity to understand impacts on sectors bring in complexity later
