T he Caribbean Centre for Development Administration (CARICAD) in collaboration with the United Nations Department of Economic and Social Affairs (UNDESA) will provide support for Caribbean Parliaments in developing comprehensive strategic plans for the effecti ve use of I nf orma ti on Communication Technology (ICT) in Parliament. This Project: Support to ICT Strategic Planning in the Caribbean Parliaments is being funded by the European Commission through the ACP-Information and Communication Technologies Programme. The establishment of a community of practice of ICT strategic planners in parliamentary administrations One of the main activities of the Project is a regional capacity-building Workshop on ICT Strategic Planning to be held in Barbados during September 27-29, This Workshop is expected to bring together approximately 50 participants. It will aim to raise awareness among key decision makers and senior staff of Caribbean parliaments regarding the potential of ICT in parliament and the ICT S t r a t e g i c P l a n n i n g P r o c e s s. CARICAD to Participate in Knowledge Management Workshop in Shanghai, China 8 The expected outcomes of the Project are: A clear and concise Vision Statement on ICT in parliament developed and owned by each parliament A comprehensive ICT Strategic Plan developed and owned by each parliament A well formulated development programme for ICT in Parliament for each parliament More specific objectives of the Workshop are to: Expose the participants to the developments of ICT in parliament by providing case studies and examples of the benefits of the application of ICT in legislative management, document and information management, parli am entary research and knowledge management, and citizen engagement; Continued on page 2
2 P A G E 2 Policy Development Validation Workshop in Grenada CARICAD continues to emphasise the importance of member states developing and maintaining a policy environment which embraces the commitments given to regional integration such as the CSME and the OECS Economic Union. C ARICAD continues to emphasise the importance of member states developing and maintaining a policy environment which embraces the commitments given to regional integration such as the CSME and the OECS Economic Union. To that end, CARICAD has lead a series of Policy Reviews in selected member states to consolidate recommendations for improving the policy development process. Each of the reviews has included a Validation Workshop in which local officials are given an opportunity to review the recommendations developed by the CARICAD team. Support to ICT Strategic Planning in Caribbean Parliaments continued from page 1 Provide an overview of roadmaps for implementation and the critical success factors in terms of capacity, technology, organizational support and resources to better understand the complexity and risks of undertaking ICT implementation in parliament; In addition, during the Workshop, one-on-one meetings will take place between experts of the Global Centre for ICT in Parliament, CARICAD and representatives of national parliaments. It is intended to generate early assessments, which will provide an overview of the strengths and weaknesses of the parliaments in terms of technological advancement and ICT readiness. These assessments will help prepare for the technical assistance missions that will be carried out in each of the Caribbean parliaments after the Workshop.
3 CARICAD Completes Strategic Planning Training Programme in Barbados P A G E 3 CARICAD staff with staff from the Office of Public Sector Reform in Barbados O n July 8, 2010 CARICAD completed a Strategic Planning Training Programme for the Office of Public Sector Reform (OPSR) in the Ministry of the Civil Service in Barbados. The Training Programme was intended to develop a cadre of public officers within the OPSR by strengthening their knowledge and expertise in Strategic Planning. Additionally, the eleven participants were provided with information to assist them in facilitating Strategic Planning in the wider Barbados public service. The Training Programme included sessions on: Development of Mission, Vision and Value Statements Identification of Key Result Areas Stakeholder and SWOT Analyses Development of strategic goals, objectives and performance indicators Monitoring and evaluating the implementation of a strategic plan Key concepts of adult learning Facilitation techniques and practices Mr. Richard Madavo was the lead facilitator. He was supported by the CARICAD team especially, Mr. Oliver Joseph, Mr. Franklyn Michael, Ms. Angela Skeete and Mrs. Rosemund Warrington. The Training Programme was intended to develop a cadre of public officers within the OPSR by strengthening their knowledge and expertise in Strategic Planning.

6 P A G E 6 The aim of the overall Project was to ensure the alignment of the Government of Dominica s socioeconomic priorities with optimal human resources management. Human Resource Audit and Planning Project in Dominica I n November 2009, CARICAD was selected to implement a Human Resource Audit and Planning Project in the Commonwealth of Dominica. The aim of the overall Project was to ensure the alignment of the Government of Dominica s socio-economic priorities with optimal human resources management. The Project focused on three main areas: 1. Human Resource Audit 2. Development of a Human Resource Plan 3. Development of Succession Plans for Ministries and Departments CARICAD was able to complete the project by the revised deadline and submit reports and development instruments for each of the main areas. The Human Resource Audit included a Gap Analysis with worksheets for 17 ministries/ departments. It also included a review of government s Vision, corporate plans, job descriptions and organizational charts. It examined the qualifications and competencies of staff and reviewed the Human Resource Information System. Additionally, It provided recommendations for future action. The Human Resource Plan included a workforce analysis and an assessment of training needs. The Succession Plan included a Succession Planning Strategy which was endorsed by The Committee of Permanent Secretaries. A workshop was also conducted regarding the Implementation of the Succession Plan Tool Kit. There was continuous dialogue with stakeholder throughout the life of the Project. 7 Strategic Planning-Ministry of Housing and Lands, Barbados P A G E 7 C ARICAD, in collaboration with the Office of Public Sector Reform (OPSR), is assisting to facilitate the preparation of a Strategic Plan for the Ministry of Housing and Lands in Barbados. The CARICAD team has already met with officials from the OPSR and the Ministry to agree on a roadmap which will serve to guide the process of developing this Strategic Plan. Additionally, the first working session was held on August 10, 2010, in which key concepts were clarified and the way forward was confirmed. Over the course of the next two months, CARICAD will work with representatives from the Ministry and the OPSR to: Develop Mission, Vision and Value Statements Identify Key Result and Priority Areas Conduct stakeholder and SWOT Analyses Develop strategic goals, objectives and performance indicators CARICAD s collaborative effort with the OPSR and the Ministry of Housing and Lands highlights the institution's commitment to promote Strategic Planning as an important component of a results-based approach to service delivery. 8 CARICAD Participates in Meeting of the Latin America and the Caribbean Monitoring and Evaluation Network C ARICAD s Executive Director, Ms. Jennifer Astaphan and Monitoring & Evaluation Specialist, Ms. Angela Skeete represented the institution at the Meeting of the Latin America and the Caribbean Monitoring and Evaluation Network. This meeting was held in Mexico City, on August 25-27, It was organized by the World Bank a n d t h e I n t e r - A m e r i c a n Development Bank, in collaboration with the Mexican National Evaluation Agency (CONEVAL). The CARICAD to Participate in Knowledge Management Workshop in Shanghai, China C ARICAD has been invited to participate in a workshop entitled Harnessing Knowledge Management through Web 2.0 Tools in the Era of Government 2.0. The workshop will be held from September 25 to 27, 2010 in Shanghai, People s Republic of China. main topic of the conference was Using M&E Results in the Public Policy Cycle. The principal objective of the Conference was to determine the balance between technical and political aspects in M&E practices in Latin America.
