1 HSA 2016 Initiatives Workplan BC CONSTRUCTION SAFETY ASSOCIATION HSA Mission / Vision Statement Mission Statement To engage BC construction employers and assist them in creating a culture of safe work. Goal Statement To reduce serious injury rates and improve return-to-work outcomes for the employers and employees we support. Value Proposition The BCCSA can help employers save money, make money and protect their money by decreasing financial and human losses associated with workplace injury. Core Values - Safety is everyone s responsibility. - Injury prevention, management, and education are critical components of our work. - Acting in ethical, responsible, and transparent ways is critical to creating and maintaining positive industry relationships. - Collaborative partnerships with WorkSafeBC and other construction industry stakeholders are essential ways to ensure value for an investment in safety. GOAL: Deliver in-house programs & services that are up-to-date, relevant results driven & measurable. A. Injury / Return-to-Work Issues (HSA Planning and Reporting Information Package pages 2 and 3) A. Using data and information from the industry, we have identified the primary trends within our industry and set the following objectives: 1. STD Duration is on a downward trend from 72 days (June of 2014) to 66 days in (June 2015), but is still higher than it has been historically. 2. In BC there is no standardized process for evaluating construction safety training and hence its effectiveness in helping to decrease injuries and improve RTW in BC. 3. As per Section 115 of the Workers Compensation Act employers are required to provide workers with the information, instruction, training, and supervision necessary to ensure the health and safety of those workers in carrying out their work and to ensure the health and safety of other workers at the workplace. As such, training plays an essential role in protecting workers on the job. BCCSA will focus on assisting individual employers to enhance their return to work program. BCCSA will identify and work directly with 25 employers who demonstrate higher than average IR and RTW statistics annually to encourage them to utilize IM services. Develop and implement an evaluation system (e.g. electronic evaluation forms for workshops, courses, and other educational & training initiatives) to assist in the improvement of training and measure effectiveness. BCCSA will increase enrolment in training by 5%. 4. In BC, there is no process for evaluating the quality of construction safety training in BC 5. In BC there is no standard for construction safety personnel that is recognized provincially, let alone, nationally. As such, construction employers have no bench mark to determine competency for entry level safety professionals % of injuries with time-loss claims related to falls from a height in our industry last year were caused by a fall from a ladder, compared with 9% in the previous year. BCCSA will implement a process to evaluate and standardize construction safety training called the Endorsed Educational Offering (EEO) BCCSA will implement the NCSO designation in BC. NCSO is an established construction safety credential, which in addition, is recognized nationally. Develop a targeted strategy in conjunction with ILS to decrease ladder related falls by a mutually agreed to percentage. 1 File Version 2016 v1

Behaviour-Based Outcomes (HSA Planning and Reporting Information Package pages 4 and 11) B (i) To meet those objectives, workplace health and safety behaviours and/or return-to-work practices need to change in the following ways: 1. BCCSA will focus on assisting individual employers to enhance their return to work program. BCCSA will identify and work directly with 25 employers who demonstrate higher than average IR and RTW statistics annually to encourage them to utilize IM services. 2. Develop and implement an evaluation system (e.g. electronic evaluation forms for workshops, courses, and other educational & training initiatives) to assist in the improvement of training and measure effectiveness. Industry benefits from education that has undergone a standardized review process increasing worker safety through improved delivery and consistent quality. 3. Injury rate, duration, claim characteristics for the 25 companies identified show a downward trend. 2. Industry benefits from education that has undergone a standardized review process increasing worker safety through improved delivery and consistent quality. 3. Industry has access to occupational health and safety training more readily and conveniently. 4. BCCSA has a process to evaluate and improve training and outreach programs 5. Industry has access to nationally recognized safety professionals who have been provided a safety designation against an industry-generated standard. 6. Safe work procedures are implemented at targeted job sites and a decrease in falls on those sites is realized. C (ii) [To be completed at the end of the reporting year cycle]; Provide evidence that the changes described in C(i) took place by the end of the reporting year. This may be done through surveys, post-session testing, focus groups, interviews, or any other method you feel is appropriate. C (iii) [For WSBC use only] The 25 Employers have an effective RTW program. Supervisors understand how to communicate RTW opportunities with workers in an emphatic and effective manner. They are also included in RTW planning and trained in work disability prevention. Industry is confident in the quality of BCCSA training offerings. Industry is aware of increased/more convenient course offerings Industry knows when utilizing a BCCSA EEO that it meets a standard of quality that has been vetted by the provincial construction safety association. Participants are trained with courses focuses on current issues and approved by BCCSA. Industry understands what level of experience and knowledge they are employing when hiring an NCSO. Supervisors are educated and trained to identify ladder hazards (worksite and job-related), assess the risk, and eliminate or minimize the risk. Workers are educated and trained on high risk ladder work with lower risk alternatives. 2 File Version 2016 v1

Develop and deliver NCSO courses and a national exam with a provincial component. Deliver the following courses: Leadership for Health and Safety Excellence (LSE) Train the Safety Trainer (TST) Principles of Injury Management (PIM) Internal Auditor (IA) Principles of Health and Safety Management (PHSM) Construction Safety Training Systems (CSTS)/Roadbuilders Safety Training Systems (RSTS)/Electrical Safety Training Systems (ESTS) BCCSA develops standardized review process. Develop courses/approve equivalencies and exam that comply with the following competencies: Records and Stats Inspections Hazard ID, Analysis & Control Emergency Preparedness and First Aid Health and Safety Program Leadership Training Legislation & Responsibilities Training & Communication Investigations and Reporting Auditing Safe Work Practices and Procedures WHMIS Preventative Maintenance PPE Total Number of Participants = 11,104 2 courses are approved Courses/Equivalency grant complete June Program Delivery in July 10 Designations Awarded 6. On-site ladder safety consultations. Organizational Capacity (HSA Planning and Reporting Information Package page 7) To support us in providing the activities outlined in these initiatives, we will undertake the following activities designed to increase our organizational capacity: (E) Activity Description Number / frequency 1. Ensure Regional Safety Advisors are located throughout the province. 2. Contract IT company to develop technology. 3. Ensure coordination of safety training internally is adequately supported and instructors are under contract. Locations: North, Lower Mainland (2), Okanagan, Island Evaluations completed through smartphones and computers. Schedule and deliver courses 5 RSAs 4. Train staff members. Educate Supporting Organizations on program and process. 5. Develop the infrastructure to administer and deliver the NCSO program. Develop and implement program. Deliver program July 6. Ensure Regional Safety Advisors have the capacity and knowledge to conduct on-site tool box talks. Conduct toolbox talks and create awareness for ladder safety. F. Marketing / Outreach Activities (HSA Planning and Reporting Information Package page 7) To reach a broader audience within our industry, we will undertake the following marketing / outreach activities: (F) Activity Description Number / frequency 1. Upload information to website and contact each Supporting Organization. Update schedule as it becomes available and promote courses. 4. Train staff on evaluation system.
