Mr. Plato has extensive experience with site assessments, including numerous Phase I Environmental Site Assessments (ESAs) for commercial, industrial and residential properties throughout Arizona. Mr. Plato also has experience overseeing numerous Phase II ESAs, including soil, soil vapor and related sampling. Other areas of Mr. Plato s expertise include: groundwater modeling; analysis of alluvial groundwater basins; hydrogeologic field investigations of alluvial and fractured bedrock aquifers; well installation and testing; database management and geographic information systems (GIS). Project Experience Groundwater Resources Projects Senior Hydrogeologist for the City of Phoenix Northeast Phoenix Reclaimed Water Recharge and Recovery project. This project includes an analysis of recharge and recovery options for reuse of reclaimed wastewater at the City s Cave Creek Water Reclamation Facility. The project includes extensive use of the City s groundwater model (developed for the Groundwater Management Plan, see below) to evaluate the feasibility of various recharge and recovery methodologies for both non-potable and indirect potable reuse of reclaimed water. Numerous groundwater simulations were conducted and analyzed to produce recommendations for development of a recharge and recovery project. Project Manager and Senior Hydrogeologist for groundwater resources management planning and groundwater model development for the City of Phoenix, Arizona. Project includes development of additional groundwater resources for the City as part of a comprehensive Groundwater Management Plan. Study includes detailed well siting, evaluation of existing wells, recharge options, infrastructure development and cost estimation for future design. Project also includes evaluation of new water resource development options, support for the City s Designation of Assured Water Supply with the Arizona Department of Water Resources and water quality evaluation and treatment options. A GIS based

2 groundwater model encompassing the Salt River Valley portion of the Phoenix Active Management Area was constructed, and is supporting ongoing evaluation. An extensive database has been developed to manage well information, hydraulic parameters and complete data presentation. Project is evaluating groundwater resource management scenarios for water planning, including drought conditions, recharge project siting and system operation. Project Manager and Senior Hydrogeologist for groundwater model development for groundwater resources management planning for a large private development in the Big Chino Sub-basin, near Prescott, Arizona. Project included development of a GIS based groundwater model encompassing the Big Chino Sub-basin, drilling, installation and testing of two production wells and preparation of a hydrology study documenting results. Project successfully obtained approval for groundwater development rights for the developer, following an administrative review and appeal process. Project Manager for Hydrologic Study of Star Valley, Arizona area, including the development of a water budget for evaluation of groundwater resources. Project included development of a GIS based evaluation of recharge and groundwater flow in the Star Valley area. Project was presented to the Town of Payson Council in April RI/FS and Groundwater Quality Investigations Groundwater modeler for confidential closed mining site, focused on evaluating sulfate concentrations in groundwater. Purpose of the study is to complete an RI/FS for mitigation of sulfate. Study included sampling and analysis, geophysical surveys, and preparation of an RI report. As part of the RI, the project included construction of a groundwater flow and transport model, including an evaluation of mitigation remedies. The mitigation remedies have been included in the recently completed FS report. An ESRI ArcViewTM GIS database was utilized to evaluate and present data collected in the study area. Client: Confidential. Project Manager for the Topock Groundwater Study, focused on evaluating hexavalent chromium concentrations in groundwater near Topock, Arizona. Purpose of the study is to evaluate the possible threat to Arizona water supply wells from hexavalent chromium contamination on the California side of the Colorado River. Study includes evaluation of groundwater levels and sampling and depth-specific sampling to evaluate hexavalent chromium in groundwater. Project includes modification, sampling and water level monitoring of 38 private and municipal wells, including coordination with private and public well owners, installation of water level sounding tubes and wellhead surveying. An ESRI ArcViewTM GIS database was utilized to evaluate and present data collected in the study area. Client: Arizona Department of Environmental Quality. Project Manager for a Remedial Investigation (RI) and Feasibility Study (FS) of chlorinated solvent contamination in groundwater for the Town of Payson WQARF site. Project involved completion of the RI, including the installation of discrete hydrologic unit monitor wells, aquifer testing, borehole geophysical data interpretation, water quality sampling and evaluation, passive and active soil gas sampling, preparation of the site hydrogeologic conceptual model and groundwater flow modeling, with associated database management and report writing. Project involved installation of early response action (ERA) dual-phase soil vapor/groundwater extraction remediation. The project included extensive use of Geographic Information Systems (GIS) for data management using ArcViewTM and construction of an interconnected database using Microsoft AccessTM for data review and presentation. Project goal was the

