3 Carbon emission by sector in Da Nang City Results are calculated using the Bilan Carbone method by ADEME, with reference from World Bank data in the transportation sector.
4 Low-Carbon programs and projects implemented in Da Nang 1) Research on carbon emission status in Da Nang in 2011 (in collaboration with Asian Institute of Technology - AIT) 2) Action plan for combatting climate change and sea-level rise in Da Nang to ) Sustainable Urban Energy Program ( ) supported by Aus- Aid and World Bank 4) Research on building low-carbon industrial zone model at 02 industrial zones by Industrial Policy and Strategy Institute 5) Eco-Action Program supported by Ministry of Environment of Japan 6) Project of Saving energy and Applying renewable energy in Da Nang in
5 Low-Carbon measures in Da Nang. Encourage entrepreneurs to use clean energy Implement 8 models using solar power and hydroelectric power. Install solar panels for water heaters at households, schools, hospitals and care centers. Pilot use of cyclos using solar energy. Introduce ISO and ISO standards to entrepreneurs. Sell E5 RON 92 (5% bio-ethanol fuel) instead of traditional Mogas 92 since November 2014.
6 Low-Carbon measures in Da Nang. Save energy and use energy effectively Department of Industry and Trade conducts energy auditing for companies. Install energy-saving lighting systems (tri-phosphor coated T8 lamps) for 5 schools. Optimum management and energy conservation of the street lights through LED lighting (using ICT). Implement energy-saving programs at companies, e.g. Eco-Action Program (30 companies): - Replace T8/T10 bulbs with T5 bulbs; - Equip 2.2kW and 5.5kW inverters for pumping engines and cooling fans.

Save energy and use energy effectively Apply advanced biogas technology for tackling environmental pollution from agriculture, utilizing biogas for energy generation for households that raise cattle and poultry. Organize training sessions about effective energy use at major energy-consuming establishments in the city.
8 Low-Carbon measures in Da Nang 3. Promote environmentally-friendly transportation Pilot project of Bus Rapid Transit (BRT) system. Pilot use of ELFA Hybrid technology for projects of transport services by bus. Pilot use of four-wheel electric cars for tourism on some coastal routes.

Wastewater - Solid waste management: - Domestic wastewater in urban areas is collected and treasted at 5 centralized domestic sewage treatment plants (with total capacity of 120,000m 3 /day). - 5 out of 6 industrial parks have centralized sewage treatment plants and the collection rate of industrial wastewater is 98%. - Rate of solid waste collection reaches 95% and solid waste is processed by burying method.

14 Feedback for LCT-I System Some evaluation contents are difficult to assess in Da Nang City: Ø Supply Side (Area Energy System, Multi Energy System) Ø Adjacent Workplace and Residence Ø Securing Green Space calculations Proposals for development of LCT-I System: Ø Consider real situations of each LCMT in order to add/omit criteria suitable for each case. Ø Adjust criteria to be focused more on outcomes than on measures undertaken.
15 Future Plan of Da Nang a) Transportation Develop BRT system and encourage usage of bicycles, electric bicycles; Land-use planning for transportation: allocate parking spaces; friendly walking paths for pedestrians; bus stations and lanes. Limiting number of motorbikes and cars in city center to reduce traffic congestions. b) Industry Implement energy-saving programs in industries, especially in those with high carbon emission and usage of electricity and resources such as: construction materials, chemicals, foods, paper. Continue implement ECO action 21 program. Cleaner production in industries which have resource-saving potentials such as: paper, mechanics and plating. Pilot construction of environmentally-friendly industrial zone (Hoa Khanh IZ).
16 Future Plan of Da Nang c) Business - Services Utilize renewable energy for devices in restaurants, hotels, multi-storey buildings. Centralized heating/air-conditioning systems for buildings and multi-buildings. Pilot construction of green building. d) Residence activities Policies to encourage electricity saving in households; Penalty regulations to reduce energy wastage in households, production - business - services establishments and offices. Programs for saving energy and promoting awareness against energy-wasting habits, step-by-step encourage use of energy-saving devices.
17 Proposed projects for Da Nang Project 1. Use of energy generated from biomass sludge and waste Project 2. Use of rechargeable batteries with high capacity to control electricity supply Project 3. Encourage use of electric motorbikes with establishment of charging areas and priority spaces for electric motorbikes. Project 4. Use of Bus Rapid Transit (BRT) system. Project 5. Use of energy management system for building or multiple-building area. Project 6. Develop environmentally-friendly landscape and constructional architecture Project 7. Promote public involvement in environmental protection and reduction of environmental impacts (via media).
