2 What is a national M&E system for the response to HIV? UNAIDS, the three ones principle: to provide effective response to HIV, needs 1 strategic plan, 1 national authority and 1 system of monitoring and evaluation UNAIDS, 2008 M & E systems: includes structures, partnerships, plans, data sources, as well as the activities of collecting, monitoring, dissemination and use of data. What it is? -Provides key information to plan, evaluate, make decisions, accountability to key groups and financial sources.

Organizational Structures Objective: To establish and maintain a network of organizations responsible for M & E in HIV at national, sub-national and the provision of services Description: A national unit of M & E attached to the national AIDS Commission or equivalent, with the mandate and the authority to coordinate the activities of M & E and request information from the relevant units. Focal points of M & E at national, sub-national and health providers levels in the various sectors of the HIV response. Written rules, procedures and roles exist.

Development of human resources for m & e in HIV Objective: To ensure the availability of human resources trained to perform the tasks of the annual plan of work on m & e in all levels of the system. Description: Development plan for human resources for m & e Annual work plan in HR for m & e Skills defined at the national, sub-national levels and the provision of services; Curriculum harmonized development of monitoring, training and mentoring skills

Alliances to plan, coordinate and manage the system of m & e in HIV Objective: Develop partnerships with national and international actors involved in the planning and management of the national system of m & e in HIV Description: Technical national working group on m & e Alliances between NAC or its equivalent and the key players in joint planning of M&E activities with national and international actors

Multisectoral plan of m & e in HIV Objective: Develop and periodically update a plan that describes the needs of information, standardized national indicators, procedures and tools for data collection, roles and responsibilities for the implementation of the national m & e system. Descriptors: M & e plan linked to the Strategic Plan National assessment of status of implementation of the 12 components of national m & e system, sub-national and local framework of indicators, workflows and responsibility
12 5. Annual and funded M&E work plan Objective: Planning and scheduling activities, responsible for, costs and funding identified for annual m & e functions. Description: M & e activities of all stakeholders in the response Joint m & e Plan framework of coordination between actors for shared m & e functions identifies resources, costs and financing of actions allows; you to monitor the progress in the implementation of the 12 component system
13 6. Advocacy, communication and culture of m & e in HIV Objective: Ensure the knowledge and commitment to m & e by policy makers, managers and staff of programs and other key actors. Descriptors: M & e component in the national communication strategy The NSP includes a section relating to the m & e Plan and its implemented M & E informational materials available for diverse audiences

Routine HIV Programmatic monitoring Objective: Produce quality and timely data from routine programme monitoring Description: National HIV database well defined and managed to collect, verify and analyze information about monitoring programmes of all levels and sectors. Routine procedures of data transfer from all levels towards national level collection, defined standardized procedures for data reporting and transfer; Tools and equipment essential for the management of data information on inputs, activities and products

Surveys and vigilance Objective: To produce timely and high-quality surveys and epidemiological surveillance data Description: Inventory of produced surveys, databases, and results Agenda of data collection surveys and surveillance protocols based on biological monitoring system international standards functional behavioral surveillance system
18 Surveys that would be desirable to have: Knowledge and attitudes of the population Survey in schools about education on HIV and knowledge of students Surveys in places working on policies and HIV services Surveys of quality of services delivered in health facilities Surveys on the availability of AIDS impact mitigation, condoms

Databases on HIV at national and sub-national levels Objective: Develop national and subnational HIV databases that have relevant information for policy formulation and management and for the improvement of programs Description Databases designed to respond to the information needs for decision-making at various levels of the system; Links between databases to ensure consistency and avoid duplication of efforts; Well defined and managed national database
20 Suggested database components Organizations involved in the response to HIV Standardized national indicators Information from various data sources: surveys and surveillance, routine programmatic data by institution, data on available information from various data sources: Inventory of research and researchers on HIV information from HR on HIV incidence and activities of communication in HIV inventory of documents of UNAIDS website for access to data

Supervision and Data Auditing Objective: Regularly monitor the quality of the data and address any obstacle for the generation of high quality data, i.e., valid, reliable, timely and sufficient.descriptores: Guidelines for supervision of routine data; Routine monitoring visits, with data and feedback to staff Assessment audits of quality of data periodically monitoring reports and audit data

HIV Evaluation and Research Objective: To identify key questions for research and evaluation, coordinate studies to respond to identified needs and promote the use of the results of the evaluation and researchdescriptores: Inventory of ongoing studies, Inventory of current capacity for research and evaluation, National Research Agenda, Assessment procedures, ethical guidelines standards and methods for research National Conference to disseminate results, evidence of the use of the information (for example in plans)
