1 Job Announcement Fire Chief City of Hailey, Idaho Post Date: July 5, 2013 Job Classification: Annual Salary Range: FLSA Exempt Fire Chief $60,000 $75,000 depending on qualifications Job Summary: The City of Hailey Fire Chief serves as the department head for the Fire Department under the general administrative direction of the City Administrator. The incumbent is responsible for providing leadership and direction to all Fire Department operations/services within the City by establishing goals and objectives within the policy directives set by the Mayor and City Council and assisting subordinate managers in developing and implementing procedures to accomplish departmental goals and objectives. Scope of Responsibility: The Fire Chief is responsible directly and through subordinate supervisors for the performance of department personnel, which consists of approximately 25 paid-per-call personnel and 4 full-time staff (including the Chief s position), and for management of the department operating budget of approximately $450,000, the operation of 1 fire station, and 8 emergency response vehicles. Essential Duties and Responsibilities: 1 Establishes and manages the goals and objectives for the department to ensure compliance with City policy directives and all applicable local, state or federal laws, rules and regulations. Also provides guidance to squad leaders and full time personnel in the development and implementation of operating policies and procedures to accomplish department goals and objectives. 1.1 Working closely with the City Administrator, gathers Mayor and City Council and community input to guide the development of goals and objectives; 1.2 Maintains active engagement in state, regional and national policy development and best practice enhancement activities; 1.3 Plans, coordinates, and evaluates the department s activities, programs, and services to ensure its effective and efficient operation and quality service to the community; 1.4 Serves as a liaison to civic and special interest groups, local service organizations and other fire protection agencies to coordinate activities and to arrange the use of City services and/or resources;
2 1.5 Maintains a high level of awareness, directly and through delegation of responsibility to subordinates, of legal and compliance issues and trends at all levels of government that may impact department operations directly or indirectly; 1.6 Prepares comprehensive reports and correspondence relating to departmental activities, direction, accomplishments, etc. in order to inform the city s governing body and to comply with inter-jurisdictional reporting requirements; Represents the department at City Council meetings to present the department's plans, accomplishments and to discuss the development and implementation of programs, policies, etc.; 1.7 Maintains positive community and employee relations for the department and the City including exchanging information; receiving and responding to concerns and issues and determining appropriate resolutions; 1.8 Serves as the principal spokesperson for the department in critical situations, in public settings or when communicating with the public media; 1.9 Plans and carries out communications at a level that can impact the morale and performance of a major work unit; 1.10 Serves a principal role in guiding or executing communications and establishing working relationships that affect the overall city work environment. 2 Manages the department budget. 2.1 Using independent judgment develops and directs others in development of department operating budgets for the next cycle and capital budgets for longer-term cycles, including the incorporation of individual division budgets; 2.2 Analyzes past expenditures, expected needs, future cost projections and sources of funding in order to develop detailed budgets; 2.3 Reviews year-to-date spending reports and monitors performance against plan during the entire budget cycle, making or recommending adjustments as necessary to achieve a desired balance at the end of the cycle; 2.4 Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job; 2.5 Works to ensure the most cost effective alternatives are identified when planning expenditures; 2.6 Prepares requests for annual funding and presents requests to decision makers for approval;
3 2.7 Works closely with finance department staff to identify sources of funds for capital improvement projects; 2.8 Seeks grant funds for department purposes and works with finance department staff to account for grant fund uses. 3 Using independent judgment provides overall supervision and leadership to all Fire Department personnel directly or through subordinate supervisors. 3.1 Makes decisions on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control; 3.2 Sets goals and objectives for others to work towards and monitors performance; 3.3 Leads unit management in creating and maintaining a positive work environment and fostering effective performance of staff; 3.4 Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for assigned employees; 3.5 Encourages employee growth and development by providing or encouraging learning opportunities; 3.6 Ensures departmental and individual compliance with statutes, rules and regulations, including but not limited to City policy, FLSA, ADA, EEOC, Drug and Alcohol Testing, COBRA, FMLA and HIPAA Ensures that all department staff know and follow department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; Ensures all in the department wear proper protective equipment when policy requires or conditions indicate a need exists and utilize proper body mechanics and ergonomics while performing work; When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the City Administrator or safety representative in a timely manner. 4 Performs other duties and projects as assigned.
