4 1. INTRODUCTION RDNO is pleased to present the Annual Water Quality Report for the Whitevale Water Utility (WVW), providing information about regarding the water quality and status of this system. This report summarizes the operations and water quality results for the WVW for the years 2011 and 2012, as required by the British Columbia Drinking Water Protection Act. The report format provides responses to requirements and deficits outlined in the Interior Health (IH) Inspection Report dated August 4, 2010 completed for the WVW provided in Appendix A. 2. BACKGROUND The WVW system was constructed in the mid 1970s and was operated as a private utility until 2004 when it became a function of the Regional District of North Okanagan (RDNO). The RDNO Utilities Engineer is responsible for the operation and management with oversight provided by the General Manager of Engineering and the RDNO Board of Directors. RDNO employs a contract operator to complete day to day operation and maintenance tasks, who is also required by contract to respond 24/7 to emergencies or to have a back up available to respond. 3. WATER SYSTEM OVERVIEW The WVW system has 92 residential connections and 1 institutional connection. There are no large scale industrial or irrigation customers on this system. The Water System fully within the community of Whitevale and is comprised of the following: One groundwater supply well housed within the well house at 715 Franklyn Road, One 200 m 3 (45,000 igal) in-ground concrete reservoir at 715 Franklyn Road, and The distribution system which is pressurized with two distribution pumps located in the pump house at 715 Franklyn Road. Water is chlorinated at the well source before entering the reservoir. There is no backup power at the pump house or well site and a power outage at the pump house causes disruption in water service. Appendix B provides an overview map of the WVW System. 1

IH WATER SUPPLY SYSTEM REPORT No The following sections outline compliance or actions taken for requirements and deficiencies identified in the IH inspection report completed by Bryn Lord of IH on August 4, 2010 (Appendix A) for the WVW System Long-Term Requirements Source Protection Plan (Condition 1) Golder Associates Ltd. completed Preliminary Steps in the Development of a Groundwater Protection Plan, Whitevale, BC issued in May 2008 (Appendix C). The new Whitevale Well installed in the summer of 2006 was classified as a confined aquifer and was constructed to BC Groundwater Protection Regulation standards with the surface annular seal extending into the confining aquifer. The highest risk identified to the new Whitevale Well was the old Whitevale Well, which was subsequently closed in June of 2010 (Appendix D) Reservoir Condition/Circulation (Condition 2) The intake and outflow pipes of the WVW reservoir were side by side near the reservoir hatch and both close to the reservoir bottom. A Community Works Grant was received in spring of 2012 to complete reservoir circulation improvements and the work was schedule to be completed in the spring of Due to a failed suction line, emergency works were required in November and December of 2012 and since the reservoir was required to be emptied, the circulation work and reservoir cleaning was also completed at that time. The following provides a brief outline of the works completed from: 1. November 20, 2013: Kerr Wood Leidal Ltd. was retained to provide a recommended method to improve circulation and provide design drawings (Appendix E). 2. November 22, 2012: A construction permit was obtained by Interior Health (Appendix F). 3. Work was initiated in November-December 2012 that included: a. Precautionary Water Quality and Notification to residents (Nov. 22, 2012) b. Emptying the reservoir, c. Installing new suction line through links seal (emergency works), d. Removing old suction pipe and installing blind flange on connection to pump house, e. Installing a new access ladder inside reservoir, f. Sealing cracks discovered in the reservoir that showed evidence of leaking, g. Installing a new pipe for the reservoir circulation project (minor adjustments to the design were required due to smaller intake pipe than originally specified), h. Cleaning and chlorinating the reservoir in accordance with American Water Works Association (AWWA) C Reservoir Chlorination Method 2, i. Filling the reservoir, chlorinating the new suction line and completing microbial sampling on the reservoir and suction line, 2

