3 About Gulf South Pipeline Company, LP Gulf South is an interstate natural gas pipeline which is regulated by the Federal Energy Regulatory Commission (FERC) and currently owns and operates approximately 6,000 miles of pipeline facilities extending from south and east Texas through Louisiana, Mississippi, southern Alabama, and western Florida, and ten natural gas storage facilities located in Louisiana and Mississippi. Gulf South provides approximately $35 million to Louisiana in ad valorem and property taxes each year. Boardwalk has 379 employees in Louisiana, of which 192 are employed by Gulf South. Gulf South serves: LDCs and municipalities in communities including Entergy New Orleans, Louisiana; Jackson, Mississippi; Mobile, Alabama; and Pensacola, Florida. Natural gas-fired power plants, including those of Entergy and Southern Companies; and Industrial end-users located across the system, including the Baton Rouge to New Orleans industrial corridor, Lake Charles, Louisiana, and the Mobile area in Alabama. Gulf South has numerous interconnects with other interstate and intrastate pipelines and storage facilities which allow it to serve various on-system and off-system markets. 2

4 St. Charles Expansion Project Facts The St. Charles Expansion Project (Project) has been in development since The Project includes the construction of a new 5,000 horsepower natural gas compressor station (to be called the Montz Compressor Station) and approximately 900 feet of new 16-inch diameter natural gas pipeline to connect to the new station to existing Gulf South pipeline serving Entergy. Gulf South anticipates construction will begin the Fall of 2017 and the facilities will be in service by September 1, The Project is expected to cost approximately $30 million. Gulf South has estimated the Project will generate approximately $800,000 per year in new ad valorem and property tax revenue. FERC regulations require Gulf South to notify all landowners and municipalities within one-half mile of the proposed compressor station site. Gulf South began directly notifying these parties on July 20,

6 FERC Facts An application for a Certificate of Public Convenience and Necessity was filed with FERC on July 11, 2016 in Docket No. CP Gulf South has also elected to notify all landowners and municipalities within one-half mile of Alternative Site #1 and Alternative Site #2. The initial FERC public comment period for the Project closed on August 8, 2016, with only one comment and no protests. The Environmental Assessment scoping period for the project closed on September 23, 2016, and the Final EA was issued March 3, FERC regulations require that the noise attributable to a new compressor station must not exceed a day-night level of 55 dba at any existing noisesensitive area (NSA) such as schools, hospitals, or residences. Noise quality observations and analysis conducted for the new compressor station indicate that the sound levels due to the compressor station operation will be less than 55 dba at the nearest NSA. 5

12 Community Gulf South has purchased the property associated with its proposed site. Currently the property is zoned both Open Land and Residential. Gulf South has been working with St. Charles Parish Zoning staff to determine the course for re-zoning the property to Industrial. Gulf South started that process in early May. Gulf South will employ two new permanent employees at the new compressor station. Gulf South s construction contractor will employ approximately 60 to 75 construction personnel over an eight-month period. The majority of the construction workforce is anticipated to live in the vicinity of the Project. The local economies should experience increased revenues as a result of purchases made by the construction workforce in the form of lodging, fuel, food, entertainment, and other miscellaneous items. 11

13 Committed to Safety The Montz Compressor Station will be monitored 24 hours a day, 7 days a week at our Pipeline Control Center in Owensboro, Kentucky. Prior to being placed in service, Gulf South will meet and train the local first responders responsible for the station. The new facility will be fenced and have controlled gate access as well as security cameras and 24 hour monitoring. The land surrounding the proposed compressor station is forested, and the dense trees around the facility will be left in place to act as a visual screen. Compressor stations are constructed with multiple safety systems, such as gas and fire detection systems, as well as emergency shutdown equipment. In the event of an accident, these systems have been designed to ensure the station is safely shut down with minimal risk to the public or environment. Written pipeline safety information is distributed annually to neighbors, residents and businesses located near our facilities (as well as emergency officials and excavators). 12
