DUTIES Serves as the Manager, Capital Investment of the Metropolitan Washington Airports Authority (Airports Authority). Manages the evaluation of proposed capital investments in context of the Airports Authority s strategic plans to assist the Airports Authority s Board of Directors (Board), President and Chief Executive Officer (CEO), other executives and key staff in identifying and approving capital investments for the Airports Authority that will further its mission and business objectives. Recommends and develops supporting capital investment actions and strategies. Performs related functions. --Supports the Supervisor (Deputy Vice President for Corporate Risk and Strategy), who is liaison to the Board, with regard to the involvement of the Board and its standing committees in matters concerning capital project proposals, commitments, funding, budgeting, expenditures and related matters. As assigned, briefs the full Board/committees on proposed capital projects and status/milestones of previously approved capital projects. May produce documentation/presentation materials for the Board or its committees. --Works with Airports Authority management (in technology, engineering, finance, etc.) to identify capital investment options, such as new services or programs, revisions/updates to existing services or programs, new facilities/infrastructures, revisions/updates to existing facilities/infrastructures, acquisition of capital assets or fixed assets, etc. Analyzes cost, conducts economic evaluations, and calculates budget impact of these investment options, including decision analysis reports (DARs). Presents analyses and findings to management and Airports Authority decision makers, such as the Capital Investment Review Committee (Committee). Provides advice and assistance to Airports Authority Offices regarding preparation of capital project proposal documents for Committee or Board review. --Typically, serves as Secretary to the Capital Investment Review Committee in absence of the Supervisor. Supports the Supervisor by establishing schedules for projects to be reviewed by the Committee, preparing/issuing notices of agenda for the Committee, recording and transmitting Committee decisions, recommendations and requests, publishing reports monitoring programs and projects, and performing related work. Regularly briefs the Committee. --Oversees or conducts capital cost studies and audits; conducts pre- and post-implementation reviews of capital projects to evaluate timing; determine alternatives, if any; evaluate risk; calculate financial impacts, including return on investment (ROI), total cost, and net present value of cash flows. Performs related work. --Develops and implements policies and procedures for capital investments including applicable processes, strategies, budgets, and documentation necessary for review and validation of capital investment and major operating expense investment projects. Creates and maintains a Capital Expenditure database including a Capital Authorization Request (CAR) function which ensures appropriate multi-party review of proposals, including ROI analyses, net present value of cash flow analyses, and total cost of ownership (TCO) analyses for individual capital projects (new

Produces capital project status reports and capital expenditure forecasts. Performs related work. --Collaborates with all Offices, as pertinent to capital investments. Works especially closely with the Office of Finance, including its Budget Department. Assists with the capital budgeting process, particularly concerning forecasting of capital spending and depreciation (on fixed assets) for the development of budgets and long-term plans for capital commitments and expenditures; ensures incorporation of related expense costs are incorporated in the Airports Authority s budget. Monitors progress against budget(s) and conducts actionable analysis. --Keeps abreast of developments in financial management, generally, and in various Airports Authority functional areas and programs, including Airports Authority contracting and the capital programs and projects of the Aviation Enterprise and the Dulles Corridor Enterprise, to identify new capital opportunities within various Airports Authority units requiring capital investment/ additional capital investment. Coordinates external benchmarking activities to ensure consistency with norms and to identify industry-specific and cross-industry best practices the Airports Authority should adopt/adapt; and compares Airports Authority performance metrics against internal and external performance standards. --May be required to provide advice and/or guidance on the disposal or suspension of a capital project or capital assets. --Prepares or reviews written materials, including routine correspondence and instructions, nonroutine technical issues, one-time business justifications, etc. --Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as, officials, executives, managers, supervisors, professionals, and support staff), member of the Board and Board staff, vendors/suppliers (including project designers), tenants and various stakeholders interested in capital projects. --Uses a computer, tablet, or smart phone for various applications ( and other forms of communication, word processing, data entry, compiling information for reports, spreadsheets, graphics, flow charting, planning, scheduling, presentations, etc.), as well as specialized enterprise, statistical and analytical software/systems used in the office, such as Enterprise Resource Planning (ERP) applications. --Operates a motor vehicle on (primarily landside, but also airside), and off, the airport complexes to attend meetings, make site visits and perform related functions. --*Performs other duties as assigned.* Critical features of this job are described under the headings below. 3 S23160, page 3 Job description; Manager, Capital Investment, S23 MINIMUM QUALIFICATIONS (MQs) To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure. 1. A Bachelor s Degree in Business Administration, Management, Finance, Economics, Accounting, Mathematics or any other field providing a strong foundation for success in the DUTIES in this job description, or an equivalent combination of education, experience, and training that totals four years. 