2 Vision & Mission To work as a specialized agency for social empowerment and poverty reduction with special focus on livelihood promotion of the poor and vulnerable communities and households by bringing about synergy among all line departments through convergence for empowerment of disadvantaged communities in Jharkhand.

3 About Us Jharkhand State Livelihood Promotion Society (JSLPS) was formed as an autonomous and independent society in the year 2009 under the aegis of Rural Development Department, Government of Jharkhand. The society was formed to serve as a special purpose vehicle for smooth implementation of poverty reduction strategies, pro-poor schemes and programs in Jharkhand especially for disadvantaged groups. The society works as a nodal agency for livelihood promotion strategies and interventions in the state and collaborates with various government departments, NGOs/CBOs, technical institutions and private sector partners. It functions democratically through its Executive Council (EC) and General Body (GB), which is represented by Secretaries from different Government Departments, policy makers, NABARD official, bankers, social workers and representatives of NGOs. The Chairperson of the General Body is the ex-officio Hon ble Minister, Rural Development, Govt. of Jharkhand, while the Executive Committee is headed by the Principal Secretary, Rural Development Department. The EC of the society is empowered to approve the systems and policies of the society as well as supervise day to day business. JSLPS was established by the State Government to anchor and implement the National Rural Livelihood Mission in Jharkhand in September 2011 and state chapter of the project was entrusted to society named as State Rural Livelihood Mission (SRLM). The JSLPS has initiated the SRLM s activity in the financial year The state level State Mission Management Unit (SMMU) was established within the society. The society has been headed by a full-time Chief

4 Executive Officer (CEO) who is ably supported by a Chief Operating Officer (COO) to look after the operational issues. A team of senior level professionals and thematic experts have been inducted in the team. The SMMU has unveiled its independent vertical at district and blocks as DMMU and BMMU respectively. OBJECTIVES i. To alleviate the poverty in the state, especially among the disadvantaged groups by bringing in convergence among various poverty reduction and empowerment programs or schemes. ii. To contribute to the lives of the rural poor throughout the state through empowerment and fostering strong self-managed grass root institutions and support investments for the groups of the poor. iii. To build support and service structures for providing social and technical guidance to the poor in their overall social progress and livelihood development and in doing so forging partnership and collaboration with relevant Govt. departments and NGOs. iv. Establish models for participatory social and economic development of the rural poor in conformity with all these objectives and prove their relevance, sustainability and suitability of replication. v. To facilitate knowledge and experience sharing among stakeholders including government departments, technical institutions, relevant autonomous agencies of the government, civil society organizations, non-governmental organizations, private sectors, community based organization and research agencies.

6 Executive Summary JSLPS has taken its initial, small but determined steps in rolling out the National Rural Livelihood Mission in the State. With support from two NROs SERP and BRLPS the society has been able to successfully establish Proof of Concept by developing eight resource blocks till March, 2014 Each of these resource blocks would create cascading effect by catering to the needs of another 25 intensive blocks in the State. JSLPS is actively engaged with 7480 SHGs in the State covering around rural poor households. Revolving Fund has been provided to 3723 SHGs and CIF to 1831 SHGs amounting to Rs and Rs lakh respectively. The senior CRP rounds from SERP started and helped in the formation of 97 VOs. In the financial year , JSLPS stepped forward and established partnership with 15 women SHG federations and their promoting agency PRADAN. The State tremendously benefitted from the immersion and exposure programs of its staffs and stakeholders (especially bankers) to the NROs due to which now the initial impediments in opening of bank accounts is cleared. A total of 4797 SHGs are with their own bank accounts. Total 3909 SHGs have received RF and total 2239 SHGs have received CIF. The total amount of RF and CIF released is Rs lakhs (Fifteen Crore Eleven Lakhs). Further, total 69 community cadres for MCP/MIP facilitation have been trained who are helping SHGs in preparing MCPs/MIPs. The livelihood intervention was initiated in seven resource blocks across three intensive districts. Two technical agencies viz. Action for Social Advancement (ASA) and Indian Grameen Services (IGS) were involved to support System of Rice Intensification (SRI) in the program. Similarly, The Goat trust Lucknow has been engaged as technical agency to support goat based livelihood intervention in three resource blocks of two intensive districts namely Ranchi and West Singhbum. JSLPS has signed a MoU with Kudumbashree, Kerala to adapt the Kerala MEC model to the conditions and requirement in Jharkhand and initiated the process in Sep Jharkhand SRLM Jobs & skills domain has conducted five job fairs in five different districts (viz. Bokaro, Dhanbad, Palamau, Garhwa and Latehar) where more than 3000 candidates have been sourced and placed with different agencies and employers respectively. Approval of Roshni Project was the breakthrough its star features includes100% Residential Program and 50% women participation mandatory.

8 Important Events May 2013 June 2013 NRLM core team recruited through external HR agency SIDS. Training on M&E concepts by UN WOMEN was held on 30 th -31 st May 2013 at New Delhi A brainstorming session was organized on June 8 th 2013 for assessing the feasibility to develop local micro Entrepreneurship Consultants (MECs) July days training was organized on SRLM-M&E system to all State, district and block teams in hotel Le Lac Ranchi. On this occasion, Prof. K.J Naidu consultant UNDP India imparted training to all participants on M&E and its uses in ensuring project effectiveness. SHG-MIS trainings organized for blocks and district level staffs at West Singhbhum and Ranchi district respectively from July 1 st to 4 th Jairam Ramesh Hon ble Union Minister for Rural development, GoI visited the villages of Makaranda and Jaraikela (Saranda area) of Panchpahiya cluster of Manoharpur resource block on 19 th July 2013 in West Singhbhum, Jharkhand Training on M&E concepts was held on 31 st July and 1 st August 2013 August 2013 National Consultation on Skills Development and Placement conducted in NIRD Hyderabad on 1 st August M&E learning workshop was held on 12 th -13 th August 2013 at New Delhi One day workshop on Assimilation Team Building of State Team Professionals conducted in collaboration with XLRI, Jamshedpur on 23 rd August Workshop on Goat rearing conducted on 27 th August 2013 in Ranchi. Two days training conducted for finance professionals in finance management on 30 th and 31 st August. September 2013 National workshop on NRLM & MGNREGS convergence held on 2 nd -3 rd Sept., 2013 T. Vijay Kumar Joint secretary (RL) cum mission director, NRLM, MoRD, GoI visited Manoharpur block on September 2, 2013 to review and observe the NRLM activities of grassroots. Bi-monthly review meeting of HR, IB/CB conducted at NMMU, New Delhi from Sept. 12 th to 13 th JSLPS Finance team actively participated in progress review meeting of finance division conducted in NIRD, Hyderabad from September 12 th to14 th 2013.

