1 Youth Business International is seeking an eperienced Director of Programmes (Partnerships, Evidence & Learning), to work within a newly merged team, containing YBI s two centres of ecellence in Partnership Programmes Management and Monitoring, Evaluation & Learning. This fantastic role provides the rare opportunity to become a member of the small Senior Management Team at a sector-leading international NGO, supporting young people around the world to start their own businesses, escaping unemployment and poverty, empowering themselves and their communities. Salary 65k 70k (pro rated if part-time) About Youth Business International The world faces a crisis in youth employment. Over 40% of global youth are unemployed and face huge challenges, with young people more than 4 as likely to be unemployed as adults. This is at a time when we have the highest ever youth population of 1.8 billion, with over 85% in developing economies and fragile states. Even those youth in employment often face precarious and low-paying work below national poverty lines. This is an appalling waste and blight on individual lives, but also is a real risk to local, national and global prosperity and security. YBI was established in 2000 to tackle global youth unemployment by supporting under-served young entrepreneurs (18-35 years) to successfully start up and grow in business, serving to empower young adults, create jobs and strengthen communities. Our entrepreneurs are amazing young people with a business idea, passion and energy, but without the business knowledge, eperience, contacts and funding to transform their idea into a robust business. We give these potential young entrepreneurs the help they need to achieve success for themselves and create local jobs and incomes. YBI is a global network active in 42 countries, and we work with our members in the creation of sustainable youth led businesses, who share our vision of a world where all young people are able to fulfil their entrepreneurial potential regardless of their circumstances. In 2015, YBI helped establish and strengthen 18,500 youth-led businesses and trained over 87,500 youth globally. YBI builds the impact and scale of support in youth entrepreneurship, as well as developing valuable stakeholder relationships, across governments, leading academics, private sector and youth-led organisations. The YBI network team (c. 30 FTE based in London and Bogota) creates and delivers sectorleading technical assistance, and coordinates and supports global research and learning, playing a unique and important role in the entrepreneurship eco-system. With 2015 income of over 5 1

Background to Role The Chief Eecutive and Board of Trustees are ambitious for YBI to continue the growth trajectory of recent years and support ever greater numbers of young people globally in achieving life changing outcomes for themselves and their communities. We work to engage, inspire and secure new supporters in line with our ambition is to be recognised as the leading global implementation partner in youth entrepreneurship. YBI is committed to delivering evidence-based partnerships that will result in effective implementation and fresh learning on what delivers value in youth entrepreneurship. The Director of Programmes Team delivers YBI s global portfolio of centralised Partnership Programme and provides high quality monitoring, evaluation and learning services across the network and within the network team. Over , YBI secured significant multi-year investment across multiple countries with important partners across public and private sectors (e.g. DFID, IADB, Accenture, Barclays, BG Group). YBI regards public and private sector partnerships as equally important in delivering our work, and seek to align and leverage supporters across all sectors, including through innovative multi-partner collaborations. We are looking for a seasoned programmes professional, who has built their career in portfolio and programme management or grant management; who has a strong track record of working on large and small scale programme in the NGO sector, private sector, or ideally both; who has a strong understanding of the importance of monitoring, evaluation and learning; and to join us in working with passion and commitment for under-served young entrepreneurs globally. The Director of Programmes, will have responsibility for a team of seven and will be a member of the senior management team, reporting directly to the Chief Eecutive. The Director of Programmes will work closely with other functions across the Network Team, including the Fundraising & Communications team, the Network Members team and the Network Capacity Development team. The role is based in London but will involve travel to YBI members and YBI overseas stakeholders from time to time. Key Responsibilities Partnership Programmes Overall accountability for the implementation of YBI s major centralised partnership programmes. Working closely with the Fundraising & Communications Director at partnership development stage to ensure that proposal submissions are technically sound from an implementation point of view and comply with YBI standards from a resourcing and budget aspect. Provision of technical advice and guidance to PEL Team members on programme implementation matters through quality assurance of PEL technical deliverables to ensure compatibility with YBI, Donor and industry quality standards. Portfolio level accountability for ensuring YBI compliance on donor reporting requirements, linked to disbursement. Risk owner and point of escalation for key programme risks impacting on YBI reputation or financial interests. Where appropriate, taking the lead on managing specific grants or grant components

3 Evidence & Learning Portfolio level accountability for YBI s Research & Learning Agenda, working closely with the Head of Evidence & Learning to resource and eecute key evidence and learning activities that support YBI s Strategy. Work closely with the Head of Evidence & Learning to position YBI as a credible Thought Leader through strategic Research Partnerships Work closely with Head of Evidence & Learning to provide oversight of an internal system to monitor, evaluate and learn from YBI Network Team activity PEL Team Standards Lead ongoing work to refine YBI s partnership cycle with the SMT, building on eisting partnership delivery standards and frameworks so they are fit for purpose with the new organisation structure and core business processes. Work closely with the Finance & Operations Director and Technology team to identify any future technology solution that automates the Partnership Cycle. Work closely with the Finance & Operations Director to support the CEOs ambition to achieve full cost recovery. Support other YBI Network Team functions who require PEL services to deliver their key activities (e.g. Capacity Development, Fundraising). Responsible for Programmatic audits and ensuring that YBI is legally compliant with documentation of all programmatic information. Promote a culture of learning and knowledge-sharing across the network PEL Performance & Management Information Support the CEO s ambitions to improve organisational management information and reporting. Accountable for development and delivery of PEL s 2016/17 Operating Budget and Operating Plan, as per YBI annual planning cycle and processes. Work closely with the Finance team throughout YBI s monthly and quarterly finance cycles, to ensure that PEL performance is to time, quality and budget. Understand and resolve reasons for variances. Support, and where appropriate, lead on, YBI s activities to fulfil leveraged fundraising targets from eisting partnerships as part of YBI s 2016/17 Fundraising strategy. Provide line management and professional development opportunities that empower the PEL team to meet YBI s strategic priorities and mission. Organisational Leadership Provide technical epertise and support to the CEO and SMT in the development and delivery of all organisational strategy, policy and planning discussions. Preparation of Board papers as relevant to role. As a Member of the SMT, the successful candidate will play a significant role in supporting the Chief Eecutive Officer in the development and implementation of YBI s new Strategy. Represent YBI at eternal conferences and networking events as required, to deliver presentations on YBI s partnerships implementation lessons or in relation to specific Partnership learning deliverables. 4 Criteria Essential Desirable Knowledge and skills A passion for portfolio and programme management with significant professional eperience and a proven track record in successfully delivering major (US$500K+) partnerships with institutional, private sector and large foundation/trust donors, and HNW individuals Eperience of implementing and/or managing Monitoring, Evaluation & Learning systems in programme delivery Strong budgetary management skills including development, review and monitoring of comple multi-year budgets. Eperience of adaptive programming to maimise programme outcomes. Eperience in being able personally to engage and inspire donors to build long term relationships Proven track record of engaging with diverse stakeholders in a multi-cultural environment. Proven ability to work collaboratively and fleibly across teams to lead the development of compelling programmes and programme management tools (eperience of working with different programme management tools desirable) Ability to act as an ambassador for YBI Eperience as, and desire to be, a line manager Sector Eperience Solid understanding of the different programme and partnership structures and key elements for success A good working knowledge of the economic development sector and fundraising for an economic development focused international NGO Background or interest in entrepreneurship and / or youth Education / education and training Degree educated in relevant field (e.g. international development, marketing, international relations, public policy) Other Ecellent written and oral communication skills in English
