Illinois-Indiana Sea Grant Resiliency Efforts: Using PRI Data Building Resiliency in the Face of Risk Springfield, IL 14 June 2017 Laura Kammin Extension Program Leader Illinois-Indiana Sea Grant

Programmatic Goals Illinois-Indiana sea Grant serves the heavily Populated southern Coastline of Lake Michigan. Approximately 10 million people live in the region, drink the water, and fish, swim and boat in the lake. We also work in communities throughout Illinois and Indiana. Healthy Coastal Ecosystems 40% Resilient Communities & Economies 45% Literacy and Workforce Development 10% Safe Sustainable Seafood Sources 5% Aquatic Invasive Species Great Lakes Monitoring Coastal Remediation Pond Management River Restoration Pollution Prevention Sustainable Planning Water Supply Planning Climate Change Adaptation Nutrient Loss Reduction Coastal Tourism Youth Education Teacher Training Environmental Stewardship Internships and Fellowships Workforce Development Aquaculture Marketing

Outreach Initiatives

Illinois is a significant contributor of nutrients in the Mississippi River basin.

PRI: Coupled Models Goal: To translate climate model output into parameters (extreme precipitation isohyetals) that can be plugged into hydrologic and hydraulic models used to simulate flooding impacts on the landscape. Yanquin Lian Illinois State Water Survey Flood forecasting: Help decide where to put large-scale reservoirs to help manage flooding & nutrient management

(NWS inundation mapping) The impact of climate and land use changes on the flood response of rivers. The impact of water quality and sedimentation. (ISTC field study) The importance of mitigating structures in frequently flooded areas. (IDCEO funded ISWS structure based risk assessment in progress) The impact of public assistance and mitigation (positive and negative). (CIRI funded ISWS/IISG case study in progress and IEMA funded ISWS loss avoidance study expected 2017) The importance of both the social system and the economic system for community resilience.

Ottawa Project #1: Assessment of Contaminants in Sand Bar Area of Lower Fox River by Ottawa Background: Large Sand bar area has accumulated in Fox River by bridge in Ottawa due to flooding City is looking to eventually dredge this area so need is for preliminary assessment of any heavy metals, hazardous chemicals, etc. in the sediment Goal: a. To assess occurrence of heavy metals and other contaminants that may be present in the sand bar area to allow city officials to do future planning for dredging b. To assess occurrence of pharmaceuticals and hormones in the biofilm of the sediments and a number of chemicals in river water to have preliminary information for planning any future studies Timeline: March sampling and March May analyses

Ottawa Project #2: Assessment of PAHs in sediments and water by combined sewer outflows in Ottawa city limits Goal: To determine if the combined sewer overflows are a source of PAHs (or also PPCPs) or other chemicals to the river Background: Ottawa has a number of combined sewer overflows and we want to identify if they are a source of certain pollutants to the river Plan: 1. Identify location of CSOs 2. Determine which ones to sample 3. Arrange times for sampling weekly or with set monitoring instrumentation 4. Do analyses at ISTC or send off to other lab for PAHs Timeline: April May sampling and April June analyses

Community Resilience and Disaster Costs Baseline Resilience Indicators for Communities (BRIC) (Cutter, 2014) metrics to measure pre- and post-disaster resilience of a community an objective measure to compare community recover over time and between communities in different geographies. Case studies of: Ottawa in LaSalle County, IL 3 communities in Kenosha County, WI Funded by: Critical Infrastructure and Resilience Institute, University of Illinois