9 October 2013 Two days State Level Workshop was organized on Convergence of Water and Sanitation with MGNREGS on October 31 st to November 1 st 2013 in collaboration with UNICEF field office Jharkhand in hotel Holiday Home, Ranchi. MoU for partnership was signed between SRLM-Jharkhand and Digital Green, New Delhi on October 25 th 2013 in Ranchi. SRLM Jharkhand organized five job fairs in district headquarters of Garhwa, Medininagar, Bokaro, Dhanbad and Latehar from 21 st to 31 st October November 2013 NRLM orientation workshops for District Rural Development Agencies (DRDAs) held on 12 th to 30 th November JSLPS and Innovative Change Collaboration (ICCO) has signed up a Memorandum of Understanding on 11 th November 2013 at Ranchi 3 day training Program for Master book keepers was jointly organized by DMMU, Ranchi and team MIS of JSLPS from st November December 2013 Workshop on Baseline Indicator Finalization was held on 2 nd and 3 rd December State Resource Cell organized one day workshop in every district and for all blocks covered either under intensive or Home Grown Model on 3 rd December. JSLPS initiated a partnership with Digital Green for community transformation with the combination of technology and social orientation on 4 th December Community women participated in 3 day video production training at Manoharpur block of West Singhbhum. January 2014 The World Bank team on 9 th of January 2014 visited the Project area Home Grown Model at Gumla district. A State level review meeting was organized on 9 th -10 th January at Ranchi to assess the progress of NRLM in non- intensive blocks of Jharkhand. 3 days residential induction training program held at Ranchi. The main objective of the program was to orient the newly recruited staff of JSLPS on NRLM. February 2014 Ms. Shanthi Kumari (IAS) Chief Operating Officer (COO) visited SRLM, Jharkhand on 27 th and 28 th Februray The 18 th Executive Committee meeting of JSLPS was held on 11 th Feb, 2014 at FFP building Dhurwa, Ranchi. The COO, JSLPS presented the detailed agenda notes before the committee. A workshop on Convocation and Rolling out Strategy on 17 th and 18 th Feb 2014, was conducted at Hotel Chanakya, Ranchi were 141 MEC were selected across 3 districts out of which, 34 were Master Micro-Enterprise Consultants (MEC) that were selected and trained for the microenterprise promotion across three districts namely Ranchi, W. Singhbhum and Pakur.

10 March 2014 The Vision, Mission, Value and Identity Workshop for JSLPS were held from 11 th to 14 th of March, 2014 at Hotel BNR Chanakya. Dr. Amitav Mukherjee, Senior Advisor to NRLM, NMMU, New Delhi facilitated this workshop. A Mahila Kisan cluster level sammelan was organized at Lagdum panchayat campus in Pakur district on March 6, 2014 wherein 450 SHG members (Formed by JSLPS) from different villages of Pakuria block attended the program. A three day workshop was held on 20 th 22 nd March, 14 to take stock of the application performance of JSLPS MIS ( including its usability/functionality/scalability.

11 Management Structure Governance System Established The EC of the society is empowered to approve the systems and policies of the society as well as supervises day to day business. The GB and EC members comprise of senior level officers of the Government of Jharkhand, representatives of banks and other institutions. The state level State Mission Management Unit (SMMU) is established within the society, which is headed by a full-time Chief Executive Officer (CEO). The CEO is being supported by a fulltime Chief Operating Officer (COO) and a team of senior level professionals and thematic experts. Jharkhand State Livelihood Promotion Society has been designated by the State Government to anchor and implement the National Rural Livelihood Mission in Jharkhand in September JSLPS has initiated the SRLM s activity in the financial year The first Annual Action Plan of SRLM got duly approved in May 2012 and initial preparatory work got started. Governing Body and its functions : To achieve the objectives, the Governing Body shall: a) provide overall policy guidance and direction for efficient functioning of the Society and will be instrumental in bringing about strategic and policy changes that may be necessary for the support of the Project and other projects assigned to it by the State Government, b) review Project performance and secure active involvement and participation of institutions, non-governmental organization, voluntary agencies and individuals committed to poverty alleviation and provide necessary financial assistance to them, c) bring about effective decentralization in basic planning for poverty alleviation by involvement of the people through a process of training and awareness building and creation and /or utilization of structures formal or otherwise, d) secure constructive and participatory involvement of local people and grass root leadership for the achievement of Project's objectives and for this purpose establish and/or utilize formal as well as informal structures, e) consider and approve the balance sheet and annual audited accounts of the Society, presented by the President, f) consider the annual report and ratify budgets, g) consider evaluation and special reports commissioned by Project administration,

12 h) ensure that the Society considers any comments made by funding agencies on the progress and requirement in the implementation of Project sponsored and funded by them, i) ensure technical and non-technical resources by harnessing the existing Institutions and through establishing new ones, if required, j) advise to organize conferences, symposia, workshop etc. on matter related to the Society and to Project, and k) advise the State Government in implementation of poverty alleviation programs. Executive Committee and its functions: The Executive committee of the society shall discharge following functions: a) The EC shall provide policy guidance and direction for the functioning of the Society. b) Review project performance and undertake activities necessary for fulfillment of objective of the Society. c) To enter into agreements with other public or private organizations or individuals for furtherance of its objects. d) To secure and accept endowments, grants-in-aid, donations or gifts to the Society on mutually agreed terms and conditions, provided that conditions of such grants-in-aid, donations or gift shall not be inconsistence or in conflict with the objects of the Society or with the provisions of these Rules. e) To take over and acquire, by purchase, gift or otherwise, from Government, and other public bodies, from private individuals, movable properties or other funds together, with any attendant obligations and engagements, not inconsistent with the objects of the Society or with the provisions of these Rules. f) Subject to the provisions of Rule 5, power to sell or lease any movable property of the Society provided, however, that no assets of the Society created out of the government grants shall, without prior approval of the Government, be disposed of, encumbered or utilized for purposes other than those for which the grant was sanctioned. g) By resolution, to constitute standing/ad hoc committees or task forces/groups, etc., for various areas of poverty alleviation and decide in regard to their membership, powers, functions and liabilities. h) By resolution, to appoint Advisory boards or other special committees for such purposes and with such purposes and with such powers as the Executive Committee may think fit, and to dissolve any such committee or Board at any time. i) To delegate to the President, Vice President of Livelihood Promotion Society, Member Convener or any of its members and/ or to a committee/ group or any officer of Project such duties as it deems proper and also prescribe limitations within which the powers and duties shall be exercised or charges by the member/ committee / group /officer so delegate.