3 completion of an RI and FS, including the demonstration of hydraulic capture of groundwater contaminated with chlorinated solvents in a fractured granite aquifer. Completed an approved RI, FS and Proposed Remedial Action Plan (PRAP) for the site in accordance with WQARF guidelines. Project was recently deemed complete, with a final remedy and Record of Decision implemented. Client: Arizona Department of Environmental Quality Senior Hydrogeologist for 20th and Factor WQARF Site in Yuma, Arizona for Arizona Department of Environmental Quality. Project includes preparation of RI and FS as part of ongoing investigation of chlorinated solvent and cyanide plume. Project included an extensive sampling investigation, including soil, soil vapor and groundwater to evaluate cyanide and tetrachloroethene contamination at a former photo processing site. The project is focused on completing remedial investigation and feasibility study for site. Client: Arizona Department of Environmental Quality. Project Manager for Western Avenue WQARF Site in Avondale and Goodyear, Arizona, for Arizona Department of Environmental Quality. Project includes preparation of RI and FS as part of ongoing investigation of chlorinated solvent plume. Project includes compilation of groundwater levels and historic analytical data using Microsoft AccessTM and ArcViewTM GIS software. The project is focused on completing remedial investigation and feasibility study for site. Client: Arizona Department of Environmental Quality. Project Manager for a preliminary groundwater evaluation project for an Arizona Department of Environmental Quality site in Mesa, Arizona. Project included compilation of groundwater levels and historic analytical data using Microsoft AccessTM and ArcViewTM GIS software. The project is focused on identifying location and nature of chlorinated solvent contamination. Client: Arizona Department of Environmental Quality. Recharge Projects Project Manager for the Central Arizona Project (CAP) East Valley Siting Study, which focused on selecting and evaluating a site for a groundwater recharge project in the East Salt River Valley area. The East Valley Siting Study collected land use, land ownership, geologic and hydrologic properties, land subsidence and infrastructural information such as electrical power and proximity to the CAP canal which assisted in selecting a suitable site for open basin groundwater recharge (now called Superstition Mountain Recharge Project). An ESRI ArcViewTM GIS database was used to complete spatial queries to determine the best site locations. The project included site investigation activities for the selected areas, including soils evaluation using trenching, soil borings and percolation testing to evaluate the selected site for construction. Extensive geotechnical testing and logging were utilized to evaluate site recharge characteristics. Client: Central Arizona Project. Data Management and GIS Task Manager for GIS database for Phoenix Sky Harbor International Airport. Duties included maintaining a GIS database of water level and water quality information for Sky Harbor International Airport, using ArcGISTM and Microsoft AccessTM. Project also included oversight of field sampling and preparation of reports. Project duties include oversight of soil vapor and groundwater sampling, vapor monitoring and data management and reporting. Additional duties include quarterly report preparation and maintenance of a water quality and water level database for the site for data review and presentation. Client: City of Phoenix, Arizona

