6 Specific Obj ect ive 2.1 Key t erminology Energy ef f iciency Reduct ion in t he energy used for a given service (heat ing, light ing, et c.). Reduct ion in energy consumpt ion is usually associat ed wit h t echnological changes, but can also result from bet t er organisat ion and management or improved economic condit ions in t he sect or ("non-t echnical fact ors"). Public inf rast ruct ure Public infrast ruct ure comprises infrast ruct ure t hat is owned by t he public and/ or is f or public use, including public buildings. Renewable energy sources Technologies t hat capt ure energy from exist ing flows of energy, from on-going nat ural processes, such as sunshine, wind, flowing wat er, biological processes, and geot hermal heat flows.

7 Specific Obj ect ive 2.1 Pot ent ial act ions All support ed act ions shall cont ribut e t o build compet ences, accomplish st rat egies and management approaches for improving energy efficiency in public infrast ruct ures, such as: Improving energy efficiency in public infrast ruct ures including buildings and t o increase use of renewable energies Innovat ive management approaches t o increase regional capacit ies for improving energy performance in public infrast ruct ure including buildings (e. g. energy managers) Novel energy saving t echnologies for increasing energy efficiency in public inf rast ruct ures including buildings Harmonising concept s, st andards and cert ificat ion syst ems t o improve energy performance in public infrast ruct ure including buildings St rengt hening t he capacit y of t he public sect or t o develop and implement innovat ive energy services, incent ives and financing schemes (e.g. energy performance cont ract ing, PPP models, et c.)

10 Specific Obj ect ive 2.2 Key t erminology Energy planning Energy planning at t he t errit orial level provides a framework linked t o policies and economic development which considers specific local/ regional pat t erns of energy needs and resources serving as a t ool t o mit igat e climat e change and enhancing sust ainabilit y.

11 Specific Obj ect ive 2.2 Pot ent ial act ions All support ed act ions shall cont ribut e t o t he improvement of capacit ies of t he public sect or and relat ed ent it ies for an increased and balanced use of endogenous renewable energy pot ent ials, such as: Int egrat ed t errit orial st rat egies and plans t o increase t he use of endogenous renewable energy pot ent ials and t o improve regional energy perf ormance Designing and t est ing concept s and t ools for t he exploit at ion of endogenous renewable energy resources Territ orial st rat egies t o improve energy management in bot h t he public and t he privat e sect or (especially in SMEs) Demand-focused st rat egies and policies t o reduce energy consumpt ion (e.g. smart met ering, dist ribut ion of smart consumer applicat ions, et c.) Solut ions for improved int erconnect ions and coordinat ion of energy net works t arget ing t he int egrat ion and use of renewable energy sources

14 Specific Obj ect ive 2.3 Key t erminology Mobilit y planning Set of int errelat ed measures designed t o sat isfy t he mobilit y needs of people and businesses. They are result of an int egrat ed planning approach and address low carbon forms of t ransport. Funct ional urban areas Funct ional economic unit charact erised by densely inhabit ed urban cores and hint erlands whose labour market is highly int egrat ed. This spat ial delimit at ion beyond administ rat ive borders is relevant for a mult it ude of t hemat ic fields, e.g. for t ransport (commut ing, t ransport flows et c.), economic development (labour market, st rat egic posit ioning, et c.), environment (air/ wat er qualit y, soil sealing, urban sprawl, et c.), social (healt h care, social housing et c.).

15 Specific Obj ect ive 2.3 Pot ent ial act ions All support ed act ions shall cont ribut e t o t he improvement of capacit ies of t he public sect or and relat ed ent it ies for mobilit y planning in funct ional urban areas, such as: Int egrat ed mobilit y concept s, act ion plans and services for reducing CO 2 emissions Set t ing up and/ or adapt ing governance syst ems as a basis for int egrat ed lowcarbon mobilit y in funct ional urban areas Developing and t est ing concept s and st rat egies (including innovat ive financing and invest ment models) t o facilit at e int roduct ion of novel lowcarbon t echnologies in t he public t ransport sect or in funct ional urban areas Services and product s fost ering smart low-carbon mobilit y in funct ional urban areas (e.g. mult imodal services, et c.)