13 j) Consider the annual budget and the annual action plan, its subsequent alterations placed before it by the Member Secretary from time to time and pass it with such modifications as the Executive Committee may think fit. k) Setting HR Policy including staff positions and salary and incentive structure of the State Society. l) Appoint auditors for auditing the accounts of the State Society with the approval of the Governing body. m) Monitor the financial position of the State Society in order to ensure smooth income flow and to review annual audited accounts. n) Do generally all such acts and things as may be necessary or incidental to carry out the objectives of the State Society or any of them. Provided that nothing herein contain shall authorize the Executive Committee to do any act or to pass any by-laws which may be repugnant to the provisions hereof, to the powers hereby conferred on the Executive Committee and other authorities, or which may be inconsistent with the objectives of the State Society. o) To hire services of consultants, commission studies as it deems fit in the interest of the society.

14 Physical Achievements IMPLEMENTATION ARRANGEMENTS MADE AT DIFFERENT LEVELS Intensive Blocks: The core team of JSLPS has been recruited, inducted and placed. They are exposed to village immersion program. The team is instrumental to catalyze social mobilization, nurturing institutions of the poor, build capacities and skills, facilitates financial inclusion and access to financial services, support livelihoods and ensure convergence, partnership and networking. Professionals at state core team (SMMU) were recruited from the open market on contract basis. At present, the mission has following thematic unit at state level:- Social Mobilization and Institution Building (SM&IB) Social Development Livelihoods- Farm, Livelihoods-Non-Farm/ Skills and placements Livelihoods Off farm MKSP Human Resource M&E and MIS Knowledge Management and Communication Procurement Finance Each division is headed by senior level professionals and thematic experts. Non-Intensive blocks a. Initiation of State Resource Cell (SRC): A competent team of qualified and experienced professional is engaged with SRC to percolate ingredients of NRLM in partnership with DRDAs to existing SHGs formed during SGSY in non-intensive blocks of Jharkhand in August The time bound cascading facilitation of SRC is encrypting the vital evidence of NRLM compliant SHGs spread in the landscape of Jharkhand and catalyzing the advent of intensive approach in a cost effective manner. The initiatives of SRC has created the pool of thematic resource persons up to Panchayat level equipped and motivated to

15 facilitate the natural emergence of institutions of Poor and varsity of social capital in coming days. The vistas of knowledge and demonstration have started to inert its learning with ever expanding for SMMUs/DMMUs/BMMUs/PFTs/SHGs/VOs and Federations encompassing ownership and leadership. b. Formation of NRLM Cell: A dedicated unit has been conceived at DRDA as NRLM cell in the Annual Action Plan to strengthen the initiatives of SRC at village level. The inevitable need to bridge the huge gap of human resources at DRDA is ploughed through the formation of NRLM cell in all the 23 districts having non-intensive blocks. The process is widely accepted by the districts as 22 of 23 districts initiated the recruitment process and two already constituted the cell. NRLM cell is formed in 2 districts (Ranchi and Giridih). Engagement of qualified and experienced professional at NRLM cell has led the concentrated effort of DRDA in leading the process of affiliating institutions of poor groomed during the period of SGSY. c. Resource Pool Formation: Resource pool is identified as one of the key performing indicators of SRC. About 50 resource persons were targeted in the annual action plan of for each of the 23 districts. These resource persons will then be trained and nurtured by the state level master trainers. These trained district level pool of resource persons will then build the capacity of self help groups and would handhold active women and other community cadres. About 20 districts have already floated the EoI for empanelment of the resource persons in districts with the order of their respective Deputy Commissioners. About 459 resource persons have already been identified in the 10 districts. d. Hiring of agency for deployment of human resources at cluster level : As per the AAP for non intensive blocks in Jharkhand it was planned to recruit two persons at a cluster of 2 to 4 blocks in a district as subject matter specialists (SMSs) and one Panchayat coordinators to be deployed for each of the Model Panchayat. In order to avoid the procedural delays in recruitment it was decided in the Annual Action Plan of to deploy these human resources through NGO so that NGO could also provide some hand holding support to these human resources regularly for a fixed period of one year. The process of hiring of such agencies has been initiated in 20 districts through the orders of Deputy Commissioner. 13 DRDAs have already published the advertisements through printed media about inviting expressions of interests of the civil societies of the concern

16 district. In Ramgarh and Hazaribagh the selection process has reached to the final stage. First round of short listing is completed and final selection is in the pipeline. e. Model Panchayat Selection: The annual action plan has spelled the working strategy for non intensive blocks of the state. The strategy is loud about selection of one model panchayat in all the non intensive blocks of NRLM. The model panchayat shall create a learning hub in every non intensive block to scale the learning of the resource blocks. DRDAs, as per the Annual Action Plan of the state have identified and notified the final selection of all the 219 model panchayats in the district. f. District Coordination Committee-DCC (subcommittee of DLBC): Under NRLM, there is provision of committee at district level to ensure hassle free credit linkage to SHGs, which is stepping stone towards promotion of income generating activities among SHG members. Further, to ensure monitoring and hand holding support for credit linkage.dcc is formed in 15 districts through consistent and rigorous follow-up. DCC is formed in Gumla, Simdega, Khunti, Latehar, East Singhbhum, West Singhbhum, Saraikela-Kharsawan, Kodarma, Chatra, Giridih, Bokaro, Deoghar, Jamtara, Godda and Sahebganj. g. District level orientation program for DRDA officials and other stakeholder: After the inception of NRLM, there was a need felt to inculcate understanding about the concepts and provision of NRLM among all the stakeholders like Deputy Commissioner(DCs), Deputy Development Commissioner (DDCs)and officials of DRDA,BDOs, LEOs and Bankers. All together 17 district level orientation program were organized. h. Training and exposure of Lady Extension Officers (LEOs) to the BRLP and SERPs: As far as implementation of NRLM is concerned, in non-intensive block/district, LEOs are vital link between district and community/shgs. To make them aware about the key feature and provision of NRLM capacity building inputs has been given through training and exposure visit to BRLPs and SERP. All the 130 LEOs are given basic orientation training and have been taken to the field of BRLP and SERP for exposure.

