5 PRO-EE Executive Summary Public authorities are major purchasers of goods and services and are responsible for a very significant range of environmental impacts related to the technical specifications, purchase, transportation, use and disposal of goods. With their purchasing power, public authorities can have a major influence on suppliers and can stimulate the production of more sustainable goods and services. Nevertheless, there are a number of hurdles to the implementation of sustainable procurement in public authorities. The project aims to develop appropriate model procedures and networking approaches, which address these challenges and can then be used by any public authorities in Europe. The focus of the project is to undertake large-scale joint procurement of energy efficient technologies to secure a higher market share for the most efficient equipment and products and to accelerate their market penetration. The PRO-EE project will work on innovative products for which the economical and technical energy saving potential is high in comparison to actual products available on the market. Examples include more energy efficient office equipment, energy saving streetlights, traffic lights and fuel-efficient vehicles. The project will set up a partnership between market actors in 6 European countries (Spain, Portugal, Italy, Greece, Austria, Germany) to develop innovative approaches for public authorities and, by this to influence the supplier side of energy efficient products and services. Regional sub-networks will be established which are assisted by national expert organizations to provide practical and technical advice to the authorities through a step-by-step training and implementation approach. One central outcome of PRO-EE are recommendations, based on practical experience, on how to integrate / mainstream the approaches and strategies for sustainable procurement into the local or regional authorities policies, especially into local energy efficiency plans or climate change action plans. Five pilot local authorities will develop such an integrated plan. Main elements will be a set of promotional activities to extend the strategies developed before to other buyers, such as municipally owned utilities or businesses and awareness raising actions for citizens on energy efficient appliances and housing. The outcomes of the project will be delivered in a form ensuring transferability to other countries. A final conference and a total of seven national trainings will be held to disseminate the results widely.
