Global demand of refrigerators and Problems of Global performance standards 2008~2009 by world economic crisis, the demand decreased but Asia ratio became the largest Global demand of refrigerator ( M unit ) Demand Output Demand and output, area ratio ( 2007 ) NA EU JP CN Asia, others 14% 5% 31% % NA EU JP CN Asia, others 10% % 20% 40% 60% 80% 100% The refrigerator energy efficiency has not been harmonized in the world. Direct cool type is IEC62552 harmonized, but there are many countries no using the latest standard Forced cool type, there is no harmonized test method and each country use its own standard Only Japan use the standard which reflect actual usage It is not possible to evaluate the refrigerator energy saving performance and technology Many energy labels for energy saving performance EU China US Japan Australia Korea India 2
4 Problem in developing economies on refrigerator performance international standard Refrigerator performance international standard does not take products in the developing economies into account Standard has been developed in Europe Not taken into account different culture, climate, etc Products produced in developing economies do not conform to the latest international standards IEC activities are not active in developing economies Participants in IEC meeting from developing economies are not enough Without proposal from developing economies, Europe will keep the present status Need more participants to be balanced with Europe 2. 11 IEC SMB SG1 Recommendations TC 59 and its SCs to develop International standard for test procedure on define define energy efficiency - shall take into account realistic simulation of the actual use harmonized international system of energy consumption classes including labeling scheme SMB : Standardization Management Board 6. Proposed IEC amendment on energy consumption test method Concept of proposed method The method is to make only once door open, and put the water load in so that the frost accumulation to the evaporator has been created The present test method of stable and defrost has been unchanged, but the test of load input has been added. By this method any kind of refrigerators in the world can be evaluated 10

Future problems and proposal Try to make refrigerator performance international standard amendment to be fair and correct To evaluate forced convention type refrigerator correctly Take into account actual use for energy consumption test method Consider the amendment taken into account different conditions, such as climate, actual usage, etc More participants into IEC activity from developing economies Increase the chance of participants from developing economies Improve the ability to make proposal to solve problems More participants to be balanced with Europe 8. ERIA Project on Refrigerator In a summary, & proposed what would Policy emerge Recommendation from the Project are: Participants will develop their certification scheme; - test laboratories testing capability up, - national committees discussion capability up on latest standards, - regulators implementation capability up of the high level standards By adaptation of the standards which reflect actual usage, the countries participated can contribute to the reduction of CO2 By extension to the product safety, the un-safe products will be wiped out from the markets 14
16 Expected Policy Recommendation Each economy shall recognize that the introduction of energy labeling scheme in the wide range of the electrical appliances would contribute to the reduction of CO2 Review of current refrigerator energy standard and labeling scheme shall be conducted in each economy to confirm that they reflect actual energy consumption at home Each economy shall recognize that the all the IEC standards have been developing rapidly and it is recommendable to use the latest standards to avoid the technical barriers in trade Review of current participating situation in IEC activities shall be conducted in each economy to confirm that if any inconvenience might happen to the existing electrical appliances by the recent development of the standards. Each economy shall join the IEC activities of household appliance performance standards in order to reflect the economy s common features, technologies and usages After each economy become capable to conduct household appliance performance testing independently, try to establish the common household appliance energy labeling in the future The progress of the IEC standardization on household refrigerating appliances Thank you Hiroshi Sasaki Jun Nakamura JEMA 15