17 SOCIAL MOBILIZATION & INSTITUTION BUILDING Take the first step and your mind will mobilize all its forces to your aid. But the first essential is that you begin. Once the battle is startled, all that is within and without you will come to your assistance. Under the Self Help Group (SHG) network at least one member from each identified rural poor household, preferably a woman, is brought in a time bound manner. The Mission will adopt differential strategies for social inclusion and mobilisation of all identified BPL households into functionally effective and self-managed institutions, with particular focus on inclusion of vulnerable sections like scheduled castes, scheduled tribes, disabled, landless, migrant labour, isolated communities and communities living in disturbed areas. Using participatory vulnerability assessment and ranking methodology it would identify the poorest and the most vulnerable amongst the BPL households. Both men and women from identified households would be organised into institutions of the poor (including farmers' organisations, producers' cooperatives etc.) for addressing livelihood issues. These aggregates would graduate into higher level institutions supported by community resource persons (CRP), which will ensure the processes of inclusion and mobilisation.

18 Major Activities 1. MoU with National Resource Organization (NRO) - Jharkhand State Livelihood Promotion Society (JSLPS) has signed MoU with two NRO SERP- Andhra Pradesh and BRLPS (Jeevika) - Bihar to continue the CRP drive in 13 resource blocks covering 6 districts named Ranchi, West Singhbhum, Pakur, Giridihi, Simdega & Palamu. Society for Elimination of Rural Poverty (SERP) is providing support in seven resource blocks in Ranchi, Simdega, Giridih & West Singhbhum, whereas Bihar Rural Livelihood Promotion Society (BRLPS) is providing support to 5 five resource blocks in Pakur & Palamu. 2. Partnership with 15 federations and PRADAN under Home Grown Model JSLPS has signed MoU with 15 federations and their promoting agency PRADAN (Tripartite Agreement) to build partnership with them in 14 blocks covering five districts named Khunti, Gumla, Lohardaga, Dumka & Godda. These blocks are called as partnership blocks under intensive approach. Social mobilization, institution building and livelihood is the focus like resource blocks to reduce poverty in the area. These federations are promoting SHGs, VOs and cluster level federations under the guidelines of NRLM. TRAINING, EXPOSURE AND IMMERSION SMIB team at SMMU & DMMU was instrumental for organising training programs, exposure visits & immersion for staff at various levels & for community institutions. 20 Social Development Poverty is not only a lack of money; it s a lack of sense of meaning. Social Development basically attempts to explain the qualitative, behavioral changes in the structure and framework of society and also to bring gender sensitization in relation to health, nutrition and gender discrimination in the community. Social Development strengthens VOs through Awareness for Women Participation in Gram Sabha and other institutions. Under Vulnerability Fund Reduction, namely 2 pilots have been initiated and its purpose is to control the vulnerable people s risk and 2 lakh grants is given. - Food Security Fund - Health Risk Fund The S.H.G brings Houseful Rice for the vulnerable and marginalized person has been initiated.

21 Thus, it mainly emphasizes on Village Organization s (VOs) development as the unit beliefs and its main objective is to provide facilitating the community to identify their problem, make solutions and finally it is the community who prepares to develop such VOs who themselves can function, provide training, strengthen so that the community act as one unit and to provide sustainable strategies to fight social issues. Achievements (FY ) Social issues like health, education, early marriage, sanitation etc. are inculcated as agenda in the regular weekly meeting of SHGs SHGs members have introduced the practice of Women's Aam Sabha in their respective village, prior to Gram Sabha to increase women participation. Exposure visits of 25 PRI members from West Singhbhum, East Singhbhum and Ranchi district to Kudumbshree Kerela. The visit was focused on: Importance of local governance Role and responsibilities of PRI members PRI- as a most important tool for development PRI-CBO convergence Final Study report on "Status of Human Trafficking in Jharkhand" has been submitted by M/s Gfk Mode, Kolkata. JSLPS had commissioned a study on human trafficking across 8 of the selected districts in the state for mapping and gap analysis to strengthen strategic livelihood to combat trafficking with appropriate and sustainable livelihood interventions. The selected districts are: 1. Ranchi 2. East Singhbhum 3. Dumka 4. Gumla 5. Latehar 6. Pakur 7. Simdega, and 8. West Singhbhum Anti- liquor drive/ campaign by women SHG members in Angara and Namkum blocks of Ranchi. Hand full rice practice in Village organizations. 23 Financial Inclusion Inclusion is the key that unlocks the door to acceptance In the financial year , the guidelines and processes related to Revolving Fund (RF) and Community Investment Fund (CIF) have been finalized for the state and trainings have been imparted to all JSLPS staffs including Community Coordinators. The preparations of MCP/MIP and application for RF have been geared up and simultaneously release and grounding of RF and CIF have been accelerated. Total 3909 SHGs have received RF and total 2239 SHGs have received CIF. The total amount of RF and CIF released is Rs lakhs (Fifteen Crore Eleven Lakhs). Further, total 69 community cadres for MCP/MIP facilitation have been trained who are helping SHGs in preparing MCPs/MIPs. The SHGs bank credit linkage has also been initiated in the seven Recourse blocks. The total 163 SHGs have been credit linked amounting Rs lakhs (One Crore Twenty One Lakhs and Fifty Thousand). The SLBC sub-committee (SHGs-bank linkage) meeting at state level has been regularized. In 18 districts District Coordination Committee (DCC) has been formed and meeting of 5 DCCs have been regularized. The BLBC meetings have been initiated in the seven recourse blocks; however, regularization of BLBC meeting is a challenge. Total 62 bank branch managers/officials from seven Recourse Blocks have been exposed to SERP, Andhra Pradesh to sensitize the bankers on SERP model of SHGs

24 promotion, strengthening and SHGs-bank linkages. In addition, more than 100 bank branch managers/officials (including members of SLBC sub-committee and DCC) have been exposed to SHGs promoted and strengthen in seven Recourse Blocks. Exposure visits of bankers (outside the State/in Recourse Blocks) resulted positively in accelerating opening of saving bank account of SHGs and helped in creating enabling environment for SHGs-Credit linkage. Hiring of two retired bankers as Consultants Financial Inclusion also helped a lot in sensitizing bankers, regularizing DLCC and BLBC meetings, accelerating opening of saving bank account of SHGs and creating enabling environment for SHGs-Credit linkages. Further, trust between community and JSLPS staffs as well as on NRLM program seem to be increased. During field visits it has been seen that the repayment rate is very good and the credit needs of members is higher than expected. In this Financial Year we are facing bottleneck in preparation of documents (MCP/application of RF/saving bank account opening/credit linkage). Seeing the bottleneck in documents preparation we have initiated developing community cadres, for example, Community Cadre for MIP/MCP facilitation.

