The original Bid Documents and any previously issued addenda remain in full force and effect, except as modified by this Addendum, which is hereby made part of the Bid Documents. Vendors will take this Addendum into consideration when preparing and submitting a bid, and shall acknowledge receipt of this Addendum in the space provided in the Bid Documents. BID SUBMITTAL DEADLINE The bid submittal deadline has been changed to Thursday, March 9, 2017 at 2:15 PM. 1.0 ATTACHMENTS Item Description 1.1 Attached is Soil Analysis Report dated 7/27/ Attached is the Infiltration Study dated 12/2/ QUESTIONS AND ANSWERS The following questions and answers are provided as a matter of information to clarify issues raised about the Bid Documents. Item Questions and Answers Q. Would you please provide the sources you used for the quart containers for developing the design? Also, what is the proposed construction schedule? A. More detailed information from the Engineer-CWP is forthcoming. The proposed construction schedule is 90 days after Notice to Proceed. Q. We request soil boring information to ensure suitable soils are present. A. See attached soil information. Q. There is riprap near the arch concrete pipe (outfall) that is not shown on the existing conditions plan. Should that riprap also be removed? A. The riprap did not show up in Engineer s survey. The riprap will likely need to be removed in order to grade according to plans. It does not need to be replaced. Q. Please provide all permits for this project. Has MDE been on site? A. We do not have any permit information. The belief is it only had the SCD ESC permit. MDE will be contacted by the contractor prior to starting any work as part of the preconstruction meeting. Q. At the public safety complex the plans call for class O rip rap but also call for imbricated rock where does the imbricated rock go? A. The imbricated rock placement is shown on Cross-Section F-F on Plan Sheet 4 of 6. Q. The project specs compaction requirements will testing be required, and if so who provides it; contractor or County? A. Testing is required and is to be provided by the selected contractor.

2 Q. Is the clay fill expected to be harvested from cuts on-site, or do we need to find a source for import? A. It may be possible to harvest clay from cuts on-site. The clay specified has a Unified Soil Classification of CL, CH, or SC. If that type of clay is found on-site, then it can be used. Otherwise it will need to be imported. Q. Are there any requirements for the contractor on the Wicomico County Solid Waste Facility such as E&S control or grading/stabilization of fills disposed there? A. There are no requirements. Q. On page 4 of 6, cross section f-f, is the berm to be controlled fill or imbricated stone? There are arrows which indicated each (one says controlled fill and one says imbricated berm). A. The detail shows the berm to be built with controlled fill. The imbricated stone is placed on top of controlled fill. END OF ADDENDUM 2

(HCEA) has performed an Infiltration Study per the scope of work outlined in Hillis-Carnes Proposal Number P150254SAL dated September 14, 2015 authorized on October 5, Areas investigated included the following: 1) an existing stormwater basin north of the existing police barracks building and east of the existing detention center building off Naylor Mill Road; and 2) an area north of an existing stormwater pond which exists south of student parking for Wor Wic Community College. The following text describes the activities conducted and the results obtained. Hillis-Carnes advanced three hand augers at area 1 and three hand augers at area 2. The hand augers are designed HA-1, HA-2 and HA-3 and are illustrated on the attached hand auger location sketches. At each hand auger locations soils were classified in accordance with Unified Soils Classification Systems (USCS) and United States Department of Agriculture (USDA) nomenclature. Records of soils exploration are attached describing soil layers encountered at each hand auger location. Infiltration testing was conducted at two locations at area 1 and two locations at area 2 which are also illustrated on the attached hand auger location sketches. Infiltration testing was conducted by setting 5-inch diameter PVC pipes at depths noted in Table 1. Each infiltration test included measuring head elevation change at one hour intervals. Infiltration rate of change as well as coefficient of hydraulic conductivity are presented for each test in Table 1. Soils encountered at area 1 included USDA soil types LOAMY SAND, SILT LOAM, SAND, SANDY CLAY, SANDY LOAM, SANDY CLAY LOAM, and CLAY. Soils encountered at area 2 included USDA soil types SANDY LOAM, LOAM, CLAY, SANDY CLAY, SILT LOAM, SILTY CLAY LOAM, and SANDY CLAY LOAM.