4 Project Manager for development of a site database and ArcViewTM GIS project for the Central Arizona Project Pool 23 and 24 Subsidence Study. The GIS database development is being used to support the evaluation and management of subsidence due to regional groundwater pumping. Data include aquifer properties, water level data, well construction information and registry and water chemistry. Data coverages developed include land use, land ownership, infra structural and physical features. Project includes extensive data analysis using GIS software, and development of groundwater model to evaluate projections. Client: Central Arizona Project Project Manager for development of a site database and ArcViewTM GIS project for the Central Arizona Project East Valley Siting Study. The GIS database development is being used to support the selection and evaluation of a proposed groundwater recharge facility. Data include aquifer properties, water level data, well construction information and registry and water chemistry. Data coverages developed include land use, land ownership, infra structural and physical features. Project includes extensive data analysis using Spatial AnalystTM GIS software, and development of a site scoring matrix to evaluate site selection criteria. Client: Central Arizona Project Project Manager for an environmental program management database for the Gila River Indian Community, using Microsoft Access TM. Project involves construction and management of an environmental sampling oriented database for well and soil boring information, groundwater level data, groundwater analytical samples, soil analytical sampling and geologic, ecologic and other tribal environmental management program sampling data. Client: Gila River Indian Community Auditing and Site Assessments Managed a Phase II site assessment for evaluating former dry cleaner site. The project included drilling and sampling of soils to determine whether site was impacted by dry cleaning solvents. Project was completed on a short turnaround timeframe for property sale. Client: Confidential Conducted a due-diligence site audit for 3 semiconductor manufacturing and testing facilities, including file and records review and site inspection. Project included a review of files and records for compliance issues and fatal flaws in reporting or record keeping. Client: Adaptec Project manager for Phase I/Phase II site assessment for evaluating former dry cleaner site. The project included drilling and sampling of soil vapor to determine whether site was impacted by dry cleaning solvents. Project completed on a short turnaround timeframe for property sale. Client: Confidential Project manager for a Phase I/Phase II site assessment for evaluating a prospective buyer s purchase of a former gasoline service station site. The project included drilling and sampling of soil vapor to determine whether site was impacted by leaks from gasoline delivery system. Project identified a leak in product delivery lines which was cleaned up by seller as a condition of sale. Client: Confidential Project manager for Phase II site assessment for evaluating former dry cleaner site. The project included drilling and sampling of soil to determine whether site was impacted by dry cleaning solvents. Project completed on a short turnaround timeframe for property sale. Client: Well-4-Life, Tempe, Arizona. Supervised a due-diligence site assessment for a 107-acre resort and spa, including evaluation of hazardous substances, petroleum products and asbestos contamination for demolition activities. The site included 30 buildings and storage facilities, and it was known as Elizabeth Arden s Maine Chance Spa. Client: ITT- Sheraton Completed numerous Phase I site assessments for a wide variety of sites, including: commercial, industrial and residential properties throughout Arizona.

5 EIS and Regulatory Compliance Services Project Manager for the Palo Verde Nuclear Generating Station (PVNGS) Aquifer Protection Permit (APP) implementation project, which involves support activities for permit implementation and compliance. Project includes installation of monitor wells, statistical data evaluation, compliance groundwater sampling, evaluation and presentation of geologic and geophysical information and assisting PVNGS in preparing permit modifications. Client: Arizona Public Service, PVNGS Task Manager for preparation of the Wellton Mohawk Generating Facility Environmental Impact Statement (EIS) for the area near Wellton, Arizona. Project includes evaluation and preparation of groundwater hydrology sections of the EIS, including assessment of groundwater flow and transport and water quality evaluation. Client: Dome Valley Energy Partners, LLC. Project Manager for preparation of the annual report documenting groundwater conditions at the Palo Verde Nuclear Generating Station for the requirements of a Groundwater Quality Protection Permit for the site. The project also included development of a 2-dimensional unsaturated groundwater flow model using VS2DT software. Study evaluated recharge potential and impacts with regard to groundwater permits. Client: Arizona Public Service Company Task Manager for preparation of the Sundance Energy Project Environmental Impact Statement (EIS) for the area near Coolidge, Arizona. Project includes evaluation and preparation of groundwater hydrology sections of the EIS, including assessment of groundwater flow and transport and water quality evaluation. Project also involved water demand assessment for life of project, and water rights assessment. Client: Sundance Energy Project Senior Hydrogeologist for the City of Phoenix Northeast Phoenix Reclaimed Water Recharge and Recovery project.
