1 OPITO UK 2017 Review A year of transformation and delivery By John McDonald, OPITO chief executive officer Welcome to the OPITO review of UK progress and activities in It was a year of significant transformation as our industry adapted to the new norm and efficiencies were realised across the supply chain. OPITO also made fundamental changes in the way we do things, with a greater focus on digitisation and encouraging the next generation into our industry. It s important for us to show there is a strong future with diverse opportunities in this fast paced, innovation led environment and shine a spotlight on the skills requirements of tomorrow. Our new labour market intelligence (LMI) research project, which was initiated in 2017, will do exactly this, with the results to be launched to industry this summer. I am personally incredibly proud to have taken up the CEO role in the summer following the sudden and deeply saddening death of David Doig who delivered so much for our industry and was passionate about OPITO s remit. Whilst I had been the UK managing director for a number of years, this new role has opened my eyes even further to the need for consistently high standards around the globe to protect the right of every person in our industry to go to work and come home safely. This was underlined at our annual safety and competence conference in November, where we heard from high profile industry and cross sector speakers and were incredibly moved by the first-person accounts of a Piper Alpha survivor. The conference was also the ideal platform to launch to industry our technology led initiative to enable workers to undertake elements of the BOSIET suite of safety-critical training in their own time on any device with an internet connection. Backed by global operators and training organisations alike, the digital delivery of BOSIET provides greater flexibility and efficiencies as an alternative to the classroom element of the training. As you will see from the infographic on page two, 2017 was quite a year for making an impact with great engagement with industry, 10 new industry standards and an increase in OPITO approved training providers. 3 Transformational change to ER training Five key benefits of the digital delivery 1 Available to learners anytime and anywhere in the world where they can access the internet. It provides an easy-toaccess, flexible way to undertake the theory element of the BOSIET suite ahead of the practical session at a training centre. The first ever alternative to the classroom learning segment of the Basic Offshore Safety Induction and Emergency Training (BOSIET) suite of safetycritical training was launched in November. In the UK, the certificate has long provided assurances that all offshore personnel are trained to the same standard. The online method allows trainees to undertake the theory section at any time, from any location in the world where there s an internet connection. They can also learn at their own pace before attending an OPITO-approved training centre for the practical and knowledge assessment. Ewen Hay, OPITO director, said: We recognised that as an industry we must adapt and be more flexible for today s workforce and cost constrained industry. It required an overhaul of the way we think about training people and assessing competence. The classroom has been the standard model for learning for hundreds of years, but it s time to do things differently if we are to keep up with technology and attract the next generation to our industry. The practical and knowledge assessment day will always be crucial before giving someone the certification to work offshore, however the transition to more flexible online training delivers far reaching benefits, giving significant time back to employers and participants. The BOSIET training is widely regarded in the industry as the must have certification to enable a worker to go offshore and includes helicopter survival, emergency first aid, sea survival, fire-fighting and lifeboat training It allows learning at the individual s pace and enhances safety-critical knowledge through online assessment before progressing to the final assessment and practical part of the training. Employers and workers gain time back through reduced days away from work (only one day required at the training centre for practical and knowledge assessment). Travel and accommodation costs are reduced. Gives the training provider the opportunity to become a leader in the digital delivery of internationally recognised industry standards, and the ability to manage and affect increased efficiency at their centre.
4 OPITO becomes SCQF credit rating body In December 2017, OPITO achieved approval from the Scottish Credit Qualifications Framework (SCQF) to become a Credit Rating Body under the internationally recognised SCQF certification system. The SCQF is the national credit transfer system for all levels of qualifications and learning programmes in Scotland. The SCQF Partnership promotes lifelong learning in Scotland and aims to ensure that, where appropriate, all assessed qualifications and learning in Scotland are included within the framework to extend the recognition of formal and non-formal learning. The SCQF is connected to a wider network of qualifications frameworks in Europe (European Qualifications Framework EQF) and worldwide. For qualifications or learning programmes to be included in the SCQF, they must have their SCQF credit rating and level formally confirmed by an approved SCQF Credit Rating Body. By becoming an SCQF Credit Rating Body, OPITO will be able to credit rate its qualifications and standards and have them formally recognised in the SCQF Framework. It will also enable OPITO to ultimately provide a service to employers in having their in-house learning programmes credit rated onto the SCQF, thereby allowing employers to provide employees with national recognition for their achievements when undertaking in-house training. This will also provide benefits to industry organisations in the transferability of personnel due to in-house training being benchmarked and certificated against a nationally recognised credit and qualifications framework. Industry Forum updates OPITO continues to develop relationships with employers and stakeholders and grow its footprint globally through our Regional Industry Forum network. During 2017, eight Industry Forum meetings were held across the four main regions (UK, Middle East & Africa, US and Asia-Pacific). In 2017, a number of key initiatives were achieved by OPITO through its During 2017, eight Industry Forum meetings were held across the four main regions (UK, Middle East & Africa, US and Asia-Pacific) Industry Forum network: Development and implementation of the digital delivery of BOSIET programmes Development of onshore ER standards for Plant Managers, Control Room Operators, Fire Team Members and Leaders, and Muster Coordinators, and Muster Checkers Introduction of simulation into Offshore Lifeboat Coxswain Further Training Programmes Review and update of the OPITO Competence Management System (CMS) Approval Criteria At OPITO, we look forward to continuing to work with employers and stakeholders through our regional Industry Forums in 2018 in order to ensure that OPITO Standards continue to support the current and future workforce safety needs of our sector.
