4 CPD Representative GS-301 Career Path Guide The CPD Representative is a HUD Mission Critical Occupation meaning that it is core to carrying out the primary mission of the Department. Whether you aspire to be a senior leader or choose to deliver steady technical expertise as a HUD Community Planning & Development professional, your contributions to the mission are valued and essential. The purpose of this career path guide is to provide you with a realistic preview of typical experiences, responsibilities, and duties associated with this occupation as well as strategies for developing and advancing your professional development as you grow your career at HUD. Your Career as CPD Representative SNAP SHOT The Office of Community Planning and Development (CPD) is responsible for the administration and management of community development grant programs that ensure HUD grantees develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expanded economic opportunities for low and moderate income persons. As a CPD Representative, you are responsible for managing a grant portfolio comprised of CPD formula and competitive grants, providing consultative technical assistance, as well as meeting community development needs and supporting CPD programs and initiatives. Specifically, you provide technical advice and assistance within the field office jurisdiction to carry out CPD programs. You provide consultative assistance in support of CPD programs and may manage a grant portfolio of CPD competitive and formula grants. As part of your grant management responsibilities, you review and conduct analyses of grant applications or performance reports for assigned CPD grantees, provide written recommendations to your supervisor for approval or disapproval, and conduct assessments that assist in the identification of grantees that pose the greatest risk to the Department. You are also called upon to collaborate with grantees, local communities, other agencies, and HUD staff as part of on-site meetings, workshops, or collaborative projects. Your Expertise Your role requires knowledge of the Department s legislation, regulations, and policy directives to provide general information, advice, guidance, and technical support to other staff members in the development of policy and procedures, as well as in monitoring, evaluating, and analyzing program performances data and requirements in assigned areas. You should also possess a basic knowledge of principles, concepts, methods, and standards of CPD programs, other related programs within HUD, and how they work to effectively move grantees from policy to program implementation. Previous Experience It is advantageous for the CPD Representative to have experience in the following areas: analyzing and evaluating program processes, procedures, and grantees performance; dealing with problems and relationships of procedural or factual nature; researching, reviewing, monitoring, and evaluating documents and reports for factual accuracy and adherence to clearly delineated requirements; and identifying methods for improving the effectiveness of CPD programs. 1 CPD Representative Career Path Guide
5 Key Duties and Responsibilities GENERAL ALL GS LEVELS The CPD Representative role is divided into three major responsibilities: consultative assistance, grant portfolio management, and collaboration and coordination. As described later in this document, the level of sophistication for each of these responsibilities depends on your particular grade. Below is a brief description of each major responsibility: Consultative assistance provide technical advice and guidance for the full range of CPD programs and new initiatives to applicants, grantees, community organizations, elected officials, citizens and others in the planning, execution, and implementation of program and community development needs and initiatives. Grant management, review, assessment, and monitoring manage or support a portfolio of CPD competitive and formula grants, to include: review and analysis of applications or performance reports for assigned CPD grantees and making recommendations for approval or disapproval; review and assessment of grantee performance through the analysis of grantee submissions, performance reports and other methods such as management and financial systems; conducting assessments that assist in the identification of grantees that pose the greatest risk to the Department and how to address their issues; and providing written assessment and evaluation results and recommendations. Collaboration and coordination collaborate with local communities by proactively participating in on-site meetings with grantees; participate in interagency workshops, working groups, or tasks forces; collaborate on projects with other HUD Staff or participate in ad hoc groups; and participate with team members to recommend initiatives or actions to management that support the development and implementation of program goals and objectives. They learn by experience working with client groups and they learn from peers in both formal and informal mentoring relationships. Mentoring is an effective way to gain skills and develop competencies outside of a formal training setting. Mentors provide mentees with developmental feedback, challenging assignments, as well as technical coaching. Mentees have an opportunity to test out new behaviors and tasks and practice skills such as oral communication and negotiation with high-level officials tasks that are often challenging and critical to performance in this field. Mentors also benefit from the mentoring relationship. Serving as a mentor strengthens work-related skills, increases confidence, improves communication skills, and improves leadership skills. In addition, mentors benefit from the satisfaction of knowing they are helping someone else achieve their career goals. Entry-Level CPD Representatives should continually seek mentoring from Senior CPD Representatives and CPD Program Managers, who should themselves look for opportunities to mentor the next generation of talent in this area. Advancement As a CPD Representative, you have the opportunity to advance within your current role and to take on higher level roles at HUD Field Offices or at Headquarters. However, being eligible for promotion does not guarantee you will be promoted. Typically, you must compete and be selected for a vacancy at a higher grade level unless the promotion is within a "career ladder". Career ladder is the term used to describe a position that is filled at an entry level to allow an employee to develop, through training, to the full performance level. 8 employee within a career ladder is made without competition. When a position has a range of grade levels, for example 5,7,9,11, with a maximum grade of 12, and the vacancy announcement stated that there was promotion potential to the 12, it is a career ladder position. Normally, after completing one year you are eligible for promotion to the next grade. Presidential Management Fellows (PMF) also have specific rules that govern their opportunities for advancement during and after completing their fellowship. The PMF Program is administered by the U.S. Office of Personnel Management (OPM). Fellows are hired at the civil service ranks of GS-09, GS-11, or GS-12 with Excepted Service appointment status at the beginning of their two-year fellowship. Following satisfactory completion of each year of the fellowship, Fellows are eligible for promotion to the next GS level (or equivalent pay band, depending on agency) but cannot be promoted higher than GS-13 during the fellowship. After successful completion of the two-year fellowship, the agency may non-competitively appoint the Fellow to a full-time, permanent position, granting the Fellow career or career-conditional status. 5 CPD Representative Career Path Guide