25 Livelihood - Farm In a country well governed, poverty is something to be ashamed of in a country badly governed wealth is something to be ashamed of The livelihood intervention was initiated in 7 resource blocks across 3 intensive districts. Two technical agencies viz. Action for Social Advancement (ASA) and Indian Grameen Services (IGS) were involved to support System of Rice Intensification (SRI) in the program. Similarly, the Goat trust Lucknow has been engaged as technical agency to support goat based livelihood intervention in 3 resource blocks of 2 intensive districts namely Ranchi and West Singhbum. Efficient irrigation based vegetable cultivation is being continued, and farmer user groups were formed to support offseason vegetable cultivation. ACHIEVEMENTS (FY ) SRI, Community Managed Goat Rearing Intervention and Effective Irrigation based vegetable cultivation were the major livelihood initiatives undertaken.

26 1989 farmers, 168 SHGs from 93 villages in Ranchi, West Singhbhum and Pakur district have brought 265 acres of land under SRI farmers were provided with training, exposure or covered under mass meeting on various components like IPM and INM, crop cutting, yield estimation and vegetable cultivation farmers have been covered under vegetable cultivation. 38 numbers of Pashu Sakhi have been identified and trained to look after the Goatary activity in JSLPS adopted blocks. 42 Goat Clubs have been formed. Activities such as deforming, vaccination, green fodder stand and watering/feeding turf have been undertaken. 73 user groups were formed under effective irrigation based vegetable cultivation, undertaking drip irrigation with 129 farmers. 27 Livelihood Off Farm "It is possible to fly without motors, but not without knowledge and skill" Promotion of micro-enterprises as self-employment ventures has been an integral part of poverty alleviation and livelihood development strategies of the Government. SGSY, the most important rural livelihood intervention of the Government of India is estimated to have created 1.06 crore self-employed entrepreneurs during 1999 to About half of these enterprises were in the milch cattle sector, while 18% and 16% were in secondary and tertiary sectors respectively. A key issue that has been identified, from the experience of SGSY and its predecessor, IRDP is that, one-time support for establishing self-enterprises is not sufficient to

28 enable poor people to build a sustainable livelihood. There is need for sustained handholding and training support to ensure that the enterprises develop into sustainable sources of livelihoods. Even conventional enterprises started by those with access to capital and technical expertise have to access such support. Complexity of the issues related to technology, markets and finance demand that expert, yet cost-effective support mechanisms are available for entrepreneurs, more so for those from the poorer sections of the society. The poor are often attracted towards self-employment options through setting up micro-enterprises not because they have the skills or wherewithal to manage a business, but out of sheer compulsion. Often, people with professional education in business management find it difficult to deal with the issues of very small enterprises, primarily because of the differences in the world-view and experiences. Here too, having business management consultants from similar backgrounds as the entrepreneurs will help bridge the gap between business development needs of the entrepreneurs and business management knowledge that is available. JSLPS has signed a MoU with Kudumbashree, Kerala to adapt the Kerala MEC model to the conditions and requirement in Jharkhand and initiated the process in Sep The experience of the Kerala State Poverty Eradication Mission, popularly known as Kudumbashree, in creating a sustainable mechanism for enterprise support is worth closer examination. Kudumbashree has trained and placed men and women from amongst its community organization network, to provide continuous support to the large number of micro-enterprises in the State. These men and women are known as Micro Enterprise Consultants (MEC).

The follow-up action and field based support to the MEC was also carried out during the last quarter. The hand holding support was also provided to MEC for the successful completion of the assignment to practice in each of the month. The grading list is also prepared after a joint evaluation of mentor MECs, Resource persons from KUDUMBASHREE and point persons of the districts. 2. CREAM training:- We have successfully conducted the CREAM training (Certification of rural enterprise administration and management) of all 34 Master MEC at state level. All MECs are certified by CREAM certificate by The Timbaktu collective gave training on behalf of Kudumbshree, Kerala. This CREAM training is like TRAIN THE TRAINER model means these Master MECs will imparts the same module in TEAM (Training of enterprise administration and management) training to district level MECs. 3. EDP (Entrepreneur development program):- We successfully conduct this training in all resource district Ranchi, West Singbhum and Pakur by group of four member of our mentor MECs. Total 154 MECs from these three districts take this training. 4. Immersion in Kudumbshree: - All master MECs along few staffs from our resource district went to Kudumbshree, Kerala for filed immersion to look MEC model. They stay in 3 district of Kerala and see the wide range of ME and Support mechanism by MEC model in 15 days of immersion periods.

31 Livelihood Job & Skills The Aajeevika Skill Development Programme (ASDP) is a sub-mission under NRLM. It has evolved out of the need to cater to the occupational aspirations of the rural youth who are poor and to diversify incomes of the rural poor. ASDP gives young people from poor communities an opportunity to upgrade their skills and enter the skilled work force in growing sectors of the economy. Training and placement schemes are run in partnership with public, private, nongovernment and community organizations. Strong relationships are being built

32 with industry associations and employers. The target is to skill and place 50 lakh youths in the formal sector by Achievements (FY ) 1. 44,788 have been trained out of given target of 53,727 till March 2014 wherein candidates have been placed out of the total trained candidates so far. 35 Mahila Kisan Sashaktikaran Pariyojana If the farmer is poor then so is the whole country Eight project implementation agencies have been selected for starting implementation of Mahila Kisan Sashaktikaran Pariyojna (MKSP) in the state in the first phase, under which women farmers from 522 villages of 22 blocks in 10 districts are to be covered. In 2nd phase 10 project submitted under which project will cover another Mahila Kisan from 19 blocks of 11 districts of Jharkhand. The strategy proposed as are as: a) Conduct sub-sector studies and value chain analysis to identify the opportunities and its potential to get it leveraged to disadvantaged Mahila Kisan. b) Create expertise for sub-sector studies and value chain analysis among SRLM people and involve them from the study to the implementation phase, follow up and facilitation.

36 c) Formation of MKSP dedicated cell at state level that will extend continuous support to all the stakeholders in the field. Team of expert will also support in making detail project report of the PIAs sanctioned during d) MKSP Jharkhand will come up with a detail 5 year perspective plan by third quarter of financial year with a goal to develop model of green livelihood with sustainable agriculture practices for small and marginal farmer across the state covering 7 Lac Mahila Kisan that is 10% of women population in Jharkhand at working age i.e Lakh. e) Under MKSP perspective plan, livelihoods CRP to upscale the proved model across the state with 50 Lakhs MahilaKisan because small & marginal farmers have 22 Lac land holdings out of total 28.4 land holding spread among 69 working age rural women. f) In phased manner agriculture and allied livelihood model will be taken up and demonstrated. g) ICCO and SRLM have signed a MoU. Initially, this 2 years partnership under which ICCO will support SRLM will be for creating pool of professionals to roll out MKSP in Jharkhand in best possible manner. The specific role of ICCO supported MKSP cell are mentioned as follows: ICCO will provide HR support to SRLM at state level to create a dedicated MKSP cell at state level. State MKSP cell will facilitate first phase PIA in the preparation of detail project report. ICCO will facilitate SRLM in conducting Sub-sector studies and Value chain exercise. This team will facilitate district/block team and PIA for landing of project proposal in best possible way.

