INTRODUCTION Ready-Made Garment (RMG) is a strategic sector for the Bangladeshi economy, with an estimate of 3,500 export factories in operation, providing a source of employment for over 3.5 million workers. The industry exports totaled $31.2 billion in , which makes Bangladesh second largest apparel exporter after China. However, repeated massive industrial accidents indicates hazardous working conditions in the sector, and made clear that building, fire and occupational safety and health (OSH) need urgent attention. The International Labour Organization (ILO) through its Improving Working Conditions in the RMG Sector project (ILO RMG project), funded by the Royal Netherlands Government, Canada and UK have been providing financial and technical assistance to the Government of Bangladesh for the implementation of the National Tripartite Plan of Action on Fire Safety and Structural Integrity (NTPA) in the Bangladesh RMG sector signed by industry partners on 25 th July The aforementioned project aims at long-term improvement of worker safety in the garment industry. The underlying message in this initiative is to ensure that sustainable mechanisms are in place to prevent future tragedies and ensure safe working conditions. The Department of Inspections of Factories and Establishments (DIFE) has a crucial role in in this process by enforcing national legislation on building and worker s safety. All active, exporting RMG factories in Bangladesh have undergone a structural, fire and electrical safety preliminary assessment carried out by either the Accord, Alliance of National Initiative (NI). The ILO supported the Government of Bangladesh in carrying out the activities under the NI. ILO project also actively supporting the Department of Inspection for Factories and Establishments (DIFE), the Department of Labour (DOL) and Fire Service and Civil Defense Department (FSCD) in strengthening their capacity to enforce national legislation as per their respective mandates. 2. BACKGROUND The ILO RMG project is expected to substantively impact on how data on working conditions in Bangladesh are collected, stored, analysed and used. The following 4 areas of project work address different elements of data collection and management. Building and Fire Safety (Component 1), assists GoB to collect, process and publish assessment reports on building and fire safety and document the follow-up and remediation measures. 2 Labour Inspection System Improvement (Component 2), assists GoB to collect and process statistics and results of labour inspections, related to the mandate of the Department of Inspection for Factories and Establishments (DIFE), and in particular contribute to the effective management of factory licensing, renewal of licenses and dealing with complaints & disputes. Occupational Safety and Health (Component 3), assists GoB to collect and use information pertaining to formation of occupational safety and health (OSH) committees, and reporting on accidents and OSH incidents at the factory level including responses to these incidents. Better Work Bangladesh (Component 5), uses Global Better Work programme sophisticated system of data collection and processing. The information generated will be of use for the DIFE and other actors in relation to working conditions improvement and compliance to labour law and other relevant regulations. The ILO RMG project aims to develop a coherent information and knowledge management system to ensure that the Department of Inspection for Factories and Establishments (DIFE), Fire Safety and Civil Defence Department (FSCD), the Department of Labour (DOL) and Capital Development Authority (RAJUK) as key regulatory agencies responsible for maintaining building and fire standards and enforcing laws in the RMG sector in Bangladesh maintain records effectively and in useable ways. The safety assessments (structural integrity, fire and electrical safety) of 3632 factories completed successfully jointly by the national initiative, ACCORD and ALLIANCE. Now the programme is moving to remediation of the assessed factories and in the process of establishing the National Remediation Coordination Cell (RCC), which will be the central hub for coordinating, supervising and quality assuring body for all remediation works undertaken by the RMG factories. 3. OBJECTIVE OF THE CONSULTANCY The objective of this assignment is to develop a website for the National Remediation Coordination Cell (RCC) to provide latest information on remediation methodologies, standards and progress towards remediation. 4. CONSULTANT S RESPONSIBILITIES The consultant will work closely with the DIFE and ILO to elicit requirements and develop the website w which will have the following features at the minimum: 4.1. The website will be a dynamic one, preferably based on a content management system like Joomla! Drupal or WordPress. DIFE s current website and its RMG sector database is based on Joomla! and the RCC website needs to be compatible with this to interchange data; 4.2. The website will have the following main sections: Background: The history of RCC starting from the Rana Plaza disaster in 2013 then following safety assessments to evolving RCC. This section will provide a visitor an overview of the process followed for safety assessments and how Bangladesh is working towards ensuring safe working place; Standards: This section will contain all technical standards followed/to be followed for safety assessments, detailed engineering assessments, corrective action plans TOR_EX-COL_RCC WEBSITE DEVELOPMENT PAGE 2 OF 6
