2 The DNSC has made significant advances in implementation of Grant activities by September The Grant development objectives are expected to be achieved. The following areas of management of Senior Executive Service (SES) have been analyzed through Grant activities and recommendations for improvements delivered, including: (i) a study of perceptions of political leaders on the results of the selection; (ii) a review of the selection process and definition of critical success factors; (iii) a comparative study of the normative framework on SES remuneration structures and non-financial incentives; and (iv) a study of the current remuneration levels among senior executives across the Chilean administration. Based on these findings, a program of study visits for members of Council of Senior Executive Service to three OECD countries and the National School of Public Administration in France (ENA) was designed. Subsequently, selected members of the SES Council visited the UK, Belgium, and the Netherlands to familiarize themselves with various practical management aspects in the above listed areas. As a result of an intensive learning and knowledge generation, afforded through the Grant, the DNSC has prepared reform proposals for strengthening the system of Senior Civil Service in Chile by introducing a more coordinated approach to management of SES, providing training and development opportunities, managing performance more effectively and defining a set of necessary competences for the key SES jobs. The legal amendments, prepared and submitted to the Congress, envisage a more pro-active role for DNSC in strengthening the performance of SES. Some legal provisions that create a parallel path into SES, such as transitional and provisional employment in senior posts are being proposed for elimination. This would contribute to better system integrity through adherence to merit-based selection and appointment. The design work aimed at upgrading the functionality and efficiency of the information management system completed in October Following that the data migration will occur and servers will be configured for the new system. In early 2016, the system will be subjected to a stress test, after which it will be launched in production phase in March This will complete the planned activities for the IDF grant. The design of Software, supported by the Grant (in the amount of US$140,000), is complemented by the investment into the hardware infrastructure on the part of the Government. The new system will facilitate enhanced transparency and efficiency in the process of competitive merit-based selection of senior executives and will enable monitoring of performance and professional development of senior officials. 11/13/2015 Page 2 of 5

Much basic information (including entry date, qualifications, and performance appraisal records) is processed manually. The DNSC made a decision to upgrade the HRM platform to enhance its capabilities, and to use IDF proceeds for developing SW application for monitoring SES performance Software upgrade is being implemented through a collective effort of an IT firm and a multi-disciplinary task force of DNSC. The consultancies that are being implemented will conduct a study of international experiences and will deliver results in the fallof Based on this results DNSC will choose the countries for study visits. International practices in merit-based selection and hiring, training and engagement, performance management and remuneration and incentives has been completed and published in DNSC publication Nr.4 of September A minimum of three events (in Santiago and in the regions) are held to disseminate the lessons learned from the reports produced by consultants and Chilean government officials who visited select international SES systems under the IDF grant.