Such insights and experiences comprise knowledge, either embodied in individuals or embedded in organizational processes or practice. Communication is human contact and interaction with the aim to agree on something. Communication models shape the complex reality, trying to comprehend the relevant factors of the communication process. Therefore, they only represent a simplified model of reality, not reality itself.

38 a) JSLPS has launched its new website and it contains the updates about mission and JSLPS s progress b) E-bulletin: In order to keep the concerned stakeholders and internal employees updated, the society initiated E bulletin from the month of June, c) Partnership with Panchayatnama: A special pilot program was undertaken regarding knowledge building of communicating, a newspaper Panchayatnama, which is an initiative of PrabhatKhabar especially catering to the information needs of rural readers. This effort was adopted for the capacity building of SHG members under the mission. This informative paper is to be distributed once in every month to our SHG Members at a subsidized rate of Rs. 3.50/- copy. Panchayatnama is a weekly rural news paper and 1000 copies of any one edition would be purchased every month till March The USP of this innovative pilot lies in the fact that at a later stage the SHGs themselves will bear the cost of paper. d) Digital Green dissemination training initiated for documentation of best practices- The pilot project with Digital Green is commenced from 1 st November, 2013 to 30 th April, The project parameter and deliverables are elaborated below: - Total number 3500 households across 40 villages will be covered SHGs will be covered with an average of 6 SHGs/ village video dissemination groups will be formed whereby 2 SHGs make 1 dissemination group. - 4 CSPs will be involved in video production CSPs will be involved in dissemination where each CSP would cover 2 to 3 villages. - Presently 2 out of 9 videos have been shot and finalized. e) Documentary film on JSLPS A documentary film on JSLPS for foundation day was released by the name of PAHEL. The documentary is a 10 minute reel which describes in detail the works, functions and services of JSLPS. f) Communication and IEC support to Job Fairs and CRP Drives: The KMC team in consultation with thematic domains published posters and brochures for organizing job fairs in five districts of Jharkhand. Also posters have been published to facilitate dissemination and reinforcement of key messages during CRP drives. g) Internship Policy -Knowledge Management & Communication Cell initiated the Internship policy.

39 h) Writeshop with The Livelihood School: JSLPS organised a three day write shop with the livelihood school with the idea of enabling its employees for documenting of experiences/ best practices in all realms of rural development and particularly around livelihood promotion. i) Media coverage of various events & success stories -Mass media such as newspapers, magazines, radio or television are being regularly briefed about JSLPS s feat for disseminating information to even larger audience. j) Participation in organising various Fairs i.e Foundation day Jharkhand, SarasMela- The idea is to promote the branding of JSLPS and simultaneously provide a marketing platform to the SHGS. These fairs have helped Self Help Groups to promote under NRLM to exhibit and sell their products. This has paved the way for developing direct linkages with the buyers and customers and providing even wider exposure to our rural artisans. k) Two Musical films on CRPs Round strategy- Two musical films based on CRP Round Strategy were released. It showcased how to facilitate group meetings, institution building, trainings and other important components that come under the agenda of the CRPs Rounds. l) Branding Collaterals (Diary, Calendar& table calendars etc) - The KMC unit has designed brochures, newsletters, fact sheets, press releases, and other electronic and printed promotional materials), ranging from annual reports, bulletins Diaries, table calendars and so on. m) Team building workshop with XLRI- The workshop helped the new team to get to know and appreciate each other s strengths and constraints, and builds a collective identity as JSLPS Leadership Team as well as to develop a set of personal and group action items as the Leadership Team.

40 M&E and MIS The information that M&E programs and systems generate is critical for raising awareness and promoting a debate about the efficiency of public programs policies. It can empower citizens to hold their government accountable Under NRLM, JSLPS has established a monitoring and evaluation system enabling the programme to enhance overall effectiveness through establishing clear logical links between programme interventions and results. The M&E system is built upon the need for demonstrating accountability of DMMU/BMMU/partners and stakeholder by having strong mechanisms of measuring and managing results and learning. To this end, Monitoring Evaluation and Learning (MEL) is the guiding mechanism by integrating programmatic and institutional framework across the implementation structure i.e. SMMU, DMMU, BMMU and also cover Partner agencies & Technical Support Organization which will ensure accountability and higher degree of results. The M&E team undertakes sample checks and does regular random spot checks for output tracking and monitoring. These findings help the SMMU team to analyze the field observation,

41 validate MIS information, synthesize and present timely findings and recommendations on any strategic improvements to the SMMU. A system of monthly monitoring, learning and review has now been institutionalized at all levels. Monthly meetings are being held at Cluster, Block, District and State Level. Data from online MIS application Swalekha is used for decision making purpose at all levels. Baseline Study: The M&E unit has commissioned a baseline study by engaging services of GfK Mode Pvt. Ltd, Kolkata. A total of 6000 samples households have been taken across 16 districts. The baseline report is expected to be available in FY The M&E unit organized a two day workshop on Finalization of Baseline Indicator in Dec, 14 where experts from SERP, NMMU, PRADAN and Individual Consultants deliberated to finalize the indicators. JSLPS has developed transaction based Management Information System Swalekha for Community Based Organizations (CBOs). Swalekha means writing one s own book of accounts with focus on community managed book keeping. Swalekha is a community centric; MIS developed with support from Technical Agency Microware Consulting and Computing Pvt. Ltd., Gurgaon. JSLPS has also developed community one MIS bookkeepers per village. These MIS bookkeepers are responsible for data collection and validation during SHG meetings. Specific training programs have been designed for these bookkeepers for data analysis and monitoring and review of SHG performance at VO level. Necessary hardware facilities like Computer, Printer, UPS, Internet facility and separate MIS room have been provided at block level in 7 seven resource blocks. The same facilities would be provided in other blocks in the coming quarter. The flow of data from SHG is depicted below:

42 The application for tablet based MIS is developed and has been successfully tested in Angara block of Ranchi district. The procurement of tablets is in the final stage. System for monthly review meetings has been institutionalized at State, District, Block and Sub block level where overall progress of mission is assessed. Further, thematic reviews are also conducted by the teams as and when required basis. The RF and CIF disbursements take place every fortnight by the RF and CIF appraisal committee. The NMMU was instrumental in providing technical support to JSLPS in finalizing ToRs for EoI as well as RFP for the SHG profiling, Baseline Study and Process Monitoring. Technical support was also obtained by SRLM from NMMU in terms of sampling design and indicator finalization for the baseline study. Representatives from M&E division of NMMU also undertook visits to Jharkhand for orientating staffs on MIS and overall M&E framework envisaged under NRLM. The NMMU team also undertook field visits and provided critical feedbacks for further strengthening of JSLPS s MIS systems. Further concurrent monthly progress reviews done at National level helped the State receive timely feedback on its progress and system settings. Invitations and nominations of SRLM members to thematic workshops organized by UNWOMEN, NMMU and World Banks helped the state team in gaining more insights into the different dimensions of the program. JSLPS MIS is named as Swalekha. The ML&E domain aspires to demystify the concept of Monitoring and Evaluation among staffs of JSLPS and hence Training on Basic Concepts of M&E was organized for staffs from State, District, and Block level with support from NMMU.