3 development and remediation work. All forms and formats related to these standards will also be available in this section; Progress: This section will provide status of safety assessments, status of CAP development, CAP distribution, CAP implementation, Detailed Engineering Assessments (DEA) and overall remediation of the RMG factories. This section will act as dashboard for tracking remediation progress in the RMG sector and must be present information in attractive and usable way, such as graphs, lists and pivots.; 4.3. Develop the RCC website as a subsite of DIFE s main website with the URL Relevant data, such as factory list, assessment progress, CAPs followup status, etc to be pulled up from the current RMG sector database (which is built on Joomla s Fabrik extension); 4.4. Develop appropriate theme for the RCC website with responsive web design which is appropriately visible on all devices- desktops, laptops, smart phones, tablets, etc; 4.5. Conduct User Acceptance Test (UAT) and finalize the website based on UAT findings; 4.6. Develop User Manual and Training Materials for managing and updating the site; 4.7. Conduct one-day training for approximately 10 people for managing the website. Training venue and other cost will be provided by ILO/DIFE. DIFE uses LAMP (Linux-Apache-MySQL-PHP) platform for its current applications. For the all the systems, Open Source Software and tools are preferred. For working on developing the RC website, the consultant may use his/her local development environment and publish on the DIFE s webserver once reviewed and approved. Necessary access to the webserver and database will be provided in due course. 5. ILO S RESPONSIBILITIES The ILO will act as liaison between the DIFE and the consultant and provide the following support: 5.1. Provide support for engaging stakeholders, organizing meetings/workshops/interviews for collecting requirements of the website; 5.2. Facilitate collection of required data, information, documents and write-ups needed for the RCC website; and 5.3. Monitor, supervise and review progress of the work. 6. DELIVERABLES The consultant will deliver the following on completion of the assignment: 6.1. Functioning website of the RCC with the requested features; 6.2. User Acceptance Test report and fine-tuned website; 6.3. User manual and Training Materials TOR_EX-COL_RCC WEBSITE DEVELOPMENT PAGE 3 OF 6
4 DIFE uses LAMP (Linux-Apache-MySQL-PHP) platform for its current applications. For the all the systems, Open Source Software and tools are preferred. All documents and systems produced under the assignment (including the source code) will be the property of the ILO and DIFE, and shall not be published elsewhere without prior written permission from the ILO. 7. DURATION & SCHEDULE Total duration of the contract will be 40 working days spread over a period of four (4) months. The consultant need to submit the deliverables as per following timeframe: Output Tasks Time Frame Need Assessment Report Working Website User Acceptance Test User Manual, Training Manual Submit the brief requirements for discussion and agreement Complete the document collection, rewrite, design, coding and programming all need to be done within this time frame Complete planning and conducting User Acceptance test Preparation of user manual and training manual 4 working days 20 working days 7 working days 7 working days Training Delivery of training 2 working days Total Duration of the Assignment 40 Working Days 8. INSTITUTIONAL ARRANGEMENTS The consultant will work under the overall guidance and supervision of the Programme Manager, Improving Working Conditions in the Ready-Made Garment Industry Project's Program and under Technical Supervision of Monitoring & reporting officer. Payments to the consultant will be made upon receiving of the deliverables and certified by the Programme Officer as per the proposed payment schedule: Milestone & Weight for payment 1 st payment (10% of the Total Contract amount) 2 nd payment (50% of the Total Contract amount) 3 rd payment (20% of the Total Contract amount) Final payment (20% of the Total Contract amount) Deliverables Need Assessment Report Working Website User Acceptance Test User Manual, Training Manual and Delivery of Training TOR_EX-COL_RCC WEBSITE DEVELOPMENT PAGE 4 OF 6
5 REQUIRED QUALIFICATION, SKILLS & COMPETENCIES The individual consultant must have the following qualifications, skills and competencies: A minimum Bachelor degree in ICT related subject; Minimum 5 years of experience in web design, database development; Minimum 3 years experience of CMS based dynamic web site development and customization, especially using Joomla! CMS/framework; Minimum 3 years experience in working with LAMP platform; Skilled in querying databases and presenting data in usable formats (tables, charts, infographics); Skilled in data visualization and its related open source tools, like Fabrik, Tableau, FusionChart etc; Skilled in engaging discussion with the end users and colleting their requirements; Skilled in editing raw data, information and documents to make ready for publishing on website; Skilled in building information architecture, classifying and organizing information; Have experience in training the end users to use the website and other software; Understanding of the RMG sector in Bangladesh and recent initiatives for factory safety assessments is desired; Able to meet the deadlines to deliver agreed milestones. 9. 6 10. EVALUATION & SELECTION OF CANDIDATES Only eligible applicants will be evaluated based on the Cumulative analysis method. When using this weighted scoring method, the award of the contract will be made to the Candidate whose offer has been evaluated and determined as: Responsive/compliant/acceptable in Technical Evaluation; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
