(Design-Build-Operate-Maintain Basis). REF: IITD/RB/STP-PQ/ President s Secretariat has retained Indian Institute of Technology Delhi as the Project Management Consultant (PMC) for setting-up a 2.0 mld Sewage Treatment Plant at the President s Estate, Rashtrapati Bhavan, New Delhi. PMC is seeking proposals for Prequalification from Bidders/Applicants to demonstrate their capability to execute this project on DBOM basis with the right vision and the necessary experience, capabilities, understanding and commitment to work with PMC to achieve outstanding results in settingup the project. Applicants are invited to submit the Pre-qualification (PQ) documents. Prequalified bidders/applicants will be issued bid documents to submit Technical and Financial bids subsequently. Pre-Qualification Documents SECTION I Salient details of the work for which prequalification bids are invited are as under: Name of work : Designing, Construction, and Operation and Maintenance for 7 years of 2.0 MLD Extended Aeration based Sewage Treatment Plant, including laying of 2 sewage rising mains for about total 2.2 km length, Sumps, Pump room, UV disinfection unit and constructed wetland etc. at President Estate New Delhi. (Design Build Operate Maintain Basis.). Period of completion : 10 Months from the award of the work Location of Project: The work is situated at the Rashtrapati Bhavan, New Delhi. General Features and Major Components of the Project: Overall frame work, operating philosophy, guidelines specified and broad design parameters shall be specified in the bid document to be issued to the Pre-qualified bidders. However, bidder is required to carry out the detailed engineering. IIT DELHI APPLICANT S NAME & SIGNATURE 1

2 STP shall consist of screens, aerated grit chamber, anoxic zone (de-nitrification), aeration zone, secondary settling tank, sludge thickener, centrifuge, UV disinfection unit, constructed wetland and other utilities as required. Special attention is to be paid to the preliminary and treatment of the sewage. For this reason, type and make of screen shall be specified in the bid document. 1.0 General: SECTION-II INFORMATION & INSTRUCTIONS FOR BIDDERS Vendors should submit their credentials in detail including documentary evidence by way of copies of Orders, proof of commissioning/operation of specific components, Completion certificates from clients, annual Reports with balance sheets etc. along with PQ document duly filled and submitted along with Prequalification (PQ) document. PQ document containing all information & supporting documents should be submitted in a sealed envelope clearly Super-scribing : "Pre-qualification Offer for the President State STP: Ref No: IITD/RB/STP-PQ/ to the Office of Project Management Consultant, Department of Civil Engineering, IIT Delhi, Hauz Khas, New Delhi latest by July 24, 2013 (15:30 pm IST).The Pre-Qualification (PQ) documents of the bidders will be opened in the presence of bidders on (16:30 pm IST) at the above mentioned office (Room No. 313, Block IV, IIT Delhi). Bidders may nominate their representatives in case they are willing to attend the above opening of Pre-Qualification (PQ) documents. Decision of the President s Secretariat on any matter regarding short listing of Vendors shall be final and applicant shall not enter into any correspondence with the IIT Delhi unless asked for. The tender documents (Technical and Financial Bid) for this project shall be issued on limited tender basis to the prequalified Vendors only. 1.1 Letter of transmittal and PQ Template are given in Section III. 1.2 The bidders are cautioned that not giving information called for in the application forms or not giving it in clear terms or making in any change in the prescribed forms IIT DELHI APPLICANT S NAME & SIGNATURE 2

3 or deliberately suppressing the information may result in the PQ bid being summarily disqualified. 1.3 The bid should be type-written. The bidder should sign each page of the application. 1.4 Overwriting should be avoided. Correction, if any, should be made by neatly crossing out, initialing, dating and rewriting. Pages of eligibility criteria document are numbered. Additional sheets, if any added by the contractor should be numbered by him. They should be submitted as a package with signed the letter of transmittal. 1.5 References, information and certificates from the respective clients certifying suitability, technical knowledge or capability of the bidder should be signed by the competent authorized person of the company. 1.6 Any information furnished by the bidder found to be incorrect either immediately or at a letter date would render him liable to be debarred from tendering. In case of false information and credential, action against such bidders shall be sought as per Indian Panel Code and applicable Indian laws. 2.0 Definitions: 2.1 In this document the following words and expressions have the meaning hereby assigned to them, 2.2 Employer, means the President of India, acting through the Consultant-in-Charge, IIT Delhi, New Delhi. 2.3 Bidder, means the individual, proprietary firm, firm in partnership, limited company private or public or corporation. 2.4 Year means Financial Year unless stated otherwise. 2.5 STP means Sewage Treatment Plant based on Extended Aeration Process with diffused aeration system to treat sewage. 2.6 Joint Venture- Bids submitted by a joint venture shall comply with the following requirements: IIT DELHI APPLICANT S NAME & SIGNATURE 3

