2 Background When the IEA was founded in 1974, a primary goal was to reduce dependence on imported oil by developing alternative energy sources and improving energy efficiency The IEA set up a structure for countries to join together and research energy technologies called Implementing Agreements Since 1974, 75 Implementing Agreements have been created, 41 active in 2007 OECD/IEA 2007
3 What is the role of the IEA? Provide legal advice and support Identify areas of common interest between the IEA and the Implementing Agreements through workshops, publications and other collaborative efforts The Committee on Energy Research and Technology and its Working Parties review the effectiveness, achievements and strategy of the IAs Provide outreach, information exchange and dissemination through the IEA Web, the OPEN Bulletin, FAQ brochure, Secretariat t Report OECD/IEA 2007

7 What types of collaboration? Almost anything is feasible... Technology assessment, feasibility studies, environmental impact studies, market analysis, policy implications Research projects from laboratory scale to pilot facility scale Information exchange programmes, policies, funding priorities, research, modeling Dissemination of results and experiences acquired... as long as it fits within the IEA Shared Goals Energy security Environmental protection Economic growth OECD/IEA 2007
8 Who can participate? Open to IEA member and non-member countries, participants can be, but are not limited to: Governmental e or energy e technology ogy entities t es representing governments Research institutes and universities Energy technology companies Each signatory assigns a representative to a board of directors, or Executive Committee Currently participants from 39 countries, 32 sponsors (incl. BRICC 2005), and the EC OECD/IEA 2007

Reduced cost and duplication of work Greater project scale Information sharing and networking Linking IEA member countries and nonmember countries Linking research, industry and policy Accelerated development and deployment Harmonized technical standards Strengthened national RD&D capabilities Intellectual property rights protection OECD/IEA 2007
10 How is work financed? Financing is shared by the participants - cost- shared, task-sharedshared or any combination Cost Sharing Participants contribute to a common administrative fund Work contracted to general manager and results are shared by all participants Task Sharing Participants devote specified resources and personnel administration as well as research projects Combination Financing Participants contribute to a common administrative fund Participants devote specified resources and personnel to research projects Other... Each Agreement establishes bank accounts, maintains accounting systems, and collects annual fees and related costs OECD/IEA 2007
11 IEA Greenhouse Gas R&D Programme A collaborative research programme founded in 1991 Our main role is to evaluate technologies that can reduce greenhouse gas emissions. i Aim is to: Provide members with definitive information on the role that technology can play in reducing greenhouse gas emissions. IEA GHG is a IA in which the Participants contribute to a common fund to finance the activities. Funding is approximately 1.5 million /year (2.9 million US$/year)

13 IEA Greenhouse Gas R&D Programme IEA GHG aims at producing information that is: Objective in evaluating the relative merits of Greenhouse Gas mitigation options Information generated is policy relevant but NOT policy prescriptive We aim to be a trustworthy source of technical information. All IEA GHG studies are: Reviewed by external Expert Reviewers Subject to review of policy implications by Members
14 Previous Work by IEA GHG This IA has been operating for 15 years. It has: Accumulated >100 studies covering carbon capture and storage (CCS), other mitigation technologies, and alternative energy carriers. Succeeded in establishing CCS as a mitigation option capable of major reductions in the emission i of CO 2 to atmosphere.
15 Phase 4 Finished at end of During phase 4: CCS moved, from being a technical possibility, firmly onto policymakers agendas. Activities expanded to include: research facilitation, research networks, and communications initiatives. Aimed at: Confirming CCS as a major option for climate change mitigation.
