MOZAMBIQUE, QUELIMANE GEOGRAPHIC LOCATION Mozambique & Its cities Area: 801,590 Km 2 Coastline: 2,700 Km Population: 24.3 million 60% live on the coast 7 of 11 major cities are on the coast 54% of the river water comes from other countries Ranks 3 rd among most vulnerable African countries Quelimane city is located in the central region of Mozambique and about 1800km from Maputo, capital of Mozambique

CLIMATE RISK AND VULNERABILITY IMPACTS Inter-tropical Convergence Zone Located in the tropical thermic depressions area of Southern Africa Arid and Semi Arid Zones Rift Valley From the 24.5 Million Inhabitants: 80% depend on subsistence agriculture; 34% is experiencing chronic food insecurity Prone to natural disasters (floods, drought, earthquakes and cyclones) 25% of the population is vulnerable to natural disasters

WHY SHOULD WE BE CONCERNED WITH CLIMATE RISK AND VULNERABILITY Climate change is one of many challenges affecting small, medium and larger cities, like Quelimane; Climate Change is increasing the risks to human health, welfare, and protective ecosystems. Climate change is threatening achievement of the Sustainable Development Goals (SDGs) such as reducing poverty, increasing access to education, improving child health, combating disease, and managing natural resources sustainably.

MAKING OUR URBAN DEVELOPMENT INCLUSIVE AND RESILIENT SCOPING: Extensive consultation process with different stakeholders to: Define the city s resilient vision and development challenges Understand the climate stressors and non-stressors Define the priorities to address climate risks and vulnerabilities Determine what decisions are being made for the city development, their timeframe, and whether they can be influenced by this process.

MAKING OUR URBAN DEVELOPMENT INCLUSIVE AND RESILIENT tools used Tools used: Local Government Self-assessment tools LGSAT to determine the city resilience level Description of scores Average score = Comprehensive achievement has been attained, with the commitment and capacities to sustain efforts at all levels. 4 - Substantial achievement has been attained, but with some recognized deficiencies in commitment, financial resources or operational capacities. 3 - There is some institutional commitment and capacities to achieving disaster risk reduction but progress is not comprehensive or substantial. 2 - Achievements have been made but are incomplete, and while improvements are planned, the commitment and capacities are limited. 1 - Achievements are minor and there are few signs of planning or forward action to improve the situation.

9 4. MAKING OUR URBAN DEVELOPMENT INCLUSIVE AND RESILIENT The community/stakeholders determined the city they want and their vision for the next 10 years ( ) Prosperous city, social and environmental health, with a dynamic and green economy, that is a national model and is environmental friendly

MAKING OUR URBAN DEVELOPMENT INCLUSIVE AND RESILIENT ASSESSMENT: conducts more detailed assessment of the vulnerability, climate stressors and non-stressors; DESIGN: focused on identifying, evaluating, and selecting actions to reduce the impact of climate and non-climate stressors affecting the city; OUTCOME: The process culminated with the definition of 6 strategic objectives and 40 actions to move towards the operationalization of the city vision.
11 4. MAKING OUR URBAN DEVELOPMENT INCLUSIVE AND RESILIENT IMPLEMENTATION (current phase): put the actions selected in the Local Adaptation Plan into practice Strategic objectives 6 Priority activities 40

CLIMATE INCLUSIVE AND RESILIENT DEVELOPMENT- our understanding We learned that the process of climate inclusive and resilient development is about adding considerations of climate variability and climate change to development decisionmaking in order to ensure that city s progress toward development goals now includes consideration of climate impacts.
13 6. IMPORTANCE OF CITIZEN INCLUSION AND PARTICIPATION Ensuring that people, communities, businesses, and other organizations are able to cope with current climate variability as well as adapt to future climate change, preserving development gains, and minimizing damages. It is about adding consideration of climate impacts and opportunities to development decision-making in order to improve development outcomes, rather than implementing development activities in a completely new way. At some point climate risks cannot be completely eliminated, but negative impacts on people and economies can be reduced or managed. Incorporating climate-resilience in development helps to minimize the consequences of climate impacts. Makes people own their development and take responsibility for their city, their lives and their future
14 7. CHALLENGES AND OPPORTUNITIES FOR RESILIENCE Conflicting priorities between a population s basic survival needs and climate change adaptation considerations; Behavior changes to adjust to climate changing climate; Authorities and citizens ownership of the process can enhance the sustainability of the benefits provided by development strategies, programs, and projects as well as bring alternative development approaches to light; Adequate financial resources to implement climate resilient projects.