5 UK Continental Shelf Labour Market Intelligence (LMI) research launched OPITO announced a major new in-depth labour market analysis to determine the conditions of the sector and to shape a new skills strategy for the continued success of the UK Continental Shelf (UKCS) over the next 20 years. The project is being carried out by the RGU Oil and Gas Institute and the intelligence will be used to deliver an overarching plan that identifies and supports the skills requirements for the industry over the next two decades to ensure the workforce of today and tomorrow has the necessary expertise to fulfil the potential of the North Sea. OPITO will work with the Scottish Government through SDS and with the UK Government through the Department for Business, Energy and Industrial Strategy (BEIS) to ensure alignment with government objectives. Skills Screening tool OPITO carried out a number of upgrades to its Skills Screening tool during 2017 including the development of an enhanced user interface to modernise the appearance of the service. Skills Screening provides a powerful web based recruitment aid that can measure the skills of individuals, giving a guarantee of underpinning knowledge in specific disciplines. Across the course of last year OPITO worked closely with Atlas Professionals, an international specialist recruitment and HR services firm, to develop a drilling competency assessment. Petroleum Open Learning Despite the ongoing challenges facing the industry, OPITO saw increased engagement with their Petroleum Open Learning (POL) courses during POL provides the upstream oil and gas industry with flexible, selflearning courses which enhance technical knowledge and improve skills and performance in the workplace. The industry recognised City and Guild s accredited qualifications can assist the development and competence of various roles within the oil and gas sector and can be used as part of an organisation s workforce development or training programme.
6 Survey shows oil and gas still attractive OPITO continues to demonstrate skills successes across UK OPITO s Youth Perception of a Career in the Oil & Gas Industry report showed people living in the UK s key energy hubs still believe there is a long-term future in the North Sea and want to pursue a career in the industry. More than 500 students from Aberdeen, Aberdeenshire, Great Yarmouth, Waveney and Norwich were asked to contribute to the study, which was shared with industry as well as the Scottish Government, Scottish Enterprise, Skills Development Scotland and the Department for Business, Energy & Industrial Strategy (BEIS) National Careers Service, to help inform and shape national career initiatives in the year ahead. The report showed that 81% of respondents are still interested in pursuing a career in the sector, with the opportunity to work around the world (24%), the development and use of cutting edge science and technology (20%), and salary (19%) given as the top three reasons among young people aged between 14 and 21. Thousands of school pupils and their teachers benefitted from participation in OPITO s skills events in 2017, including the flagship Energise Your Future (EYF) at Offshore Europe in Aberdeen. OPITO partnered with major energy industry employers, including Aker Solutions, Baker Hughes GE, Conoco Phillips, EnerMech, Proserv, Shell and Total E&P, to bring its Industry Awareness, Platform of Opportunity, Pipeline of Information and EYF programmes to life for the next generation. More than 200 secondary school pupils from across Aberdeen, Aberdeenshire and Moray attended SPE International s largest conference and exhibition in Europe, where they had a chance to get closer to the technologies and people from the energy industry. Christine Currie, OPITO director, said: The skills events are a chance for young people and their teachers to gain greater awareness of our complex, ever-changing energy industries. We appreciate the support of major employers and their enthusiastic representatives who pass on their experiences and help drive interest in working in the wide variety of roles in the sector.
