1 Services Who are Services? Services are responsible for the collection and treatment of wastewater from our customers homes or businesses. Our Network system collects and transports wastewater from homes and businesses to our treatment plants via underground pipes and pumping stations. This system delivers untreated wastewater to our treatment plants where we utilise varying degrees of technology to treat the wastewater to an agreed standard. Treated wastewater is then discharged back into the environment. We need permission to do this and this is granted by our environmental regulators Environment Agency or EA (England) and Natural Resources Wales or NRW (Wales) under a discharge permit or consent. We continuously monitor our discharges to guarantee the quality of wastewater produced. We work closely with our regulators, customers and communities, whilst ensuring that we protect our environment at all times. As a not for profit business we have a duty to deliver the highest standard of service to our customers at all times, and everything that we do is inspired by our vision of Earning the trust of our customers every day. What does Services look like at Dwr Cymru Welsh Water? We are a 24/7, 365 days a year business with the following departments within Services continuously working together to deliver a Best in Class service to our customers: Treatment Networks Science Assets Bio-solids Environment and Future Regulation (covers both Waste and Clean) Statutory Maintenance (covers both Waste and Clean) Each team have various roles within the Services, but there is a common thread of collecting and treating our customers wastewater, to the highest standard whilst protecting the environment at all times. The Services Team are based at various locations throughout Wales and Herefordshire and we are looking for new colleagues to join our team to continue our drive to improve the service we deliver to our customers, communities and environment.
2 What does the Services Team look like? The Treatment Team operate and maintain over 800 Treatment Works across Wales and Herefordshire. These treatment works treat crude, untreated wastewater delivered to site via the wastewater network system. Each Treatment Works has multiple processes within it to ensure that the final effluent being produced can be safely discharged back into the environment. The purpose of wastewater treatment is to remove enough impurities from the wastewater to enable it to be returned safely to a river or the sea where it can again become part of the natural water cycle. We also use part of the waste we treat, Bio-solids, to generate power, which we then use to run some of our sites. Treatment Treating wastewater is a 24/7 business and we are reliant on our skilled and committed Operational and Mechanical Electrical & Instrumentation teams to keep the wastewater being discharged to a high standard. We aim to minimize energy costs and our carbon footprint through more efficient use of our assets. Our works range from the very large, in Cardiff, to very small rural sites such as Pantyrathro in Carmarthenshire. Cardiff treats the waste produced by an (equivalent) population of almost 1 million people. Whereas Pantyrathro treats the waste produced by an (equivalent) population of 79 people Within Treatment we are focused on rolling out LEAN working across our asset base. The LEAN approach focusses on understanding what the root cause of problems are, through increased interaction with front line teams, and then looking at how we can work together to resolve these issues. This simple approach reduces waste in our processes by ensuring that all colleagues in Treatment understand what our key areas for improvement are and how we plan to tackle them. Our wastewater network collects customers wastewater together with rainwater that runs into sewers from roadways, roofs and other surfaces and it is all carried through a network of more than 30,000km of sewers. Much of the network is old, often dating back to Victorian times. In October 2011, we assumed responsibility for managing the private sewers network in our operational area. We welcomed this as a big step forward in customer service and increased our network by 17,000km. Networks We aim to manage the network so that it operates according to best practice, sewers are kept clean and maintenance is undertaken safely with minimal impact to customers where possible. However we operate on a reactive basis to issues on the network such as blockages caused by substances that should not be put in sewers such as fat and grease from food establishments and wet wipes etc. We call this sewer abuse and have championed a major public campaign called Stop the Block.
3 We aim to facilitate network growth to enable bussinesses and populations. The Science Team is Responsible for Quality from our treatments works to discharge at watercourses. The Team is mainly split into 4 sections: Process Science - The Process Science team work closely with the Treatment team to ensure that we produce to a high standard whilst being mindful of the cost of treatment. Science Trade Effluent - This team are responsible for working with businesses who discharge Trade Effluent into our sewers. They are permitted to discharge this waste (not domestic) into our sewers under a Trade Effluent Consent which clearly sets out the limits of volumes and concentrations of parameters that must not be exceeded. The businesses are then charged for the cost of treating their effluent. Sampling - Under the requirements of the Operator Self-Monitoring and Urban Regulations the sampling team sample our final effluent discharges to ensure that we meet our discharge permits, e.g. ammonia, ph, suspended solids Permitting - This team manage the Permitting Process with our environmental regulators NRW and EA. Permits are issued for all of our Waste Water Treatment Works as well as other assets such as pumping stations. To protect the environment and prevent pollution, the regulator issues permits which can be Numerical, Descriptive or both. A numerical permit will specify a limit on biological and chemical parameters for a discharge from our wastewater assets, for example ammonia or Suspended Solids. A descriptive permit will define other conditions that we must adhere to, such as maintenance or inspection of the asset.