4 The bid, and in case of successful bid, the Form of Agreement shall be signed by all so as to be legally binding on all joints venture partners. One of the partners shall be nominated as being in charge shall be called as Lead Partners, and this authorization shall be evidenced by submitting a registered power of attorney signed by legally authorized of all the joint venture partners. A certified copy by the company Secretary or the Legal Manager of the respective partner, holding the Power of Attorney, shall be only one who shall be authorized to receive instructions for and on behalf of the joint venture, fully responsible for the total accordance with provisions of the contract. All partners of the joint venture shall be liable jointly and severally for the execution of the work in accordance with the contract terms. A copy of the original agreement confirming the intent of the partners so entered into by the joint venture partner shall be submitted along with the bid. The partners shall meet the minimum criteria fixed under technical parameters as per their share of expertise in the joint venture must satisfy collectively for criteria. The technology provider cannot associate with more than one bidder, all such bids shall be disqualified. The bidder shall submit along with his Bid Agreement / MOU signed with the technology provider specifying the scope of services to be supplied by the technology provider. Both, the main contractor and technology provider will jointly sign the agreement with the employer. Responsibilities and obligation for the overall work will rest with the main bidder. 3.0 Method of application 3.1 If the bidder is an individual, the application shall be signed by him above his full type written name and current address. 3.2 If the bidder is the propriety firm, the application shall be signed by the proprietor above his full type return name and the full name of his firm with its current address. 3.3 If the bidder is a firm in partnership, the application shall be signed by all the partners of the firm above the full typewritten names and current addresses or, alternatively by a partner holding power of attorney for the firm. In the later case a certified copy of the power of attorney should accompany the application. In both cases a certified copy of the partnership deed and current address of all the partners of the firm should accompany the application. IIT DELHI APPLICANT S NAME & SIGNATURE 4

5 3.4 If the bidder is a limited company or a corporation, the application shall be signed by a duly authorized person holding power of attorney for signing the application accompanied by a copy of the power of attorney. The bidder should also furnish a copy of Memorandum of Articles of Association dully attested by a Public Notary. 4.0 Final decision making authority The Employer reserves the right to accept or reject any bid and to annul the process and reject all bids at any time, without assigning any reason or incurring any liability to other bidders. 5.0 Evaluation criteria Prequalification will be based on a combination of pass-fail criteria along with a scoring system of the Bidder s qualifications as demonstrated by the Bidder s responses in the attached Prequalification Documents (PQ) submission sheets and other requested documentation. 5.1 Essential Criteria: All the clauses of the essential criteria are to be met by a bidder for further evaluation as outlined in section Bidders shall be ranked as per their qualifications and marks shall be assigned. If a bidder does not meet essential criteria, he/she will not be short listed for participating in limited tenders Pass-Fail/ Essential Eligibility Criteria a The applicant/ bidder individually or in joint venture as lead partner must have successfully completed design, detailed engineering, supply, construction, erection, testing and commissioning of at least one working sewage treatment plant of 2.0 MLD based on Extended Aeration Process with diffused aeration system. b The bidder should have operated and maintained STP (as described in section a) for sewage treatment successfully for a minimum period of 2 years till 08 July c In case of applicant / bidder being a JV, one of the partners of the JV must have the experience of designing, construction and O&M of Extended Aeration based sewage treatment plant in India with diffused aeration system. d One technology provider cannot associate with more than one applicant. 6 e Bidder/lead partner should have executed sewage treatment plant/water treatment plant/construction project (single project of Rs 80 million) in High Security area of Government of India like Parliament/Rashtrapati Bhavan/DRDO high security areas. f Bidder/Applicant should have laid a sewer rising main of at least 1.6 km length. g. Bidder/Applicant should have constructed a 2.0 mld or higher capacity Sewage Treatment Plant which used PLC-SCADA system The bidders qualifying the essential criteria as set out in section 8.1 will be evaluated for following criteria by scoring method on the basis of details furnished by them. (a) Financial strength (Form A & B ): Maximum 15 Marks (b) Experience in specified work (Form C ) : Maximum 20 Marks (c) Experience in specified O&M work (Form D ) : Maximum 15 Marks (d) Quality Assurance, Environmental Conservation, Maximum 15 Marks And Management (Form E ) (e) Project Performance and delivery (Form F): Maximum 10 Marks (f) Organizational Structure and Personnel (Form G & H ) Maximum 15 Marks (g) Plant & Equipment (Form I ) Maximum 10 Marks Total 100 Marks To become eligible for short listing the bidder must secure at least forty percent marks in each and sixty percent marks in aggregate. The department however, reserves the right to restrict the list of such qualified contractors to any number deemed suitable by it. Even though any bidder may satisfy the above requirements, he would be liable to disqualification if he has: (a) Made misleading or false representation or deliberately suppressed the information in the forms, statements and enclosures required in the eligibility criteria document. 7 7.0 Experience in works highlighting experience in similar works 7.1 Bidder should furnish the following: (a) List of all works of similar nature successfully completed during last ten years in Form C (b) Operation and Maintenance (O&M) experience with STPs in Form D 8.0 Quality Assurance, Environmental Conservation and Management is to be furnished as per Form E. Separate sheets should be used to for each point mentioned in Form E Particulars of completed works and performance of the bidder duly authenticated/certified by an officer authorize to issue such credentials (not below the rank of Executive Engineer or equivalent) should be furnished separately for each project & O&M done in From F Organization and Personnel information Bidder is required to submit the information in respect of his organization in Forms F & G Construction plant and equipment Bidder should furnished the list of construction plant and equipment including steel shuttering, centering and scaffolding to be used in carrying out the work in Form H. Details of any other plant & equipment required for the work not included in Form F and available with the applicant may also be indicated Letter of Transmittal The bidder should submit the letter of transmittal attached with the document. Any effort on the part of the bidder or his agent to exercise influence or to pressurize the employer would result in rejection of the bid. Canvassing of any kind is prohibited.