2. Eight years of progressively responsible experience in most of the DUTIES in this job description, to include: a. Identifying new capital opportunities, and b. Performing financial and business process analysis and modeling to determine key performance indicators of capital opportunities, and c. Developing clear, detailed financial and economic reports and presentations for management regarding results of analysis, and d. Managing/Overseeing projects, including monitoring schedules, ensuring timetables are met, and coordinating deliverables across multiple parties. A master s degree in any field providing strong foundation for successful performance of the DUTIES in this job description may be substituted for two of these eight years. PREFERRED QUALIFICATIONS The qualifications listed below (if any) are preferred and may be considered in the selection process, but they are not required to be rated qualified for this job. 1. Knowledge of business, business management, and operational process analysis techniques, such as linear programming, simulations, and other quantitative and non-quantitative analyses, to investigate inter- and intra-organizational operations to assess capital project proposals, to identify opportunities for capital improvement that will increase ROI, and to perform related functions. 3. Knowledge of economics/business (to include understanding of economics of the airport industry and related transportation sectors), and skill in economic/business analysis, to model, assess and forecast economic benefits of capital investments, to develop decision support information, to develop capital investment policies, and to perform related functions. 4. Knowledge of Airports Authority financial programs and other programs as they involve capital improvements (particularly engineering and information technology programs), organization structure, operations/services, and key functions, projects and agreements (especially air service development initiatives, the Airport Use Agreement and Premises Lease, Dulles Toll Road operations, the Dulles Corridor Metrorail Project) altogether to turn analytical findings into effective tactical and strategic capital investment plans. 5. Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes skill in recognizing subtle aspects of problems, identifying relevant information and making balanced recommendations and decisions that may significantly influence strategic capital investing of the Airports Authority. Examples include (a) skill in applying a variety of quantitative and qualitative techniques to assess the financial (including ROI and TCO analyses) and operational worthiness of capital investments and the pros and cons of project alternatives, (b) skill in interpreting the likely impact of economic factors, business factors, regulations and other factors on capital investments, and (c) skill in developing, and advising and assisting line managers and staff in complying with, requirements for proposal and review of capital projects. 6. Skill in oral communication to understand verbal information (including instructions, descriptions, ideas, facts and sometimes conflicting assertions and arguments), draw inferences, form hypotheses, develop logical arguments, and to express such information verbally so that others will understand, and in certain circumstances, be convinced and/or persuaded. RESPONSIBILITY Is responsible for managing the evaluation of proposed capital investments and specified major non-capital expense proposals in context of the Airports Authority s strategic plans; recommends and develops supporting capital investment actions and strategies. Work directly impacts capital investments and indirectly affects the strategic success of the Airports Authority in its Aviation Enterprise and its Dulles Corridor Enterprise. Reports to the Deputy Vice President for Corporate Risk and Strategy (Supervisor). Most work flows to the incumbent as a result of assigned functions and established work processes. Other work typically results from changes in the internal and external business environments as they impact capital projects (such as regulations/standards, funding streams and designconstruction/installation project progress), which require proactive or reactive responses to identify issues, solve problems, make recommendations, take action, etc. The Supervisor provides broad objectives and policy guidance for recurring assignments and, in consultation with the incumbent, brief instructions and time frames for special projects. Most work is accomplished independently. The incumbent collaborates with, and keeps the Supervisor informed and typically elevates only highly complex or highly sensitive issues for assistance in resolution; initiative is expected. Typically, work is reviewed in terms of quantity, quality, timeliness, customer service, teamwork, adherence to guidelines, and other factors, including specific performance management requirements. Guidelines include ROI, TCO and other analytical processes and standards; economic, business, regulatory and other factors pertinent to assessment of capital project worthiness; the Airport Use Agreement and Premises Lease; air carrier and air traffic information; financial reports; the Airports Authority's Chart of Accounts; Airports Authority budgets, accounting reports and information on the rates and charges of IAD, DCA and peer airports; and various process mapping methods. The incumbent uses judgment to perform financial, economic and operational analyses, and to assess the advantages/disadvantages of capital investment/strategies that will best meet the needs of the Airports Authority. EFFORT Work is primarily sedentary with light physical demands. Incumbent may sit for extended periods while performing desk work; moves about regularly to retrieve files and to visit other offices or locations to coordinate work. Uses a computer, telephone and other office equipment. Reviews financial documents and reference materials containing small print; concentrates for long periods on printouts and reports, which contain numeric information in charts,