4 The Assets team manage the capital investment budget on behalf of Services. For this 5 year investment period, AMP 6, that amounts to approximately 1billion. This money is split into a number of blocks or investment cases, some of these blocks are allocated to the relevant parts of the business to deliver for example Reactive Capital Maintenance or Quality Programme. The remainder of the money is then allocated to either maintenance projects that replace worn out assets or enhancement projects that improve the performance of the business or meet a new regulation. The team is split into three main areas, namely the Risk team, the Network Client team and the Treatment Client team. Assets The Risk team govern our wastewater asset risks through Investment Manager. These systems allows us to record and assess risks within Services, prioritise investment and report to our regulators. The Network Client team works with our Network colleagues to identify areas for investment and pass projects through our Gateway Governance process to the Capital Delivery teams. The Treatment Client team works with our Treatment colleagues in the same way to identify schemes to keep our Treatment Works producing the quality of we need to meet Regulatory requirements. They also support the Bio-solids team with their investment needs. Overall the team also has a responsibility to drive innovation and to support the preparation of the next Price Review business plan to make sure it meets the needs of our part of the business. Sewage sludge that is produced at our wastewater assets is normally treated and applied to agricultural land. The treated sludge is referred to as biosolids. Complex legislation and guidelines are laid out to ensure that sludge producers who apply biosolids to land undertake controls to reduce health hazard, prevent pollution and maintain good agricultural practice. Biosolids The Biosolids Assurance Standard has been developed by the Biosolids Network Group in conjunction with Water UK to provide clarity on the requirements of legislation and guidance documents relating to sludge treatment, biosolids transportation, biosolids storage and its application to agricultural land. Successful audit will result in biosolids produced by DCWW achieving certified status. This only applies to Sludge Treatment Centres that transport biosolid to receiving land banks. It does not apply to sites that transport sludge to other sites for further treatment. We must also ensure that the receiving land (where biosolids are recycled) is suitable. Stockpiles must be inspected to ensure that they will not cause nuisance or pollution
5 to the environment. Biosolids must not contain more than specified levels of elements (e.g. cadmium, mercury, lead etc.) The rate and timing of applications of biosolid to agricultural land must take into account the nutrient requirements of crops that will be grown. We have a team of agricultural scientists who manage this process between the treatment teams and landowners. Waste Water Services also hosts the Environment team for the Company. The Team cover the four areas of work for the whole business: Environmental Regulation Team To proactively work to shape the views and policies of Welsh, UK and EU Governments, to ensure environmental policies are well targeted, remain affordable and sustainable for our customers To lead our science and innovation agendas so as to have timely and robust evidence, supported by the right capability, to shape emergent environmental regulatory standards and support the delivery of our 2050 Vision To protect the Environment in which we operate, by ensuring the provision of expert advice and services to support colleagues across our business in the delivery of our 2050 Vision, and our day to day needs To lead the development of evidence based, trusted relationships with Environmental NGOs, Regulators and Government departments, as part of earning the trust of our customers every day The Maintenance Team is a cross function department that serve Retail and Water as well as. We predominantly manage the statutory maintenance obligations of DCWW with regards to Health, Safety & Wellbeing as well as regulatory maintenance obligations with regards to MCerts, RPZ Valves and UV. For this 5 year investment period, AMP 6, that amounts to 46m worth of delivery. Statutory Maintenance The team is split into four main areas, namely the Statutory Maintenance Team, the Electrical Safety team, the Asset Adoption Team and the Maintenance & Reliability Team. The Statutory Maintenance Teams manage the delivery of maintenance & engineering solutions with regards to defined H&S legislation or regulatory need (e.g. Lifting Gear, Pressure Vessels, Steam Boilers, Noise Assessments, Fire & Explosion, Digesters, RPZ Valves etc.) The Electrical Safety Team govern our approach to electrical safety and also install, maintain & improve our existing asset base The Asset Adoptions Team manage the process of adopting existing or newly built assets to DCWW standards via customers directly or Developer Services.
6 The Maintenance & Reliability team manage the interaction of our maintenance delivery teams and govern the maintenance requirements to ensure the enhanced performance and improved reliability of our asset base. Overall the team also has a responsibility to ensure compliance and drive maintenance improvement across the business. What can you expect from the programme?