4 Minimum Qualifications: The job requires extensive experience in fire service operations, fire service administration, public administration or a related field with ten or more years of progressively responsible fire service experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. The successful applicant will have a well-rounded combination of experience in suppression, prevention, emergency medical services, and instructional experience. Graduate of Executive Fire Officer (EFO) Program desirable. A valid Idaho driver s license is required within 30 days of hire. Knowledge, skills and ability include: Strong background in Fire and/or EMS education and training as an instructor; Current certification or the ability to obtain Idaho State EMT-2011 license; NIMS ICS 300 & 400; Strong working knowledge of general management principles; Strong working knowledge of the fiscal requirements of local government, including budgeting, purchasing, capital planning, and policy formulation; Strong knowledge of strategic planning and goal setting; Knowledge of principles, theories and concepts of current firefighting methods and ability to apply this knowledge to varied fire control and prevention problems; Knowledge of local, state and federal laws, regulations and codes and national standards relating to fire protection activities; Knowledge of human resource management practices such as training, discipline, delegation, etc.; Strong skills in leadership and management to coordinate diverse activities of individuals towards the achievement of common goals; Skill in analyzing complex information and solving complex problems involving large amounts of information; Highly skilled in public relations methods and in persuasive communications and interpersonal skill in interacting with City Council, other municipal and regional officials, coworkers, staff and the general public; Ability to select competent personnel and to train them to perform their duties in an effective and efficient manner;
5 Ability to supervise personnel in a manner conducive to efficient performance and high morale; Ability to communicate effectively in both verbal and written forms, and have strong public relations skills; Ability to establish and maintain effective working relationships with others; Qualified Hazardous Materials Technician within 2 years from date of hire; Idaho State Certified Fire & EMS Instructor within 2 years from date of hire; NWCG Wildfire Squad or Crew Boss Qualification within 3 years from date of hire. Special Requirements Ability to learn, retain and apply technical information, terminology, equipment and guidelines; ability to conduct research and develop presentations on complex topics; mental alertness and comprehension involved in carrying out essential duties; physical stamina and strength to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb and lift moderate weight, and successfully complete an arduous pack test rating on an annual basis; ability to remain calm and cooperative in difficult or emergency situations. This position will require periodic nationwide travel for periods that can exceed more than two weeks at a time, possibly at an incident management team (IMT) base camp. Physical Demands & Working Conditions: Most work is performed in a normal office environment. Work is generally light with considerable variety. Occasional driving is required to attend meetings. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. At times there may be a requirement to actively participate in field activities, such as major events, natural or man-made disasters or events with a high public profile. At these times there may be intermittent exposure to very disagreeable working conditions. Activities include standing, walking, lifting, grasping, feeling, talking, hearing/listening, seeing/observing. Medium Work: Physical demands are normally those associated with light work: Exerting up to 45 pounds of force occasionally and/or a variable amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. 6 Department Overview: Hailey Fire Department is recognized by local businesses and residents as a progressive, well trained and customer-centered fire rescue organization, which places a high premium on quality service. The Hailey Fire Department is a combination fire department with a full-time administrative staff of 4, and approximately 25 Paid-per-call volunteer members who are dedicated to providing the highest level of service delivery possible. Our workforce culture reflects a respectful team atmosphere that is nurtured by fair practices, open communication processes and up-to-date procedures that guide the decisions of our personnel. Our mission will be accomplished by an increasingly diverse work force, well trained in a multitude of specialized skills, and empowered with a high level of involvement in our success. Hailey Fire Department s equipment consists of 5 pieces of firefighting apparatus, 3 staff vehicles, and 1 fire station. Hailey Fire Department responds to approximately 450 emergency calls per year with approximately 65% of our calls being responses for emergency medical calls, and the remaining 35% responding to fire and rescue type calls. Our administrative office is located at 617 Third Ave, South and is staffed by fully trained fire and rescue personnel Monday through Fridays. After-hours response is provided by our paid-per-call members. The department also responds to other types of incidents through specialized teams which include a Technical Rescue Team, Hazardous Materials Team, Swiftwater Rescue Team, and Aircraft Fire and Rescue Teams. City Information: Hailey and the surrounding Wood River Valley provide an exceptional environment for work and play. Mild summers and numerous winter sports activities provide a significant amount of recreational opportunities year round. Located only 11 miles from the world famous Ketchum and Sun Valley ski areas, Hailey serve as the bedroom and service community for these areas. Other local attractions include the Sawtooth National Recreation area, Silver Creek preserve, which is known for its gold medal trout fishing, and hundreds of acres of BLM and US Forest Service lands which provide excellent hunting and recreational opportunities. Hailey is home of the Friedman Memorial Airport, which is the second busiest airport in the state, and provides easy access to adjacent airport hubs. Add to these amenities quality schools, top-notch health care, and outstanding arts and recreational facilities, and it is easy to see why Blaine County is so attractive to new residents and visitors alike.
