1 1. CONTEXT 2. AIM NI Judo with the support of Sport NI wishes to review the current Performance Strategy in Northern Ireland and create a Performance Strategy and accompanying pathway for the Period To commission a suitably qualified and experienced individual or organisation to Review NI Judo s current performance systems and operations, and subsequently develop a Performance Strategy that Identifies Nurtures and develops Judo players who have the ability to win medals at the Olympic and Paralympic games and major series championships. The purpose of the development of the strategy is to clarify the exact nature of NI Judos Performance goals and objectives for the period In particular, and based on appropriate consultation with key stakeholders the delivery of an evidence based highly effective Performance Pathway within the strategy. The pathway should focus on the key structures and support mechanisms required for athletes to compete at major championships such as the Commonwealth Games, Olympic/Paralympic Games, European and World Championships. 3. BACKGROUND The Northern Ireland Judo Federation is the Governing Body for the sport of Judo in Northern Ireland, and is itself controlled by the British Judo Association. All clubs associated with the NI Judo Federation provide fully qualified coaches. The Northern Ireland Judo Federation was formed in 1952 and has more than 60 affiliated clubs, and more than 2000 members. The main objectives of the Northern Ireland Judo Federation is to promote the development of talent from grassroots to high performance NI Judo has two part time employed staff, one involved with Talent and one Club and coach development officer. 4. KEY REQUIREMENTS The consultant is charged to: 4.1 Review the effectiveness of NI Judo s current Performance systems and operations. 4.2 Carry out an Audit of the current Performance systems and structures consulting with key stakeholders including: 1

2 4.2.1 Athletes; Coaches; Funders - Including Sport NI, British Judo, NI CWG Council; Sponsors; Olympic Council of Ireland and Irish Judo; Sports Institute NI, Irish Sports Institute, & Coaching Ireland; British Olympic Association, British Judo; Judo NI Board, Relevant Committees & Judo NI Personnel; 4.3 Undertake an analysis of how GB Judo is likely to impact on future Performance programs of NI Judo 4.4 Undertake an analysis of how Irish Judo is likely to impact on future Performance programs of Judo NI. 4.5 Produce a report detailing the findings of the review of the current performance systems, including recommendations. It is envisaged that the recommendations should include but are not limited to the following key areas: Performance Vision and SMART Targets; Athletes and Performance Pathways; Coaches and Coach Development; Investment Requirements to service the Performance programme; Training Facilities, Training Opportunities, and Competition Needs; Support necessary to achieve Performance objectives e.g. sports science, sports medicine Governance Structure to support performance pathway 4.6 Design an NI Judo performance pathway in alignment with the National governing body which can also support athletes within Irish Judo 4.7 Design an NI Judo performance Strategy in alignment with the National governing body which can also support athletes within Irish Judo 4.8 The recommendations for additions or amendments to the four year Judo NI Strategy must be coherent with the following documents: Sport Matters: The Northern Ireland Strategy for Sport & Physical Recreation Sport NI Corporate Plan (draft) The Sport NI Disability Action Plan Irish Judo / British Judo HP Strategy 5. CONSULTANCY METHODOLOGY A single contract is proposed. The consultant may, subject to the agreement of the client, sub contract an element of the contract to a recognised expert. Intention to subcontract any element of the contract should be identified within the tender submitted. 2

3 For the purposes of the contract, the client is NI Judo. Bill Taggart, Chairman of NI Judo will be the lead official representing the client. The methodology should include an audit of the current Performance systems and operations, consultation with identified agreed key stakeholders, regular reporting mechanisms to the client and production of a report collating the key requirements above for NI Judo. 6. TIMESCALE Tenders invited by: (23/02/2015) Tender awarded by: (11/03/2015) Project commencement: March 2015 (date to be agreed with successful tenderer) Project completion: 0-3 months post project commencement. The finalisation of this piece of work and payment for same will be contingent upon the consultants addressing the key requirements of the tendered work. 7. CONFIDENTIALITY AND COPYRIGHT It is essential that absolute confidentiality is maintained throughout the process. Careful consideration must be given to this when developing the consultation process and design of the final report. Copyright and intellectual ownership of this work is and remains the property of Judo NI. 8. REPORTING The consultant will be required to produce the following: 8.1 Progress Updates and draft copies of the strategy if applicable at interim meetings as scheduled by the Client. 8.2 Four copies of the final report including a summary report made available on hard copy and electronic form; and 8.3 A presentation to NI Judo at a mutually agreeable time at completion of the tender. 9. TENDER PROCEDURE Consultants are invited to submit proposals detailing: 9.1 A comprehensive methodology demonstrating: How the Consultant will ensure the proposal requirements are met The critical path of the proposal tasks A detailed profile of the personnel who will undertake the work, including previous relevant experience 3

4 9.2 A proposed timetable and detailed costs including expenses, VAT and a payment schedule. 10. PROCEDURE FOR EVALUATING / ACCEPTING TENDERS A two stage process will be used to assess tenders for the project: Stage 1 Selection Criteria In order to progress to the full evaluation process, Tenderers must clearly demonstrate that they meet the required level of professional ability detailed in a format of response listed below. Failure to demonstrate clear relevant experience will result in elimination of your tender submission. Those tenders which successfully demonstrate relevant experience will move on to stage 2 and their submission will then be evaluated against the following criteria, Stage 2 Award Criteria Methodology 60% Cost 40% Format of response Service providers should submit plans clearly detailing how they will deliver the requirement taking account of the criteria and requirements specified below. To be considered, each Tenderer must address the following key areas: Professional Ability Stage 1 Selection Criteria In order to progress to the evaluation process, tenders must clearly demonstrate how they meet the minimum standard of experience detailed below. (a) As a minimum, the appointed lead consultant must have 3-5 years relevant experience in the completion of similar assignments. Detailed examples of strategic planning must be provided. (b) The consultant(s) must clearly demonstrate that they have the minimum level of experience detailed above by providing detailed examples of previous assignments with dates. Experience must be presented in a format that is easily identifiable to the evaluation panel as to what relevant experience the consultant team have. Examples provided must be structured to include: project title and brief summary; its relevance to the project; 4

5 date the project was completed; and individual roles/duties within each project. Stage 2 Award Criteria Methodology Full details of your methodology for carrying out the contract requirements. This must include proposals to address the following key issues: Innovation, engagement and consultation with key stakeholders; Establishment of realistic objectives that reflect the resources available to and capacity of NI Judo; Identification of Performance requirements to deliver optimal sporting success. Cost A schedule of rates and daily input must be included in costing this project. The total price should exclude VAT maximum 10,000. The names of each member of staff to be involved in the project must be given against the relevant key activities. Format of response The skills and experience of the consultants Consultants must demonstrate how their previous experience meets the requirements of the project Project tenders should include: o Consultancy charges and expenses (inc. mileage) o The cost of stakeholder sessions and other necessary meetings o All other organisational costs o Please provide detailed breakdowns as part of your tender 11.