43 Human Resource Resources are hired to give results, Not Reasons The state cabinet has approved HR structure for the SMMU, DMMU and BMMU and further delegated power to Executive committee JSLPS to create any new position that JSLPS will envisage during execution or the expansion of NRLM. So far, there are 65 SMMU, 192 DMMU and 520 BMMU level positions are approved by the cabinets for which the selection process is being carried out with help of external recruitment agency SIDS. 47 Procurement Not everything that can be counted counts and not everything that counts can be counted In order to procure the Goods, Services and Works required for the mission in time, an Annual Procurement Plan (APP) was developed simultaneously along with the Annual Action Plan for the year and sent to National Mission Management Unit (NMMU), New Delhi. Some of the activities especially different studies/piloting under Service Procurement head mentioned in the APP have been dropped during the discussion with NMMU. All the procurement has been made in accordance with the procurement guidelines of National Rural Livelihood Mission (NRLM). Prior approval from NMMU for some procurement activities have been obtained depending upon the earmarked threshold limit and the other procurement will be reviewed by NMMU/World Bank during their Post Procurement Review (PPR). In order to procure the goods and services in right time, right source, right price & right quality and also to maintain transparency, fairness, equal opportunity & economy, all the tender documents are being floated in the website of JSLSP, Notice Board as well as in the newspapers as per the

48 guidelines. All the procurement matters are being placed before the Committee (Purchase Committee/Technical Committee) for finalization. In order to ensure the quality of goods procurement, pre &post delivery inspection are being mad and samples of printing items are being tested. The activities of different service provider agencies are being monitored by the Program Units to achieve the milestone during the stipulated timeframe. Apart from this, the District Mission Management Unit (DMMU) has been oriented on the basic procurement to procure the small value items at district level by following the NRLM procurement norms. Some of the major activities undertaken by the Procurement during the year are as follows: a) Preparation of Annual Procurement Plan for the year and sent to NMMU in time. b) Establishment of 7 DMMU & 4 BMMU (Bundu, Kolebera, Thathainagar, Litipara) office. c) Refurbishment of DMMU, Ranchi and BMMU, Angara. d) Establishment & refurbishment of new SMMU Office. e) Completion of supply of furniture, fixture, computer, Generator etc. to all the DMMU & BMMU. f) MoU with NYKS for development of perspective plan for Model Village. g) Required furniture, fixture and printing items have been procured for the Sanjivani Project. h) Post Procurement Review of the Goods & Services for the year has been completed by the World Bank and their findings are yet to be received. i) The summary of the achievement of the Annual Procurement Plan is as follows. 50 State Resource Cell Institutionalization of SRC was one of the most awaited responses of the Department of Rural Development, Govt. of Jharkhand to bridge the appalling gap between ambitious goal of reaching out to cent percent rural poor households under NRLM and existing capacity within the state of Jharkhand. The exemplary proposal to create SRC was unanimously approved by the Hon ble Cabinet of Ministers, Govt. of Jharkhand. The genesis of State Resource Cell (SRC) under the aegis of Department of Rural Development, Govt. of Jharkhand within JSLPS emerged with a potential to harness the inevitable needs of Capacity Building of its entire stakeholders on NRLM

51 framework. The very syntax of State Resource Cell (SRC) is woven with the abject need in the state to develop a resource centre for learning, demonstration and knowledge sharing with dignified assimilation of local need, local wisdom, local language, local culture and historic transact of socio economic status in the vicinity of rural poverty of Jharkhand. The journey of SRC has so far been quite enriching in unleashing the potentials in the non- intensive blocks ameliorating the vistas for intensive implementation of NRLM in all the 259 blocks of Jharkhand. SRC has been proven as centre of possibilities in narrating the kinetic social capital in consonance of NRLM liberating the poorest of poor households from vicious circle of poverty with in a robust time line through a holistic inclusive process. SRC has not only been emerging as a vivid and virtual resource centre for the state of Jharkhand but also cascaded its amplifying footprints on the roadmap of NRLM for the other state as National level resource organization. Galvanizing efforts are being laid down by JSLPS to enhance the role of SRC as a self-reliant institutions to cater to the need of massive cadre of professionals, para professionals, community resource persons and emerging institutions of poor by achieving following milestones within a short span of its creation of merely one and half years:- A team of senior professionals from various arena of Social and Rural Development has assumed office at SRC in July 2013 SRC was quite instrumental in creating an enabling environment among the functionaries of DRDA, Bankers and NGOs by orienting them on paradigm shift from SGSY to NRLM in entire 23 Districts of Jharkhand. Primary stakeholders oriented on NRLM Deputy development commissioners (DDCS) 17 Directors DRDA 22 District NRLM cell officials 41 LDM 21 DDM 16 Bankers 247 NGOs 137 Others 59 District level NRLM cell is established under the aegis of DRDA to facilitate the capacity building process at non- intensive block level in entire 23 Districts. All POs, APOs and Technical Assistants of the DRDAs of the state have been immersed and imparted training at SERP, Hyderabad. They have been exposed to the practices and

