Job Purpose and Organizational Context This is a senior level position that will lead and advice on the Livelihoods portfolio with UNDP. Given that all of this work is positioned within the LHSP programme the incumbent will report to the CTA of the LHSP programme. This area of work is seen as major growth area within the UNDP Lebanon portfolio given the need and the strong donor interest. UNDP is well positioned to capitalize on this situation but a seasoned and experience individual is required in order to provide the necessary leadership. The main responsibilities are as follows 1. Acts as the UNDP representative and focal point on all issues associated with Livelihoods & Economic Development 2. In close coordination with the LHSP CTA, acting as the UNDP focal point on the upcoming Joint ILO/UNDP project which is about to start and that will include a significant component on asset development through labour intensive works 3. Take the lead in scaling up the existing interventions that are working with SME Support and Start Ups and Employability of women and young people 4. Representing UNDP in the Livelihoods sector working group 5. Build and establish meaningful partnerships with other actors working in the livelihoods sector Given that all of this work is positioned within the LHSP programme the incumbent will report to the CTA of the LHSP programme. There is an existing small team working on livelihoods who will report to the Livelihoods Specialist. In addition the Specialist will work in close coordination with the field teams of LHSP and the Area Managers based in each one of the regional offices III. Duties and Responsibilities 1. Acts as the UNDP representative and focal point on all issues associated with Livelihoods & Economic Development: Manage the existing staff currently working on the Livelihoods aspect of LHSP. Support the Country Office in resource mobilization for the Livelihood aspects of the programme, including the preparation of briefing materials and participating in donor meetings. Act as the key focal point on all issues associated with Livelihoods. In coordination, with the CO Chief Economist, proposing and advising on relevant research that will supplement the work that UNDP Lebanon does in the Livelihoods/Economic Development sphere. Liaise and communicate with the Government counterpart from the Ministry of Social Affairs on all issues associated with implementation of the Livelihoods interventions. Advise the Country Director and other senior staff on all issues associated with Livelihoods. 1

In close coordination with the LHSP CTA, acting as the UNDP focal point on the upcoming Joint ILO/UNDP project which is about to start and that will include a significant component on asset development through labour intensive works. This initiative will be implemented under the umbrella of the LHSP: Act as the key focal point managing the UNDP dimension of the intervention. Liaise and work closely with the project CTA. Take the lead in follow up and verification and ensure that the intervention is going to plan. 3. Take the lead in scaling up the existing interventions that are working with SME Support and Start Ups and Employability of women and young people: Advise and support programme design and development processes in line with the LCRP. Make presentations to Donors, Senior staff and other key actors as and when necessary Develop and design project documents based on previous programming Develop and design project documents in new areas based on need, evidence and research. Follow up on the conclusions and findings, of the recent evaluation of the LHSP programme, with regards the Livelihoods aspects 4. Representing UNDP in the Livelihoods sector working group : Play an oversight role from a Coordination perspective. Attend the Livelihood sector meetings and represent UNDP at them 5. Build and establish meaningful partnerships with other actors working in the livelihoods sector. Develop a good understanding and knowledge of what other actors are doing in the sphere of livelihoods and local economic development. Understand the responsibilities of the different Line Ministries with regards to Livelihoods and make key partnerships accordingly. Contribute to the development of partnership with other UN Agencies, particularly ILO and WFP. IV. Recruitment Qualifications Education: Master Degree in Economics, Business Development, Rural Development, Planning, Agriculture, or other fields directly related to livelihoods and Economic Development with proven background in research work as well. Experience: At least 7 years field experience, a significant part of which would be from countries in special development situations; Extensive experience at the national or international level in providing policy advisory services on Livelihoods/Economic Development programming; 4

5 Extensive experience of designing and mobilizing resources in the Livelihoods/Economic Development sphere. Knowledge and practical experience of implementing recovery initiatives in crisis contexts, with international/un agencies or government institutions. Hands-on experience in the establishment of monitoring frameworks for Livelihoods/Economic Development Programmes; Experience in the usage of computers and office software packages, experience in handling of web based management systems (Atlas); Knowledge and experience from protracted crises is desirable. Knowledge and experience of having worked in the Middle East is desirable. Language Requirements: Other: Fluency in English. Knowledge of Arabic and French would be an asset. None 5
