1 Harlow Council Job Description Job Title: Regeneration Manager Post Number: ED0010 Grade: 18 Date: February 2010 Service: Location: Responsible to: Growth & Regeneration Civic Centre Head of Growth and Regeneration Job Purpose: To lead and manage the Regeneration Unit, and work with partners, to secure delivery of the growth and regeneration of Harlow. To promote economic development. To act as the lead client to Harlow Renaissance Limited. To be responsible for the strategic framework for growth and regeneration in the context of the emerging Local Development Framework. To secure and manage funding to support growth and regeneration activity and infrastructure investment. To lead council input into growth and regeneration projects, including the town centre regeneration, the Priority Estates programme and Growth Area Fund projects. 1.0 To lead and manage the Regeneration Unit and contribute to the leadership and management of the Growth and Regeneration Service. To establish and maintain relationships with key partners within and outside Harlow Council in support of the growth and regeneration agenda. To act as the client for Harlow Renaissance Limited. 2.0 With partners, to: finalise the revised Regeneration Strategy and develop associated action plans; produce an Integrated Development Programme as a framework for securing and managing infrastructure and other investment required to support the growth of Harlow; agree the best organisational model for delivery of growth and regeneration; and develop and implement projects and programmes in support of these strategies and plans. 3.0 To promote the economic development of Harlow, including through strategies and projects to support entrepreneurship, inward investment and business support; and to enable the residents of Harlow benefit from the opportunities available. 4.0 To secure and manage funding to support growth and regeneration activity and infrastructure investment. To manage the Regeneration Unit budget and support the Head of Service in managing the overall Service budget. To ensure that money, procurement and projects are managed in accordance with best practice and relevant financial and EU regulations. 5.0 To secure regeneration of the Town Centre, in the first instance through leadership of council s input into the Town Centre North project. 6.0 To lead council input into the Priority Estates programme to regenerate Harlow s most deprived estates. 7.0 To act as the council s growth areas co-ordinator, leading council input into the Programme of Development Partnership and the delivery of Growth Area Fund projects. 8.0 To carry out any other duties identified by the Head of Service. 9.0 Statement of Health and Safety. 2 Breakdown of tasks: 1.0 To lead and manage the Regeneration Unit and contribute to the leadership and management of the Growth and Regeneration Service. To establish and maintain relationships with key partners within and outside Harlow Council in support of the growth and regeneration agenda. To act as the client for Harlow Renaissance Limited. 1.1 To lead and manage the Regeneration Unit, ensuring that all members of the team are clear about the aims, functions and priorities of the Unit as a whole and of their individual posts. 1.2 To ensure that all formal processes including those relating to Personal Performance Plans, leave and absences, training and development, recruitment, and financial and project management are followed effectively and appropriately. 1.3 To coach, support and develop the team, and promote equality and diversity. 1.4 To contribute to the leadership of the Growth and Regeneration Service, in particular the development, implementation and monitoring of the Service Plan and the activities and indicators contained within it. 1.5 To stay up to date with current policy and thinking on social, economic and physical aspects of regeneration, sustainable communities, economic development, housing growth and related areas. To share this knowledge and understanding with colleagues as appropriate. 1.6 To establish and maintain good relationships with colleagues within the Council. To ensure that Elected Members are engaged appropriately, both through informal contact and briefing and through formal committee reports. 1.7 To establish and maintain good relationships with partners and stakeholders, including Essex County Council, the Homes and Communities Agency, the East of England Development Agency, neighbouring local authorities, the local strategic partnership, key local businesses and business organisations, the Town Centre Partnership, and others who may influence the growth and regeneration of Harlow. To ensure that regeneration projects engage local communities and ward councillors and are responsive to their priorities and needs. 1.8 To act as the client for Harlow Renaissance Limited ensuring that the company is steered by and responds to the Council s agenda for regeneration and growth, and that the expertise of the HRL board and staff is fed into the development of that agenda. To be responsible for ensuring that the financial relationship between HRL and the Council is managed effectively, transparently and in accordance with best practice and relevant financial regulations. 3 2.0 With partners, to: finalise the revised Regeneration Strategy and develop associated action plans; produce an Integrated Development Programme as a framework for securing and managing infrastructure and other investment required to support the growth of Harlow; agree the best organisational model for delivery of growth and regeneration; and develop and implement projects and programmes in support of these strategies and plans. 2.1 To work with partners to ensure that the strategic framework for the growth and regeneration of the town has widespread buy-in and that funding is aligned in support of it. 2.2 To finalise the revised Regeneration Strategy and develop associated action plans for individual priority neighbourhoods and town-wide themes. To ensure effective community and stakeholder engagement in development of action plans. To ensure clear roles and responsibilities for delivery of action plans, and monitor their implementation. 2.3 To produce an Integrated Development Programme (IDP) as a framework for securing and managing infrastructure and other investment required to support the growth of Harlow. To use this IDP as a basis for prioritising infrastructure and other investment. To ensure that the IDP and its implementation recognise that the growth of the town must support its regeneration, and deliver one community. 2.4 To take other action as necessary to secure infrastructure investment in the town and implement the Harlow Stansted Gateway Transportation Board action plan. 2.5 To agree the best organisational model for delivery of growth and regeneration, including in the first instance work to establish whether a Local Housing Company is an appropriate option for Harlow. To implement the preferred model. 