4 "Technical Assistance to Support the Development of Green Economy in " EUROPEAN MONITORING AND EVALUATION PROGRAMME (EMEP) The European Monitoring and Evaluation Programme (EMEP) is a scientifically based and policy driven programme under the CLRTAP It relies on three main elements: (1) collection of emission data, (2) measurements of air and precipitation quality and (3) modelling of atmospheric transport and deposition of air pollutions. Five EMEP Centres and four Task Forces undertake efforts in support of the EMEP work plan.

10 "Technical Assistance to Support the Development of Green Economy in " METHOD TIERS - EMISSIONS DIFFERENT LEVELS OF COMPLEXITY OF THE INVENTORY Tier 1 method is a simple method using default emission factors only. In Tier 2 method, the default emission factors should be replaced by country-specific or technology-specific emission factors. A Tier 3 method could be regarded as a method that uses the latest knowledge and more sophisticated approaches and models.

15 "Technical Assistance to Support the Development of Green Economy in " REPORTING PROGRAMME Parties to the CLRTAP Convention are required to report on the substances for N-2 year. Emission data should be submitted to the CEIP by 15 February. IIR (Informative Inventory Reports) and projection reports should be provided no later than by 15 March, Gridded data and Large Point Sources by 1 May. EU may deliver the respective documents 1-2 months later.

Moreover: Where a Party applies different emission reduction strategies; Where a Party judges certain limit values, not to be technically and economically feasible, taking into consideration the costs and advantages, it shall report and justify this;.
