7 STP Operational Improvements Seasonal BNR and Side Stream Treatment Sidestream treatment is a biological process which reduces effluent nitrogen by 15 percent and saves on 60% of the oxygen requirement and 100% of the carbon $20.6 MILLION Seasonal BNR reduces nitrogen from 35 mg/l to 20 mg/l during the summer (~4 months) through modifications to existing aeration and final settling tanks with mixers and baffles. $18.9 MILLION

10 SUNRISE HIGHWAY AQUEDUCT SYSTEM THIS SYSTEM CONSISTED OF A SERIES OF SURFACE WATER IMPOUNDMENTS, INFILTRATION GALLERIES, PIPES, CONDUITS AND GROUND WATER WELL FIELDS COLLECTIVELY PUMPING AS MUCH AS 60 MGD FROM NASSAU COUNTY INTO THE CITY OF BROOKLYN BETWEEN 1862 AND 1958 THROUGH A 72 INCH STEEL FORCE MAIN BENEATH SUNRISE HIGHWAY

12 1977 INSPECTION REPORT THE PIPE IS IN ACCEPTABLE CONDITION AND CAN BE USED FOR MANY PRACTICAL PURPOSES SUCH AS WATER SUPPLY, FIRE WATER STORAGE, STREAM FLOW AUGMENTATION, SEWER MAINS OR AS A SLEEVE FOR UTILITY CONDUITS AND OTHER GENERAL PURPOSES THE COUNTY MAY HAVE.

13 2017 INSPECTION AND EVALUATION REDZONE Multi-Sensor Tracked Robotic Platform High Resolution Digital CCTV full pan, tilt, zoom 3D LIDAR for pipe imaging above water line Digital Sonar for pipe imaging and debris mapping under the water surface 7000 foot long tether houses a fiber optic cable which facilitates communication and data transfer

14 MAJOR FINDINGS OF AQUEDUCT INVESTIGATION AND ASSESSMENT 1. TO DATE, 80% OF THE PIPE HAS BEEN INSPECTED REMAINDER TO BE INSPECTED IN THE COMING WEEKS 2. CONDITIONS OBSERVED ARE VIRTUALLY UNCHANGED FROM THE 1977 INSPECTION OBSERVATIONS 3. VERY HIGH DEGREE OF STRUCTURAL STABILITY NO EVIDENCE OF STRUCTURAL RELATED DEFECTS (OVER- DEFLECTION, LOCALIZED BUCKLING, WALL COMPRESSION DEFICIENCIES OR DEFORMATION 4. INHERENT RING STIFFNESS VISUALLY INTACT WITH GOOD PIPE-SOIL INTERACTION 5. CONSERVATIVE ESTIMATES OF LOADS WERE USED IN THE ASSESSMENT (60 PSI OPERATING PRESSURE) 6. CORE SAMPLES AND ASSOCIATED METALLURGICAL ANALYSIS SHOWS THE STEEL IS A GOOD QUALITY CARBON STEEL CONFORMING TO CURRENT DAY ASTM 53 STEEL 7. INTERIOR PIPE DEPOSITS WERE PRIMARILY SIMPLE FERRIC OXIDE STAINED WITH LINING RESIDUE (TAR AND FILLERS) WHICH ARE READILY CLEANED BY CURRENT TECHNOLOGY 8. THE EXISTING 72 STEEL PIPE IS CONSIDERED A VIABLE HOST PIPE FOR REHABILITATION BY RELINING 9. COUNTY ISSUED AN RFP FOR DESIGN OF PIPE DIVERSION ON JUNE 19, 2017 PROPOSALS DUE JULY 21, 2017)

18 CONSOLIDATION EFFORTS: LONG BEACH STP Upgrade to Regulatory Requirements >$173 Million Annual Operational Costs (STP) >$8 Million Conversion to Pump Station $30 Million Annual Operational Costs (PS) <$2 Million Consolidating Long Beach STP with South Shore WRF achieves improvement of Western Bays while reducing costs 18

19 POINT LOOKOUT SEWER COLLECTION PLAN Point Lookout community consists of approximately 1,500 residents 600 households all with on-site septic systems prone to leaks, overflows and failures. Population historically seasonal in nature, has now become inhabited yearround. Exploratory proposal to install vacuum-based collection system with a preliminary cost estimate of $20 Million. Civic Community Group reached out to segments of the population with a simple YES/NO survey about installing sewers...75% of the respondents replied YES. County and Town will continue to explore grant opportunities to advance this project which has obvious environmental benefits to the Western Bays