6 j. Resume use of reservoir once microbial samples indicated absence of Total Coliform and E.coli., and k. Rescind of Water Quality Advisory (Dec. 7, 2012) A drawing of the final WVW reservoir configuration piping is provided as an attachment (Appendix G) and the following pictures show the piping installed within the reservoir: Photos North and south end of WVW reservoir pipe works for circulation improvements Flushing Program (Condition 3) Annual flushing and hydrant maintenance is undertaken by Teale s Water Utility Service of Vernon. Records of the Hydrant Maintenance are kept on record. There were two dead-ends on the system and blow offs were installed and are flushed quarterly or more frequently if required by the system operator as a regular maintenance items. These blow offs are located at: Fraser Road Eastwood Road (this is considered a dead-end as the school was closed in 2010) Water Quality Monitoring Program (Condition 4) The goal of the water quality program at WVW is to prevent pathogenic microorganism contamination and control the presence of other non pathogenic microorganisms common to distribution systems. This is completed by chlorinating the raw water to provide a residual minimum goal of 0.2 mg/l free chlorine at the ends of the distribution lines ( last customer ) and routine monitoring for microbial parameters and residual chlorine. The following sections provide information about the microbial and chlorine monitoring programs, Contact Time of the system during normal operations and a summary water quality incidents that occurred in 2011 and 2012:, 3

7 Laboratory Samples Microbial and other Parameters The water quality monitoring for WVW is based on the requirements of the Drinking Water Protection Regulation (DWPR) Schedules A and B, the Guidelines for Canadian Drinking Water Quality (CDWQ) and British Columbia Approved Water Quality Guidelines (BCAWQ). The Water Sampling Program for WVW was reviewed in February of 2012 and the Sampling Program and Schedules for 2012 and 2013 are provided in Appendix H. The sampling locations are provided in the WVW system overview figure (Appendix B). The microbial sampling frequency is 4 samples a month of the treated water as required in the DWPR for populations less 5,000. One monthly raw water sample is also collected directly from the well. The WVW system has a good microbial history and the well is within a confined aquifer with an annular seal installed into the confining layer. With the exception of one sampling period a year, the system operator collects bacterial samples and drops the samples at the Interior Health Office for shipment to Caro Analytical Services. The results are sent to IH and RDNO and uploaded to WaterTrax, a third party online database that RDNO utilizes to store lab data for all RDNO water utilities. WaterTrax sends automatic alerts to RDNO water quality staff and the Utilities Engineer for any results that are out of compliance with standards. Once per year a RDNO water quality technician completes the bimonthly sampling and includes THM and comprehensive sampling of the raw water. Summaries of the microbial sampling for 2011 and 2012 are provided in Appendix I, the responses to positives are outlined in the section below. A summary of the historic raw water comprehensive samples taken from the Whitevale Well is provided in Appendix J Chorine Monitoring As the WVW is sourced from a confined aquifer, all the water quality parameters of the raw water are fairly consistent with low variation and the chlorine demand is consistent. Under normal operations, the target injection chlorine dosing concentration is 0.9 mg/l, which provides a free chlorine residual at the first customer (sampling point just past the reservoir in the pump house) within a range of 0.40 to 0.80 mg/l. An on-line chlorine analyser monitors the chlorine at the first customer and is alarmed to call out if the chlorine drops below 0.3 ppm for more than 2 minutes. Total and free chlorine is also monitored with a hand held chlorine meter at the pump house and two distribution sites whenever the operator visits the site, which is a minimum of 3 times per week. Historically the operator recorded the residual readings on an operator log sheet and was instructed to contact RDNO if readings were below 0.2 ppm. Residual chlorine readings are also recorded on the microbial samples submitted and entered into WaterTrax. As of January 2013, the operator will enter the manual chlorine readings in an Excel logbook and trending can be examined. 4

