3 The Case for Change We invite 70 suppliers and get no bids. We go through 15 rights of first refusal before issuing a contract. We impose 7 sets of rules to the same supplier. We can require up to 3 months to define a routine requirement. We draft hundreds of nearly-identical documents with no automation. 3

15 Implementation Plan Technical Engineering and Maintenance Services (TEMS SA) - TEMS currently provides an On-Going Opportunity for Qualification - provides access to Suppliers who provide Engineering, Technical Support, Telecommunication, and Clothing & Textile Services Harmonized Task-Based Informatics Professional Services (TBIPS) - provides access to Suppliers who provide various Informatics Professional Services - In addition the Cyber Protection Supply Arrangement (CPSA) and Stream 3 Telecommunication Services of the Technical Engineering and Maintenance Services (TEMS SA) will be migrated to TBIPS Winter 2012/2013 Will be added to CPSS via migration to TSPS and TBIPS Solicitation Closed: Apr 5, 2013 Anticipated Issuance of new SO & SA: Late Summer 2013 Task and Solution Professional Services (TSPS) -it is currently anticipated that the remaining Streams in TEMS will be migrated to TSPS - provides access to Human Resources, Business / Change Management, Project Management, and Real Property Project Management Services Request for Information Consultation: Winter 2012/2013 Solicitation: currently on GETS Anticipated Issuance of new Standing Offers & Supply Arrangements: Fall

16 Implementation Plan ProServices -This new Supply Arrangement will replace Professional Services Online (PS Online) - will provide access to Suppliers who provide the same services under TBIPS and TSPS but are below the NAFTA Threshold Harmonized Learning Services (LS) -the next renewal of Learning Services is anticipated for Summer 2013 Solutions Based Informatics Professional Services (SBIPS) - provides access to Suppliers who provide IT Solution Services 1 st wave Consultations: Summer 2012 Release of Draft Solicitation: February 2013 Solicitation: currently on GETS Anticipated migration to the CPSS eportal and issuance of new Supply Arrangements: Early Winter 2013/2014 Anticipated Solicitation: Summer 2013 Anticipated Issuance of new Standing Offers & Supply Arrangements: Fall 2013 Anticipated Solicitation: Fall 2013 Anticipated Issuance of new Supply Arrangements: Winter 2013 /