7 Industry Awareness inspires Pupils from eight secondary schools embraced oil and gas challenges during Industry Awareness Highlights included taking an interactive tour of an oil platform, exploring geology for prospective drilling locations and operating a crane. Aker Solutions, head of communications, Europe and Africa, Colin Ross, said: Engaging with young talent as early as possible is crucial to promote the long-term success and sustainability of our industry. Pipeline of Information teaches the teachers Teachers in the East of England experienced flying a helicopter and operating subsea equipment in simulated exercises, allowing them to be better informed when passing on knowledge and careers advice to students during OPITO s Pipeline of Information. Over a four-week programme, 50 teachers, careers advisors and education specialists from establishments in Norfolk and Suffolk took part. A greater understanding of the companies and roles within the oil and gas industry will help support the next generation of young people seeking advice on careers and entry routes into the sector. Platform of Opportunity reaches new heights More than 135 young people from Norfolk and Suffolk experienced what it is like to work in the oil and gas industry during OPITO s Platform of Opportunity. During a week of activities, participants aged 15 to 18 had a chance to sit inside a helicopter, scale a 22-metre high training tower and familiarise themselves with navigation equipment. It was an ideal opportunity to ask questions of experienced industry professionals, including some who had been through apprenticeship and graduate programmes themselves. Skills for Energy More than 600 students from 25 schools and sixth form colleges across the East of England attended Skills for Energy The Energise Your Future (EYF) programme at the show was supported by 28 oil and gas, renewables and all energy exhibitors. The programme is devised by the Skills for Energy Workgroup, made up of senior key contributors, including EEEGR board members.
8 New thinking with new safety learning method launched at OSCC UK delegates joined a global audience of more than 400 people at the OPITO Safety & Competence Conference (OSCC) in Malaysia in November. The one-day event focused on the ways in which the sector can continue to attract, train and retain the next generation as it launched the digital delivery of the BOSIET suite of safety critical emergency response training. Fitting in with the OSCC 2017 theme, New Generation New Thinking, the audience also included 35 engineering students from the Universiti Kuala Lumpur Institute of Product Design and Manufacturing (UniKL IPROM). Keynote presentations were delivered by generational expert Ryan Jenkins and former NATO and Royal Navy strategist, Andy Fawkes. Other speakers at the event included YBrs Ir Dr Mohd Shahreen Madros, chief executive officer of Malaysia External Trade Development Corporation (MATRADE); Prithipal Singh, general manager health, safety & environment, Shell; David Willett of The Open University; Wan Nor Hazlina Wan Hassan, manager learning management, INSTEP; as well as OPITO s Gary Holman, John McDonald, Christine Currie, Ewen Hay, and Piper Alpha survivor and OPITO associate Steve Rae. OGTAP apprentice celebrates success The OPITO Apprentice of the Year 2017 accolade was presented to former Peterhead Academy pupil, Ashley Thomas. The second-year Oil and Gas Technical Apprentice Programme (OGTAP) trainee was chosen by a judging panel made up of senior personnel at Apache, Chevron and OPITO. The 20-year old was selected for the OGTAP programme in 2016 and has ambitions to experience working abroad and eventually becoming an offshore installation manager (OIM). The judges said he stood out for his self-motivation, attention to detail, leadership qualities and encouraging team work with his fellow apprentices. After receiving the award, Ashley said: The main driving factor for me has been that the OGTAP scheme is industry-recognised worldwide, and is a highly sought-after apprenticeship scheme to be part of. You are also coached not just to achieve the minimum standard but to excel and do your very best, of which I believe will help me going forward in my career. Revised Helideck Standards Framework During 2017, OPITO worked extensively with industry employers and stakeholders on the review of the existing Helideck Training & Competence Framework. This work resulted in a revised suite of Helideck related standards. The existing HDA and HLO Initial Training Standards were combined into one programme entitled Helideck Operations Initial Training which resulted in increased efficiency and reduced costs for employers and delegates who are required to undertake helideck operations training prior to being appointed as HLOs and HDAs in the workplace. The existing HDA and HLO Initial Training Standards were combined into one programme The existing Helideck Emergency Team Member (HERTM) and Helideck Emergency Team Leader (HERTL) Training Standards which are required to be completed by delegates who undertake helideck emergency response roles were reviewed and updated by the Industry Work Group. New workplace competence assessment standards were developed for HLOs, HDAs, HERTMs and HERTLs, enabling employers to access industry agreed standards during ongoing workplace competence assessment of these crucial helideck roles.
