3 Public Works and Government Services Canada The Government of Canada is the largest buyer of goods and services in Canada. The federal government purchases, on average, over $15 billion in goods and services from companies across Canada. Public Works and Government Services Canada (PWGSC) is the largest buyer of goods and services for the federal government. PWGSC manages procurement for over 100 federal departments and agencies. Handle about 60,000 contractual documents annually. Contracts for Major Crown Projects valued at $100M. Purchasing is also done by other government departments. 3

The mandate of OSME is: To assist Small and Medium Enterprises (SMEs) as they navigate the procurement system; To represent the views of SMEs within the procurement system to ensure clear and transparent policies and tools. 6

24 TBIPS/SBIPS What are Task-Based Informatics Professional Services "TBIPS" are Services related to a particular activity or initiative that are required to address a specific Information Technology (IT) need, which are usually associated with a specified set of responsibilities. The tasks involved are finite work assignments which require one or more consultants to complete. A task involves a specific start date, a specific end date, and set deliverables. Tasks are usually not large projects, although they may be subsets of a larger project. Tasks may require highly specialized work to be performed requiring rare or unique skill or knowledge for a short period of time. What are Solutions-Based Informatics Professional Services SBIPS" comprise services and, in certain situations, essential goods, whereby a supplier supplies a complete operational solution to a requirement, manages the overall project and accepts responsibility for the outcome. It may include end to end project work where the Supplier is requested to devise a solution to a business problem in which case there may be a proof of concept; or a requirement where there is a business problem and a supplier comes forth with a methodology, an approach or an already established solution as well as the requisite expertise to enable the Supplier to leverage the value of the, methodology, approach or solution. Although some Technology Infrastructure (hardware and software) may be required for some solutions projects, suppliers should be aware that Technology Infrastructure (TI) procurement is allowed under the Supply Arrangement only when it involves limited enhancements, additions or updates to an existing infrastructure. 24
