International Network on Household Water Treatment and Safe Storage (Advocating safe water at the point of use) Objectives and Activities Michael Forson UNICEF, New York (Co-host, INHWTS) South African Regional HWTS Workshop VIP Hotel, Maputo, Mozambique June 2012
Basis for Household Water Treatment and Safe Storage The global situation of access to improved drinking water: MDG target on water was met in 2010, but still over 780 million without access to improved drinking-water. Huge disparities exists by regions, etc Complete information about drinking water safety is not available for global monitoring Proven primary health intervention: It is one of the key variables in the reduction in diarrhoea diseases 35-42% => reduced child mortality (Fewtrell, et al, 2005; Waddington, et al. 2009) Included in UNICEF/WHO 7 point strategy for diarrhoea control Optimizing public health benefits through: Integration, effective monitoring, as part of behaviour change.
Contamination pathways safe drinking water Contamination usually occurs through poor handling practices, poorly maintained networks and poor storage at the household level Household treatment Safe Storage solution Water Transporting Carrying Trucking Bicycle Piping network Community level interventions Household Solutions (HWTS) Community Water Source Transporting and distribution Storage and Utilization
HWTS Global Strategy Mission Statement - To contribute to a significant reduction in water-borne and water-related vector-borne diseases, especially among vulnerable populations, by promoting household water treatment and safe storage as a key component of community-targeted environmental health programmes.
HWTS Global Strategy Targets - By 2015, 30 countries have established policies on household water treatment and storage. By 2015, strengthened evidence to guide effective and replicable HWTS programmatic approaches to achieve long-term widespread use and public health impact. By 2020, 50 countries have achieved country-wide scale up of project-based HWTS.
Network Global Strategy Strategic objectives - HWTS evidence base of public health relevance significantly strengthened Tangible results in the scaling-up of household water treatment and safe storage achieved National policies and institutional frameworks developed (integration into environmental health interventions) Best practice in HWTS programmes evaluated and disseminated
Area of Work Coordination (Secretariat) Description of Activities Co hosting of network and basic Network functions issues including linking with the Advisory groups. Network events and workshops National workshop in Laos on evaluation and regulation of HWT (April 2012) Southern Africa regional workshop in Southern Africa on HWTS integration and scale up (June2012) Annual Network meeting Communication Effectively disseminate information regarding the Network and HWTS related activities via monthly newsletter, listserve, website and online user space. Publish Network Annual Report with inputs from participating organizations. Provide interactive exchange and learning among participants (i.e. webinars). Guidance and Tools Network Activities 2012 Secretariat Translate and publish online WHO document on Evaluating HWT in French and Spanish. Implement international HWT evaluation scheme. Develop and disseminate learning modules to accompany WHO Evaluating HWT document. Publish and disseminate HWTS Monitoring and Evaluation Toolkit. Revise and disseminate HWTS training modules.
Network Activities 2012 (Working groups) Area of Work Advocacy and Policy Lead WHO Monitoring and Evaluation, Lead UNICEF Description Develop and publish advocacy sheets on key issues (integration of HWTS, costeffectiveness, behavior change approaches, etc). Conduct global survey on national HWTS policies and strategies to assess progress on international targets. Conduct rigorous review of relationship between national policies and scale up; identify effective approaches, bottlenecks and solutions. Support a cohesive Network presence at two major global health and water events. Conduct peer review and finalize HWTS monitoring and evaluation toolkit. Liaison with major monitoring programmes (JMP), implementers and national censuses to use toolkit. Map HWTS country environment to produce country profiles (as complimentary to understanding use).
Area of Work Implementation and Scale up, Lead UNICEF Research and Knowledge Management, Lead WHO Network Activities 2012 Working groups continued Description Compile/disseminate "best practices" in implementing, scaling up and sustaining HWTS. Develop proposals for integration of HWTS into environmental and public health programmes. Publish review of current evidence and main research gaps regarding HWTS priority areas. Discuss research areas in HWTS symposium. Maintain online database of current research efforts. Conduct operational research on integration of HWTS into environmental health programmes and uptake among vulnerable groups (young children, HIV/AIDs, etc.)
