2 Current cooling needs in the EU Heating and cooling accounts for half of the energy used in the EU.. but it is mostly heating.
3 Future projections for the EU Residential combined heating and cooling demand: - decreasing - shifting to renewables due to existing policies
4 Increase in cooling demand But cooling specifically: significant growth Commercial and public buildings; also data centres and industry Demand for cooling likely to continue to increase for at least the next 15 years
5 Cooling technologies: mostly electric Installed stock and energy consumption for refrigeration and air conditioning equipment Excludes household refrigerators/freezers and air conditioning in cars/vans/trucks
6 EU Policy Reduce energy demand: Energy Performance of Buildings Directive (2010/31/EU), Energy Efficiency Directive (2012/27/EU), both currently under review Make equipment more efficient: Ecodesign and Energy Labelling Directives (2009/125/EC and 2010/30/EU) Assess socio-economic cost-benefit and followup at national level: Article 14 of the Energy Efficiency Directive Increase the share of renewables: Renewable Energy Directive (2009/28/EC), currently under review 2016 EU Strategy for Heating and Cooling (COM(2016)51): - First comprehensive overview - Brought more emphasis on heating and cooling to ongoing updates of legislation mentioned above
7 Ecodesign and energy labelling Minimum energy efficiency requirements for: Air conditioners up to 12kW Professional refrigerated storage cabinets, blast cabinets, condensing units, process chillers Cooling products; high-temp. process chillers Energy labels for: Air conditioners up to 12kW Professional refrigerated storage cabinets Under consideration: Commercial display refrigeration (supermarket cabinets, beverage coolers, vending machines,..) Refrigerated containers
8 Comprehensive assessments (Article 14 of the Energy Efficiency Directive) Each EU Member State aims to: Forecast heating and cooling demand Map heat and cool demand and surplus if any Establish technical potential for efficient heating and cooling Assesse cost-benefit of efficient heating & cooling options Follow up with dedicated policies if potential is identified
