2 1. INTRODUCTION Communication and Stakeholder Relationship Management in South Africa is regarded as an important means of deepening democracy. The current discourse and practice in the public service rests on the assumption that community-based participation is an essential component of the efforts to facilitate change across the service delivery spectrum. Such participation is needed not only to ensure efficiency and sustainability, but also to accelerate broader provision of services such as alleviation of poverty and provision of basic services and infrastructure by enhancing the community s understanding of public service processes and practice. It is a reality that to overcome the many contemporary challenges of public service delivery, a high degree of management sophistication is required. The executive programme and products of the School of Public Leadership are the result of knowledge from rigorous research on contemporary issues and international best practices. This research is done by specialists in the sector with the highest academic qualifications combined with practitioner backgrounds. All facilitators / researchers are permanent or extraordinary academic appointees of Stellenbosch University and all products are fully quality controlled and accredited as determined by the University and the Higher Education Qualification Committee. The products are the only sector-specific accredited products of Stellenbosch University with articulation to advanced degrees in public and development management, i.e. they either provide avenues of access to, or credit for modules of the advanced degrees (conditions apply). Besides stand-alone courses that are accredited modules or part of modules of various degree programmes, we also offer a range and progression of sector-specific management development programmes, including the Municipal Management Development Programme (on NQF Level 8) of which this course on Communication and Stakeholder Relationship Management in a municipality contributes 9 credits. 2. TITLE AND CONTEXT Communication and Stakeholder Relationship Management Module 8 of MMDP When viewed in context, communication, stakeholder relationship and their management are of more significance than is immediately apparent. The management of resources, especially the stakeholder relationship people, can only be analysed and discussed or performed in the 2
3 context in which it takes place. One needs to understand the context and the functions, skills and techniques required to manage communication and stakeholder relationship properly. In this module you will be oriented towards areas of communication and stakeholder relationship management in which various techniques can be used to create a strategic people-oriented process in your organisation, department or unit. You will be introduced to the new environment of Communication and Stakeholder Relationship Management in this country and abroad. By placing you into this context, you will be able, through experiential learning techniques, to understand and prioritise the various components of communication and stakeholder relationship management in a service delivery context. You will have a thorough overview of the process and an insight into some of the newer techniques, processes and skills involved in mastering the concept in your own work environment. It is important, if not vital, that manager at all levels and across all functions must manage communication and stakeholder relationship, their subordinates, peers and superiors in order to achieve performance goals, both of the individual and the organisation. 3. OBJECTIVES AND OUTCOMES The overarching objective is to equip participants with knowledge of, as well as insight and skills in communication and stakeholder Relationship management. This must be done in such a manner that they can utilise the techniques in their particular work situation and project environment in order to achieve immediate outputs and to support their sustainable outcomes. Module Outcomes (Participants should be able to) a) Explain the concepts communication and stakeholder relationship management within the development context; b) Explain the origin, features and outcomes of community development; c) Distinguish between ethical and practical principles of community development; d) Identify the main actors in community development; e) Give clarity on the skills required for community development; f) Present information and give clarity on the role and place of community development workers in communication and stakeholder relationship management; and g) Identify, implement and manage the life of a project for community development. 3

ASSESSMENT CRITERIA AND METHODS After attending this course, participants should be able to fulfil the following assessment criteria through the methods of assessment indicated below: Assessment criteria: Through the assessment, each participant must individually prove that he/she can fulfil the set outcomes and apply the knowledge of, as well as insight and skills in communication and stakeholder relationship management in a municipal work environment in general and his/her own work in particular. For successful completion, the average of all assessments must be a minimum of 50%. Assessment methods: Participants will be individually assessed by means of the following methods: a) A group presentation covering a specific outcome during the contact session (10%); b) Written closed book examination at a set date assessing knowledge and insight regarding communication and stakeholder relationship management theory covered in the module (50%); and c) Written assignment discussing context specific questions relating to specific outcomes to be submitted at a specified date after contact session (40%). 5. THEMES The following themes are covered: Theme 1: The Development Context Theme 2: The Process of Community Development Theme 3: Skills for Community Development Theme 4: The Life of a Community Development Project 6.