52 processes under NRLM of Karimnagar and Nalgonda district of Andhra Pradesh. 5 out of 9 program SRC personnel have been immersed in SERP, Hyderabad for developing proper understanding about NRLM.(August September 2013) For developing readiness for Intensive strategy in non-intensive areas. Out of 127 total number of LEOs in state, 66Lady Extension Officers 34 from Khunti, Ramgarh, Dhanbad, Gumla, Latehar, Saraikela-Kharsawan, West Singhbhum were trained under immersion visit at BRLPS and 32 from Jamtara, Garhwa, Godda got immersion training at SERP from Jan March Orientation on MIS templates, Reporting Schedules and Online update provided to 24 district officials. 2 days MIS transitory workshop has been conducted for all 24 districts MIS Officials for updating of NRLM MIS. During this training, all the villages and gram panchayats of each district was uploaded. 2 day training of SHG profiling was conducted at Deoghar for profiling of all Women SHGs of the district. This included one day in-field hand holding to conduct the SHG profiling. A feedback session was conducted to mitigate doubts and confusion. Review meetings on SGSY settlement & closure activities and NRLM progress being conducted on a regular basis with DRDA officials viz; Directors, POs/APOs, Technical Assistants, Accounts Officers and Auditors. The role of SRC members in organising Rozgar Mela especially at Bokaro, Latehar, Dhanbad, Garhwa and Palamu held in Oct-Nov 2013 can t be overlooked whose good rapport with DRDAs and managerial competencies helped make these fairs achieve success in short notice. NRLM Orientation training Program conducted to capacitate among Ladies Extension Officers of Ranchi, Gumla districts in the month of Nov Quarterly Newsletter has been published for Non-Intensive areas for updating the progress of DRDAs and building capacity of Self Help Groups. It helps to appraise DRDAs regarding. Training Manual with reference material on NRLM compliant SHG Concept and Management in a participatory way with a piloting and learning experience with seven DRDAs. Cadres of Fourteen State Level Master Trainers have been developed to expand the resource pool in the state. Cadre of 323 District Resource Persons has been developed to extend the capacity building services to the Women Self Help Groups at their door steps in fourteen districts. Out of which 145 have been trained in 4 districts Deoghar, East Singhbhum, Lohardaga & West Singhbhum till March 2014 by the state level team. Unspent balance to the tune of Rs Crores created during SGSY period has been realized back in to the account of NRLM from all the 24 districts. Revolving Fund of the tune of Rs has been disbursed to 1020 SHGs to build their competency on financial discipline. Credit to the tune of Rs has been mobilized by 390 numbers of SHGs from Banks to satisfy their various consumption and productive needs.

53 State Resource Cell is committed to enhance the efficacy of the milestones achieved so far and extend supports and collaboration from all rounds to articulate the synergy of NRLM with 6.5 millions Rural Poor House Hold of Jharkhand.

54 Sanjeevani There is no tool for development more effective than the empowerment of women Sanjivani project is initiated by State government in 29 blocks of 13 Districts of Jharkhand under the banner of Jharkhand State Livelihood Promotion Society, Rural Development Department, and Government of Jharkhand. Women in every household play a role of central pillar and it has been seen that improvement of status of women in family reflects overall improvement of family. SHGs movement centered women is tried and tested model and successful approach of fight against poverty. State need a cadre of trained and motivated rural women who herself seen menace of poverty and fought it successfully who can train other rural local women be one like her.

55 Goal To empower the women of poor family by bringing them in SHG fold to ensure sustainable livelihood as well as to increase their reach for their entitlements and their participation in decision making process Objective In selected villages ensure universal coverage of families under SHG fold. Capacity Building of SHGs in the program villages with the help of Community Resource Person. To cover all SHG members under existing social security net. Supporting SHG to undertake livelihood activities of their choice to enhance their current income. Achievements (FY ) Under SHG Mobilization and Institution Building the total SHGs that were brought under SHG fold was as against the set target of No. of poor women one from one HH being brought under the fold of Sanjeevani was against the set target of Under Training of Community Members and Staff as against the set target of 983 a total of 1011 CRP participated in orientation cum selection training, out of which a total of 853 CRPs working as against the target of 983. Under Knowledge Management and Knowledge Sharing, 29 Block profile has been updated against 29 which was the target and which were desired. 127 success stories/ best practices are collected from the field with the target number of 300. Under AamAadmiBimaYojana which ensures social security of a total of 57,800 AABY is ensured out of Talking about Financial Inclusion, no set target as such was inked but the variables achieving impressive numbers were opening of SHG A/c which covered 3704 A/c, 7135 updating of savings accounts of SHGs, 1643 updating of loan accounts of SHGs and opening of Individual Accounts of SHG members. Livelihood Activities Through Convergence where SHG Members were targeted to be engaged with various trades through Jharcraft, forest department and so on covered 2142

56 SHGs. 144 SHGs were involved in SRI through convergence. 275 farmers were involved in SRI directly and 254 farmers involved in SRI through convergence. Special Interventions Undertaken in Sanjivani throws light on 6390 SHGs participating regularly in Gram Sabha meeting with 2608 Mahila Gram Sabha organized to strengthen women participation in Gram Sabha. Total 158 CRPs trained as master book keeper s and these CRPs developed 1419 SHG book keeper s who helped in rolling out of 4104 SHG books of records in new books provided by Sanjivani Project. Under the project 8620 SHG has received training on SHG module 1 and 7839 on SHG module 2. SHGs nurtured under Sanjivani participated and displayed their product in RojgarMela in Bokaro, Latehar and Morhabadi ground, Ranchi. They also participated in republic day celebration in Bokaro and Latehar district and got prize by district administration.

59 Meetings & Policy Decision The 2 nd Meeting of SLBC Sub Committee held on 6 th May 2013 at conference hall, Rural Development Department, and Government of Jharkhand. The agendas proposed goes as SLBC has been mandated to chalk out Functions, Frequency, Functionalities of the subcommittee to coordinate the SHG bank linkage and rolling out of NRLM. For strengthening the SHG bank linkage at district and block level, it was proposed to devise district and block level institutional mechanism and also chalk out their functions subject to the objective, an appropriate monitoring mechanism entailing- reporting formats, reporting channel and frequency of reporting, elemental to monitor the flow of credit to SHGs for SHG Bank linkage was proposed before the subcommittee. Under NRLM it was proposed to develop or seek conformity upon a single comprehensive format with fundamental documents necessary for credit flow to VOs/SHGs across the State. The exposure visit of the sub-committee members of the SLBC was organized from 14 th to 18 th April This exposure was an eye opener for all the members. The 15 th Executive Committee Meeting of JSLPS was held on 11 th May 2014 at Conference hall, Rural Development Department, Government of Jharkhand. It approved the Annual Action plan with suggestions to foster areas of convergence with other department by sharing the resource block areas. It was also suggested to study the commercial viability of NTFP such as Lac, Tamarind, honey etc. The 3 rd meeting of SLBC Sub Committee was held on 6 th June The NRLM, MoRD team (FI) shared the details of the overview of the SHG-Bank linkage status of Jharkhand and the steps to be taken to accelerate the process of SHG-Bank linkage in the state. The query on the MIS was discussed in the house and preparation for on line information exchange with banks which will ease the timely and transparent interest subvention for the SHGs.
