3 POWELL RIVER REGIONAL DISTRICT LASQUETI ISLAND SOLID WASTE MANAGEMENT ADVISORY COMMITTEE MINUTES Feb 23 rd 2017 The LASQUETI ISLAND SOLID WASTE MANAGEMENT ADVISORY COMMITTEE meeting was held at the Free Store on Thursday, Feb 23 rd, 2017 commencing at 5:08 PM Present: Regrets: Community members present: Gordon Scott Brigitte Dorner Gail Fleming Natty Violini Julie Newton - Free Store Employee Merrick Anderson Dave Olsen Robyn Dryburgh David Ham 1. APPROVAL OF AGENDA J. Newton/ N. Violini THAT the agenda be approved. MOTION CARRIED UNANIMOUSLY. 2. ADOPTION OF MINUTES 2.1. Minutes of Feb 2 nd, 2017 B. Dorner / G. Fleming THAT the minutes of Feb 2 nd 2017 be adopted. MOTION CARRIED UNANIMOUSLY. 3. DELEGATIONS & INQUIRIES David Ham reported on a conversation with a member of the Magic Mountain land coop. David explained that he was told that terms of the lease agreement for the Free Store and fire hall would be broken if either was not used for original purpose any more, and that the Free Store building at that point would become Magic Mountain property (i.e., according to David s source, we might not be able to move the Free Store to a new location). 4. UNFINISHED BUSINESS 5. CORRESPONDENCE G. Fleming presented a quote for covered structures by MegaDome. The structures come with a 15 year warranty. Cost for a 40 x60 structure would be $100,900. This figure includes transport and installation, but not foundations. 6. ITEMS OF BUSINESS Page 3 of 16

4 6.1. French Creek dumpsters After some discussion on whether to defer action on this item any further, the committee asked G. Scott to follow through with the action items laid out in the motions from Jan 19, 2017 and present the letter in its current form to the HAFC Education The committee decided to defer acceptance of the Draft Educational Proposal until the next meeting, since many of the proposed activities would involved the local waste management contractor, and R. Dryburgh was not present to provide his input on the proposal in its current form. 7. Closed Meeting 8. New Business The committee discussed the return of the refurbished baler, as well as concerns regarding the accumulation of recycling that were brought to our attention. It was noted that on the operational end of things, Lasqueti s waste management services will likely need additional support and oversight to keep the system working smoothly as we are making our way through the transition towards a new service structure. Although operational concerns are not part of the committee s current TOR, over the past year LISWMAC has occasionally taken on the role of a sounding board for operational concerns and has assisted in operational decision-making, usually in response to specific concerns brought to the table by our waste management contractor and/or waste management personal. The committee feels that LISWMAC s involvement in operational issues filled a clearly existing gap, likely caused by a combination of high RD staff work loads and Lasqueti s remoteness as seen from an RD perspective, both in terms of location and in terms of operational issues and potential solutions to these issues. LISWMAC believes that a future incarnation of this committee could fill this gap more thoroughly if given an expanded mandate, by providing a more structured environment of local support and oversight for on-island waste management services. If the LISWMAC successor is to take on a role in overseeing local waste management services, committee members that are also waste management staff would be put into a systematic conflict of interest. It was noted that this has also been true for strategic decision making around operations and staffing, in that the presence of waste management staff on the committee made it difficult to have a full and open discussion of these issues. LISWMAC therefore recommends that, while waste management contractor and employees should remain in close communication with a LISWMAC successor, they should not be eligible as regular voting members. Instead, their presence at committee meetings should be on an as-needed basis, at the discretion of the committee. N. Violini/B. Dorner THAT LISWMAC recommend to the PRRD that a future permanent waste management committee be given the oversight over the waste management contract, contractor performance, and facility operation. MOTION CARRIED UNANIMOUSLY. B. Dorner/G. Scott THAT LISWMAC recommend to the PRRD that waste management employees and contractors not be eligible for participation in the future permanent waste management committee. Page 4 of 16

6 Draft LISWMAC Educational Proposal Let s Talk Trash team prepare semi-annual flyers (beginning of May for summer residents and visitors and in September as reminder for year-round residents) describing what items can be recycled where (on and off island, ideally with addresses and phone numbers/websites + opening hours), opening hours of our on-island facilities, waste management dos and don ts.. 2. Waste management contractor provide a regular Our Isle & Times column to 1) remind people of key bits of information regarding current waste managemt operations, 2) make people aware of upcoming changes (opening hours, recycling protocol, and 3) raise awareness about problems and solutions. Should also be published to lasqueti.ca, along with up-to-date information similar to that on the flyer. 3. Waste management contractor and volunteers provide recycling assistance and waste management information at major public events (ArtsFest, Firefighters Picnic, Fall Fair, etc). 4. Waste Management contractor and volunteers organize one Recycling Day or Recycling Week each year for three years where staff is present to supervise and answer questions. Use this as an opportunity to receive and record public feedback on waste recycling and waste management operations. 5. Waste Management contractor and volunteers perform annual cleanup event (beach/roads/dump etc) and use opportunity to further education and inform island residents 6. Waste management contractor & Let s Talk Trash team develop clear, consistent signage directing clients to recycle and waste disposal facility along with simple and clear information regarding what and how to recycle, what to do with hazardous waste, scrap metal, appliances, what s acceptable residual waste and what to do with everything else. 7. Education campaign targeting kids. Presentation at school, maybe combined with field trip to waste management facilities and/or beach/road cleanup. Could combine this with Recycling Day or Recycling Week. 8. Education initiatives to be coordinated and reviewed annually by Waste Management Committee (LISWMAC successor). Frequency of education activities to be adjusted as needed. LISWMAC envisions that less education effort will be required once new waste management facilities are established and residents have become familiar with these facilities. Page 6 of 16

8 We read through the minutes, and wanted to make the following comment regarding the correspondence about the French Creek dumpster option. Neither of us drive. Saying that the "Church Road transfer station is close enough is a very car-centric view, and discounts all those on Lasqueti who do not own or keep a car on Vancouver Island. Walking to the Church Road transfer station would take well over an hour (it s up hill, too), and this would be even more difficult when carrying garbage, in bad weather, etc. We typically create around a cubic foot of non-recyclable/non-compostable waste per month. We would gladly pay to be able to drop it off at the dumpsters when we get off the ferry right now, we haul it all the way into Vancouver, since I have to travel there periodically for work, and there are no transit/walking accessible disposal locations that are closer.
