1 SOUTHWEST WATER AUTHORITY Our Vision: People and Business Succeeding with Quality Water Our Mission: Quality Water for Southwest North Dakota REQUESTS FOR PROPOSALS SOUTHWEST WATER AUTHORITY 2014 WATER TREATMENT CHEMICALS Notice is hereby given that sealed Proposals for Water Treatment Chemicals for 2014 will be received up until 1:30 p.m. local time on the 7th day of February, 2014, at the office of Southwest Water Authority, 4665 Second Street Southwest, Dickinson, ND 58601, at which time Proposals will be opened and read publically for furnishing the following water treatment chemicals: Dickinson Water Treatment Plant 811 West Broadway Dickinson, ND Ammonium Sulfate, Carbon Dioxide, Chlorine, Fluorosilicic Acid, Lime, Tetrapotassium Pyrophosphate, Sodium Permanganate, Aluminum Sulfate, Polymer Blend. OMND (Oliver, Mercer, and North Dunn) Water Treatment Plant 101 County Rd 13 Zap, ND Chlorine, Sodium Bisulfite, Caustic Soda, Fluorosilicic Acid, Ammonium Sulfate, Sodium Hypochlorite, Hydrochloric Acid. Coagulant/Polymer Blend and Polymer The low Offeror will have a 30-day trial on the chemical they propose, after the conclusion of chemical trial period the water treatment plant manager will make a decision based on chemical dosage, cost, and treatment results to honor or refuse the Proposal. Should the Proposal be refused the manager will go to the next lowest Proposal for a trial period of 30 days and so on. All Proposals must be submitted on forms furnished by the Southwest Water Authority and in accordance with the specifications. Proposal envelopes must be sealed and plainly marked with the words Request for Proposals for 2014 Water Treatment Chemicals. All Offerors are invited to be present at the opening of Proposals. The right is reserved to hold all Proposals for a period of thirty (30) days, to reject any and all Proposals, to waive any irregularities, or to accept the Proposal deemed to be in the best interest of the Southwest Water Authority. 2 SPECIFICATIONS FOR 2014 WATER TREATMENT CHEMICALS SOUTHWEST WATER AUTHORITY 1.0 GENERAL SPECIFICATIONS A. Each chemical Proposal shall be accompanied by: ANSI/NSF Standard 60 certification MSDS/GHS sheets Most recent typical product analysis data sheet B. All bagged items shall be marked as meeting the appropriate ANSI/NSF Standard 60. C. Estimated annual quantities are estimates only. Actual quantities may be more or less than the estimated quantities. D. Proposals shall be effective through April 1, E. All quantities are on an as-needed basis as determined by the Southwest Water Authority. Chemicals shall be ordered as needed by the Water Treatment Plant Manager, or their representative. F. All Proposals shall be F.O.B. to the locations listed in the chemical specifications. G. Southwest Water Authority reserves the right to terminate the agreement subject to a 30-day written notice. H. Payment shall be made based on the actual quantities of chemicals delivered and accepted. Invoices for chemicals delivered must be received no later than the Friday before the last Monday of the month to be approved for payment by the SWA Board of Directors, generally the first Monday of the following month. Performance expectations are as follows: Maintain turbidity of 1.5 NTU at the main effluent launder of the solids contact basin. Limit individual filter turbidity spikes to 0.20 NTU on each backwashed filter after it is placed back into service. Maintain finished water turbidity of 0.10 NTU at all times.