8 Chlorine Contact Time The WVW source is from a well drawing from a confined aquifer that is built according to the Groundwater Protection Regulation standards with an annular seal constructed into the confining layer. As such, chlorine contact time (CT) is not necessarily an inherent requirement for this system as per discussion with IH. Nonetheless, under peak operating conditions, CT is achieved through the reservoir to achieve 4-log virus reduction under peak operating conditions, which is calculated assuming the well pump is continuously on (Appendix K contact time calculation sheet). The CT calculation during peak operation is a minimum of 18 min-mg/l, meeting the CT for 4-log virus reduction of 8 min-mg/l for temperatures between 5 and 10 C Water Quality Incidents for 2011 and 2012 There were two water quality incidents in 2011 and two incidents in The following provides a summary of each incident: 1. On January 28, 2011 a WaterTrax notification indicated Total Coliforms was > 1 mg/100 ml at the 792 Eastwood Sampling Site. The operator was sent to the site to flush and resample and the subsequent sample was < 1 mg/100 ml. 2. On September 9, 2011 a WaterTrax notification indicated Total Coliforms was > 1 mg/100 ml at the 792 Eastwood Sampling Site. The operator was sent to the site to flush and resample and the subsequent sample was < 1 mg/100 ml. The Sampler at 792 Eastwood was installed in May 2011 and as there had been two positives in 1 year for this site and it was suspected that the result was due to the school closure and a resultant low flow occurring between the corner of Arbutus and Eastwood to the school. A blow off was installed at the fence line to implement flushing as required. Photo Earwig in Sample Line Another possibly examined was that the sampler required more flushing before sampling and the Water Quality Technician was instructed to flush the sampler for a long time (i.e. 30 minutes or more) before sampling to fully flush the line. On October 4, 2011, the Water Quality Technician proceeded to flush the sampler line while sampling the other sites. When she returned to sample the Eastwood station, a dead earwig was protruding from the sampling line (see photo to left). It is suspected the earwig was lodged in the sample line since being installed, being the most probable cause of the high positives. 5

9 3. On July 10, 2012 a WaterTrax notification indicated Total Coliforms was > 1 mg/100 ml at the 792 Eastwood sampling site. The operator was sent to the site to flush and resample and the subsequent sample was < 1 mg/100 ml. Based on positives occurring at a frequency of approximately 8 to 10 months at the Eastwood sampling site, the next thought was that the dead-end at Eastwood required more frequent flushing and quarterly flushing of the blow offs on Eastwood and Fraser was implemented as a regular maintenance duty for the operator. A review of sampling technique also revealed that one of the Water Quality Technicians was sampling from the copper tube of the sampler as opposed to the tap which may have contributed to the positive Total Coliform counts. Incident tracking will continue and if positives continue at this station, duplicate sampling at 775 Eastwood will be initiated to examine if the sampler could have a problem or confirm there is an issue with the dead end. Also in consideration will be biannual hydrant flushing to ensure adequate flows at this station during flushing. 4. On November 19, 2012 the WVW distribution pumps lost prime and could not supply water to the community. The reservoir bypass was started and chlorine dosing to the system was increased. A precautionary Water Quality Advisory was issued on November 21, 2012 during emergency works being undertaken and letters of explanation were delivered doorto-door to provide information about the incident. An Advisory Rescind Notice was issued on December 7, 2012 when the works were completed. Numerous samples were taken and analyzed from the distribution sampling sites and on the reservoir and pipe work before being brought on-line, all samples were < 1 mg/100 ml Monthly Reports (Condition 5) Summary reports of the microbial sampling and chlorine residual results are submitted to Interior Health monthly. This program was initiated in January Cross Connection Control Program (Condition 6) The RDNO hired a full time Demand Side Management / Cross Connection Control Coordinator (now titled Water Sustainability Coordinator) in 2011 and a part-time Cross Connection Control Officer in early These staff members have been directed to develop a Cross Connection Control Program (CCCP) for all water utilities owned by RDNO, including the WVW. As there is a backlog for testing of existing Backflow Prevention Devises (BFD) and identifying high and medium risk sites, CCCP staff have been primarily focused on updating the CCCP database, increasing annual testing compliance and identifying the high and medium backflow risks. Currently all connections in Whitevale are residential with the exception of the school, which is currently closed. If the school is reopened or another use is proposed, the backflow requirements will be assessed. Also, the Water Sustainability Coordinator will develop a backflow information sheet for residential uses which will be included in the Whitevale bills in

