2 I. BACKGROUND Indonesia is one of the nine countries in Asia and the Pacific with rising number of HIV infections at approximately 67,000 new infections per year. The WHO classifies Indonesia as a high burden country in terms of tuberculosis (TB), TB/HIV coinfection and high multi-drug resistant TB (MDR-TB). According to a TB prevalence survey, Indonesia has one of the world s highest TB burdens with a prevalence of 1.6 million cases (representing 15% of the global burden, second only after India). Estimates in 2014 of prevalence rate of all forms of TB is of 660/100,000 and incidence rate of 407/100,000/year compared to the 2013 estimate of 272/100,000 and 183/100,000 respectively. Within ASEAN nations, only Cambodia has a higher burden per head of population 1. Therefore, Global Fund s support to Indonesia for the next three years (2018 to 2020) is intended to address issues related to the three diseases. This period is a transition phase for Indonesia which will become a middle income country in It means that donor agencies will reduce their aid budget allocation for Indonesia and expect increasing domestic funds to address domestic issues, including health issues, particularly ATM. UNDP Indonesia will provide asset management technical assistance that shall provide a broad range of management support to the Four The Global Fund PRs (MoH Sub-directorate of Tuberculosis and Malaria, Data and Information Center, MoH, and TB Care Aisyiyah) hereafter referred in implementing the activities funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria ( the Global Fund ) under the Program Grant Agreements (the Grant Agreements ), from the period May Oct Based on findings from Audit Board of the Republic of Indonesia (2015) asset management problems are: (1) Recording of assets has not been conducted or inaccurate; (2) Assets are not supported with reliable data; (3) The process of preparing reports is not in accordance with the provisions; (4) Assets not yet optimized (underutilized); (5) Standard operating procedures (SOPs) have not been prepared; (6) Assets in the form of land not yet certified; (7) Assets held by other parties; (8) an unknown asset; and (9) The asset removal mechanism is not in accordance with the provisions. Almost PRs has similar findings in their asset management. The Asset Management Technical Assistance shall diligently perform all services necessary to ensure that PR program management capacity and staff improvement in accordance with the Key Performance Indicators (KPIs) agreed in advance with the Global Fund and all management activities are conducted in accordance with the Grant Agreement, the Service Agreement between the Global Fund and the UNDP, the work orders issued under the Service Agreement and standards of professional conduct. Asset management is an essential part of finance and administration management in order to achieve its organizational objectives. Asset management will improve a systematic process of developing, operating, maintaining, upgrading, and disposing of assets costeffectively. Vis-à-vis to managing the Global Fund (TGF) grants, the Principal Recipient (PR) Organizations must ensure their performance in programmatic, program management, and financial management. As with a supporting system, strong asset management can help strengthen service delivery by allowing the program staff in organization to focus on their programmatic responsibilities. 3 shows donors that PRs can successfully manage external funds and comply with imposed cost principles and reporting requirements. The processes governing the financial management and system of a PR are vital for the successful implementation of TGF grants and ensuring that safeguards are in place with respect to Global Fund investments. Therefore, UNDP looking for a qualified individual consultant to provide asset management technical assistance for PRs to improve their capacity on all aspects of the administrative, financial, capital and operations of the assigned portfolio. II. SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES Objectives of the Assignment Review audit and the Global Fund LFA reports related to asset management Develop asset management improvement planning Support PRs to oversee local third party or agent as PRs Partners Assist PRs in asset management operations, budgeting and approval process Support PRs to ensure asset maintenance and upgrading assets Support PRs to manage disposing of assets cost-effectively. Support PRs to monitor asset in monthly, quarterly and annual reporting. Advise PR in the due diligence and underwriting of potential acquisitions. Provide technical assistance to PRs on financial analysis related to assets, (i.e. variance reporting, discounted cash flows, IRR s, etc.) Implement capacity development on Asset Management (Trainings and Mentoring) Expected deliverables/outputs: Deliverables/ Outputs 1. WORKING ARRANGEMENTS Institutional Arrangement a) The consultant will work with the Four GF PR MoH Sub-Directorate Tuberculosis, Malaria, Data and Information Center of MOH and TB Aisyiyah) and be supervised by the MTC-ATM Project. b) The consultant will facilitate and provide the technical assistance for Asset management for PRs. c) The consultant will provide report(s) at the completion of each deliverables to the Project of MTC ATM. Duration of the Work 60 working days (May Oct 2018) Duty Station Jakarta Travel Plan Below is an indicative travel plan for the duration of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Qualification: Bachelor s Degree required with a concentration in business, finance, accounting, and/or related field. Experience: 10 years of proven experience in asset management in a governmental or multilateral organization Understand government s asset regulation Have experiences provide asset management trainings and mentoring to partners, government and non-government Ability to work with financial concepts and perform financial analysis including ROI, IRR and discounted cash flow modelling Computer literacy sufficient to operate spreadsheet and word processing applications (i.e. Microsoft Excel, Microsoft Word, Microsoft PowerPoint).

EVELUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Criteria Weight Maximum Point