2.6 To promote recognition of the role of Harlow as a sub-regional centre and promote sub-regional working where possible. To support steps to promote and formalise recognition of the sub-region. To support work to improve the image of the town. 2.7 To develop and implement projects and programmes in support of these strategies and plans. 3.0 With partners, to promote the economic development of Harlow, including through strategies and projects to support entrepreneurship, inward investment and business support; and to enable the residents of Harlow benefit from the employment opportunities available. 3.1 To promote a thriving business community in Harlow with a particular focus on projects to develop entrepreneurship, enterprise, business development and social enterprise; and to attract inward investment. To ensure that Harlow Council resources are targeted effectively to complement the roles of other key players including the County Council, EEDA, Harlow Renaissance Limited and Business Link. To support the Head of Service as the enterprise champion for the local strategic partnership. 3.2 To take steps to ensure that residents of Harlow are able to take advantage of job opportunities, in particular by supporting initiatives to improve skills. 3.3 To support the project to make Harlow a university town. 3.4 To lead on implementation of the Sub National Review of Economic Development, and any successor policies, in Harlow. 3.5 As part of the Service Plan, to develop, take action to deliver, and monitor performance measures and targets for economic development. 3.6 To ensure that Harlow benefits economically from the 2012 Olympic Games and legacy activity. 3.7 To support the steering arrangements for the Harlow Enterprise Hub. To be a lead point of contact within the Council for enquiries and activity relating to the Hub. To lead for the council on identification of need for, and development of, any expansion or follow-on space. Page 3
4 4.0 To secure and manage funding to support growth and regeneration activity and infrastructure investment. To manage the Regeneration Unit budget and support the Head of Service in managing the overall Service budget. To ensure that money, procurement and projects are managed in accordance with best practice and relevant financial and EU regulations. 4.1 To secure funding for growth and regeneration activity from a wide range of sources including European Union programmes, central government and its agencies, regional bodies and other funding sources. As far as resources allow, to support other organisations including the voluntary and community sector to attract such funding. 4.2 To ensure that all such monies, and the projects they fund, are well managed and meet funders criteria as well as financial standards and regulations and best practice. To ensure that adequate records are kept and make those available for audit purposes. 4.3 To manage and monitor the Regeneration Unit budget, and make suggestions for actions to correct any forecast variances. To support the Head of Service in preparing suggestions for and implementing budget growth and savings proposals, and in budget management for the service more widely. To ensure that all relevant financial standards and regulations are adhered to. 4.4 To ensure that all procurement takes place in accordance with appropriate Harlow District Council Standing Orders, EU and national legislation, and best practice. 5.0 To secure regeneration of the Town Centre, in the first instance through leadership of council s input into the Town Centre North project 5.1 To lead council input into the Town Centre North project, including in the first instance working with partners, professional advisors and developers to secure planning permission for a retail-led mixed use redevelopment to deliver a step-change in the northern part of the town centre. 5.2 Over the longer term, to lead the development and implementation of other initiatives to regenerate the town centre. 5.3 To work with council colleagues, the Town Centre Partnership and other partners to support activities to ensure the short term wellbeing of the town centre. 6.0 To lead council input into the Priority Estates programme to regenerate Harlow s most deprived estates. 6.1 To establish Priority Estates as a programme with clear scope, roles, responsibilities, and project management arrangements. To make recommendations about the nature and degree of professional support required to deliver the programme. To work with partners to establish a range of options for regenerating the estates, including innovative and creative options if appropriate. 6.2 To lead council input into implementation of the programme in accordance with the roles and responsibilities defined in 6.1 above. 6.3 To ensure that effective community engagement is integrated into the programme, and that plans and actions are responsive to community wishes and priorities in so far as is practicable. To ensure that elected Members are appropriately engaged in the programme. 6.4 To undertake other estate regeneration related activity as agreed with the Head of Service. Page 4
5 7.0 To act as the council s growth areas co-ordinator, leading council input into the Programme of Development Partnership and the delivery of Growth Area Fund projects. 7.1 To act as the Council s growth areas co-ordinator, and lead contact for the Department for Communities and Local Government and other stakeholders on the growth agenda. To ensure that the Council fulfils effectively its role as the accountable body for the London Harlow Stansted Programme of Development Partnership. To ensure that Growth Area Fund projects are delivered effectively, and that project management, procurement and financial processes are followed. To ensure effective community engagement in GAF projects. 7.2 To lead council input into the neighbourhood projects at Clifton Hatch, Old Harlow, Staple Tye and Prentice Place, and related activity. 7.3 To lead council input into the London Harlow Stansted Programme of Development Partnership and the projects funded by the partnership 7.4 To lead on development on of programmes for future rounds of Growth Area Funding. 8.0 To carry out any other duties identified by the Head of Service. 8.1 To work flexibly in support of the Council s Corporate Priorities and the objectives of the Growth and Regeneration Service, undertaking any other tasks and duties identified by the Head of Service. 8.2 To act as part of the emergency planning team in the event of an emergency. 9.0 Statement of Health and Safety 9.1 Harlow Council is committed to the provision of high quality health and safety standards.