10 4.2. Deficiencies Outlined in the IH Inspection Report The following sections address the deficiencies outlined in the IH Inspection Report listed in the Observations and Recommendations section Emergency Response Plan A comprehensive update of the WVW Emergency Response Plan (ERP) was completed in The ERP was finalized on June 13, Sampling Training and RDNO small utility ERP training for the Operators occurred on December 11, Suction Line The purpose of a suction line in the pump house to the reservoir was questioned in the inspection report. An inspection of the suction line determined that it was not connect to the water system and both ends of the pipe were bagged. The purpose of the suction line is unknown Well Assessment The Groundwater Protection Plan was completed by Golder is provided in Appendix B Sampling Requirements Four (4) bacteriological samples are collected and analyzed monthly, see Section for full details on the Sampling Program for Whitevale. 7

WORKS COMPLETED IN 2011 AND 2012 Initiatives and works completed on the WVW system in 2011 and 2012 include: January 2011 Incident Tracking System for RDNO small utilities implemented, May 2011 two oasis sampling stations were installed to improve water quality sampling (Funded by a Community Works Fund (CWF) grant), May 2011 completion of a hydraulic model for the WVW system (Funded by a CWF grant), May 2011 hydrant maintenance and distribution flushing, May 2011 well pump removed for servicing and a sampling port installed with a water level transducer to measure water level response in the well (Funded by a CWF grant), June 2011 installation of an autodialer to call out alarms from SCADA (Funded by a CWF grant), September 2011 Blow off installed on Eastwood at fence line with school, September 2011 initiation of comprehensive Emergency Response Plan (ERP) update for all RNDO engineering functions including WVW (finalized in October 2012), October Deviation response checklist and ERP contact list for operators completed as part of ERP and provided to operators, October 2011 Prepared Water Quality Signs produced for Water Quality Advisories, Boil Water Notices, Flushing and Rescind Notices for road signs and signs to post in neighbourhood, October a sensitive customer list was implemented where WVW customers register to be notified of water quality issues via their choice of fax, or phone, May 2012 diaphragm chlorine pumps were replaced with more reliable peristaltic chlorine pumps, Sept new computer installed, alarms assessed and SCADA upgraded to include bypass parameters and pump alarms November 2012 distribution flushing, November 2012 emergency works included replacing suction line from reservoir to distribution pumps and installing a new foot valve, November 2012 reservoir circulation improvement project completed (Funded by a CWF grant), and November 2012 reservoir was cleaned, cracks were sealed and a new ladder installed. 8

12 6. UTILITY CHALLENGES AND 2013 WORK PLAN WVW is a small water utility that is static with no foreseeable growth. The repair to the suction line is considered temporary and the long term plan in 2013 will examine renewal of the pipe works in pump house and a permanent repair to install an underground suction line to the reservoir. Other planned works for 2013 include: Servicing of distribution pumps and PRV, Annual hydrant maintenance and flushing, Staff training of ERPs, and On-line Excel logbook for operator information data entry. 7. CLOSING The program objectives for the six water utilities owned and operated by the RDNO are to: Provide Clean, Safe drinking water Reliable delivery In Quantities to meet current and future demand Continuity of service Water Quality Advisories only a rare event RDNO has made significant strides in fulfilling the RDNO program objects, the requirements and deficiencies outlined of the IH Inspection and in implementing BC s Drinking Water Protection Act and Regulations at WVW. RDNO will strive for implementation of system improvements through the seeking of grant funding and within the constraints of the WVW budget.
