3 6 Company Reports and Overview of Activities 6.1 Progress of the Project Operational Update presented by Robyn Stoney Ulan West has retreated approximately 3 kilometres in LW3 since 3 July 2016, due for completion 26 August Ulan Underground has retreated 2.5 kilometres of LW W3 since 4 May 2016 and are progressing development in W4 and W5 panels. The open cut remains on care and maintenance, land shaping for rehabilitation completed. Topsoiling and seeding in 2017 The Bobadeen Quarry recommenced 14 January A second blast is scheduled 22 March Goulburn River Diversion commencing in April Issues Arising from Site Inspections Rehab inspection by NSW Department of Industry Division of Resources and Energy (DRE) (7 March 2017) UCML were advised there will be new guidance for reporting and monitoring of rehabilitation. BS- When will reporting and monitoring requirement changes be implemented? Timing is unknown. 6.3 Monitoring & Environmental Performance Monitoring & Environmental Performance presented by Robyn Stoney - Water discharge volume trends downward, the aim is to discharge 30ML/day. BS- Why are we seeing a decline in discharge in January? - Discharge depends on the water available to blend. BS- Rainfall causes the EC in the Goulburn River to fluctuate, what are your practices to reduce the impact of rain that runs offsite? - Decreasing the catchment that runs directly into the river is the best measure to achieve this. It is most important to the operation to continue the process of keeping any mine effected water within our catchment. JI- Is river seepage to the east pit through the river alluvium where diversion meets river still around 1ML per day? - Yes 1ML. qualification by, Goulburn River baseline assessment estimates river seepage into the east pit from river alluvium where diversion channel meets original river course (ie river baseflow losses). This was investigated in 2005/6 and estimated to be approximately 1 ML/day. BS- has there been a new modification since December? - We are in the early stages of planning for a modification to the north of the operations. Discussions were held in relation to correspondence from JI seeking information on the disposal of reject. advised of the volume, disposal and chemistry of saline reject from RO plant and the predicted increase in excess mine water make (28ML/day by 2023). The reject water is used in the Coal Handling and prep plant and for wetting down the coal in the rail cars, hence the moisture in the coal carries some of the salt offsite. BS - That could damage the trains (note from post meeting; the rail cars are stainless steel) JI expressed her concerns regarding the future containment of the saline RO reject considering the connectivity between the east pit and river through the alluvium. - Copy of to be attached to minutes & uploaded to the website. 4 6.4 Community Complaints & Response to Complaints Community Complaints data represented by Robyn Stoney - There have been no new complaints in the quarter 6.5 Information Provided to the Community & Any Feedback Re-commencement of Bobadeen Quarry presented by Robyn Stoney - Bobadeen Quarry re-commenced. One more to be shot, 22 March RR- Clarified - two more blasts are likely, the expected rock to be exposed from this coming blast will warrant a third blast about a month after. - Glencore Community Grant round is now open, this is a program open to all local community members that are part of a local non for profit organisation. 7 General Business *Geoff Mitchell arrives, Ulan provided incorrect start time and Geoff had not received agenda s which would have provided correct information. - Extension of UUG LW30 to LW33 subsidence is expected to affect Duridgere State Conservation Area. JI- is this a modification of exploration or mining lease? - This is a modification within the mining lease, the method this coal was to be mined was previously unrealised. - There are numerous Cultural heritage sites in the area to the North West of Ulan Underground. GM- are near neighbours aware? - Not yet, this modification is in the very early stages of planning. DIGITAL PRESENTATIONS (shown to CCC members) Short film showcasing rehabilitation area with commentary by staff Drone footage of mine site SL- do you have records of previously rehabilitated areas pre 1998? - Yes we have records of rehabilitated areas. SL- I have records of planting ratios and I would be interested in seeing photos of the Acacia planted on site pre BS- How many personnel did UCML release to help fight the bushfires? - I will try to get that information. JI- Why were mine workers working road closures? - Mine workers helped with road closures at the request of MWRC. GM- Is there any subsidence study to ensure subsidence effects are not reaching beyond UCML boundary? - Subsidence monitoring at UCML exceeds mine footprint. I am unsure a subsidence monitoring network beyond that. GM- processes like permanent survey marks may be an option to be able to best monitor subsidence. BS- What exploration leases and mining leases are west of the mine? - We can provide a plan which shows modifications and lease applications BS - Can we advertise for another committee member from the west of the mine? We need someone to represent that section of residents around the Wonga Roo Rd area. LA We currently have one vacancy, which may be advertised in accordance with the new guidelines. It was agreed that advertising would occur in the Mudgee Guardian and Gulgong Gossip. -Provide photos of the Acacia planted on site. Provide numbers of personnel released to fight bushfires - Provide a plan showing modifications and mining lease applications. LA- Advertise for another committee member. Page 4 of 5
5 GM- Was UCML involved with a new government initiative to further regulate people building permanent dwellings on mine affected land? -Glencore has representatives who are consulted, the mine was not involved. Discussions continued regarding changes to the Mine Subsidence Board, which is now known as Mines Advisory NSW and its newly proclaimed mine subsidence districts in the Mudgee area. Further information may be obtained via BS raised concerns with the lack of community consultation, when the changes affect the potential development of private land. JI- With the new EL affecting the Blue Springs area, will there be more water monitoring in the surrounding area? - UCML already monitor the Talbragar and we have 4 wells on Bluesprings Road. This will be considered but at the moment we have adequate monitoring. CP- Does UCML have a bushfire emergency response plan? - Yes (leaves room and returns with Bushfire Emergency Response plan).
