3 South Port St. Lucie Unit 5 Your Neighborhood General Development Corporation (GDC) designed the neighborhood and recorded the Plat on July 1, 1966 GDC constructed the roads and drainage system in the early 1970 s GDC owned all the lots and began building homes reliant on wells and septic systems in the early 1970 s 1671 SE Goucho Avenue General Development Utilities (GDU) constructed the water and wastewater system in the late 1970 s
4 GDU s Wastewater Collection System GDU built a gravity sewer wastewater collection system Now relies on several pump stations located in front of homes Pumps move raw sewage to a neighborhood lift station and then to a wastewater treatment plant Existing Station 17-C 1638 SE Goucho Ave. Existing Station 18-B 2174 SE Carnation Rd.

6 Why Does the System Need Rehabilitation? Original system was an air-eduction based pipe and manhole system Air compressor type pumps in 7 manholes Air pumps replaced in the late 1980 s with a single mechanical pump in each of the 7 manholes Problem: existing single manhole pumps are not suited for multiple home scenarios Problem: Discharge from one manhole flows (cascades) to the next downstream manhole Pump Problem: System is prone to clogging and backups Result in service calls and costly repairs 14
7 14 Why Does the System Need Rehabilitation? Problem: Access to pumps is challenging and difficult Problem: Monitoring system relies on a system of audio and visual alarm cues from the control panel Public Health and Safety Risks: Some of the manhole pump stations are prone to standing water during and after heavy rains. Flooded manholes allow raw waste to overflow into drainage system Some of these manholes are not sealed at the bottom and allow raw waste to leak into the water table
8 What is Proposed? City is investing $3.5 million for system improvements in your neighborhood Your property will not be assessed any fees to cover the funding of this project Other areas of the City had to pay assessment fees A central vacuum pump station will be built at 2281 SE Sidonia St. that will serve the entire project area Onsite generator will provide power during emergency events; i.e. hurricane recovery Your water and sewer functions will operate without a personal generator Less labor intensive and cost effective for City to maintain the single vacuum station rather than 7 manhole pump sites
9 What is Proposed? Existing gravity sewer mains are in good shape They will remain in place and in use Construct vacuum mains throughout neighborhoods Electrical and pumps from existing 7 manhole stations will be removed Replace with 9 interface buffer tanks with air terminals Collect sewage before it is pulled to the new station Before After
10 What is a Vacuum Station? Vacuum systems are one of the cleanest types of sewage collection systems Do not process or treat sewage Temporarily collect sewage into a sealed tank inside the Vacuum Station building before it is pumped away for processing at a wastewater treatment plant Most vacuum stations are located in existing residential areas Near the center of the neighborhood it serves

15 What To Expect During Construction Install vacuum mains and new force main Construction equipment noise Dirt and dust will be inevitable Swales will be disturbed Daylight hours Driveways may be cut, but access will be maintained Mailboxes may be removed, but repositioned same day All disturbed areas will be fully restored Door Hangers will Construct the Vacuum Station be distributed prior Similar activities can be anticipated to work in your immediate area Total project time is estimated at ± 12 months Currently targeted to start Summer 2018 Predominantly Monday Friday
16 Other Neighborhood Sewer System Improvements 24 sewer force main will be constructed along Morningside Boulevard From US #1/Tiffany to Pine Valley/Sunshine Ave. Nearly 4 miles of pipe at a cost of $4.5 million