9 CPD Representative (Trainee) GS-7/9 CPD Representative Grade Levels As a GS-7 or GS-9 CPD Representative, you are in an entry level position that introduces you to the basic responsibilities of a CPD Representative and helps to build your familiarity with community development programs, policies, and procedures. This role is advertised less often than other CPD Representative roles, as employees will enter with background knowledge and experience that qualifies for the standard CPD Representative position. In this role, you receive classroom and on-the-job training in the following areas: Performing basic research and analysis of responses to program and or project specific requests for information, policy determinations, program waivers, contract conditions, and sanctions. Preparing proposed material for incorporation in policy guidance related to HUD funded programs carried out by State and local government and non-profit grantees. Establishing effective communications and working relationships with CPD Field and Headquarters staff. Reviewing and analyzing a wide variety of materials and report data. Assisting in preparation of briefing papers for various meetings, conferences or training. Assisting in the development of program and technical policies, procedures, and standards relating to CPD programs. Education & Qualifications At the GS-7 level, you should have at least one year of experience analyzing and evaluating program progress and procedures and grantee performance, interpreting the intent of guides that exist, and in the development of performance measures. You should be able to perform basic research and analysis of responses to program and or project specific requests for information, policy determinations, program waivers, contract conditions, and sanctions. To reach the GS-9 level, you should also have experience dealing with problems and relationships of a procedural or factual nature; researching, reviewing, monitoring and evaluating documents and reports for factual accuracy and adherence to clearly delineated requirements; and identifying methods for improving the effectiveness of the CPD program. You can also qualify for these positions with a 4-year bachelor s degree, education beyond a bachelor s degree, at least 3 years of post-high school education and 3 months of relevant experience, as well as a combination of education and experience. 11 CPD Representative GS-9 As a GS-9 CPD Representative, you work under the direction of a Program Manager or Director and are responsible for managing a grant portfolio comprised of both CPD formula and competitive grants, providing consultative technical assistance, as well as meeting community development needs and supporting new initiatives. You are responsible for providing technical advice and programmatic assistance to applicants, grantees and community organizations in the planning and implementation of program and community development needs and initiatives as well as grant application and submission processes. You review grantee performance, conduct assessments, monitor performance, and make recommendations based on your findings. You perform research, needs assessments, and analyses on programmatic techniques and policies in support of HUD programs. Your responsibilities also include assisting in the development of technical assistance delivery plans and analyzing community trends and strategies. You may also be involved in grantee training, technical assistance, on-site outreach, or community engagement. Education & Qualifications Relevant experience may include serving as a liaison to State and local governments in providing advice and guidance on grant applications and approaches; monitoring community development activities on-site for compliance with program requirements and ensuring that program activities achieve maximum utilization of funds; handling community development activities for a local agency including grants, loans and other projects and ensuring that applications funded are eligible and meet program requirements; independently conducting reviews and negotiating with local agency officials to correct aspects of the operation that are not consistent with Federal requirements. A Master s degree or equivalent graduate degree, or 2 full academic years of progressively high lever graduate education. Or, you may substitute these requirements with a combination of successfully completed graduate level education and experience. Knowledge, Skills, and Abilities Knowledge of CPD and related programs. You have basic knowledge of principles, concepts, methods, and standards of Community Planning and Development (CPD) programs, other related programs within HUD, and how they work to effectively move grantees from policy to program implementation. Knowledge of organization practices and procedures. You have basic, practical knowledge of administrative practices, technical methods and operating procedures common to the organization, such as channels of communication, delegation of authority, reporting requirements, etc. which pertain to the assigned CPD programs. Knowledge of Department legislation, regulations, and policy directives. You are aware of established Department legislation, regulations, and policy directives to provide general information, advice and guidance, and technical support to other staff members in the development of policy and procedures as well as monitoring. Knowledge of analytical and evaluative techniques. You are aware of analytical and evaluative techniques to the identification, consideration, and resolution of procedural or factual issues related to the assigned CPD programs. Knowledge of analytical principles and practices. You have basic knowledge of economic and accounting principles and practices and the analysis and reporting of financial data to provide an analytical review and assessment of grantee performance. 14 CPD Representative GS-11/12 As a GS-11/12 CPD Representative, you work under the direction of a Program Manager or Director and are responsible for providing financial analysis and evaluation for the purpose of ensuring program compliance, as well as technical advice and assistance within the field office jurisdiction to carry out CPD programs. You are responsible for providing consultative assistance in support of CPD programs to applicants, grantees, community organizations, elected officials, and others. You provide instruction, regulatory guidance, recommendations, training workshops, and technical assistance to build capacity and increase program effectiveness. You are expected to manage a grant portfolio of CPD competitive and formula grants, which involves detailed application and document reviews; assessment and evaluation of grantee submissions, performance reports, and financial systems; and monitoring grantees for compliance with laws, rules, and regulations to identify those that pose the greatest risk. You also collaborate with a broad range of CPD stakeholders including grantees, local officials, the general public, other agencies, and other HUD staff. Your role requires a high degree of judgment in interpreting, adapting, and applying broadly defined legislative and policy guidelines to a wide variety of approaches and administrative problems affecting program operations. Education & Qualifications At the GS-11 level, you should possess at least one year of experience at the GS-09 level, which could include experience with community development programs; providing advice and guidance on grant applications and approaches; monitoring community development activities for compliance; ensuring program activities achieve maximum utilization of funds; handling grants, loans, and other projects for a local agency; and conducting reviews and working with a local agency to correct aspects of their operations. At the GS-11 level, you may substitute education for specialized experience by holding a Ph.D., equivalent doctoral degree, or 3 full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. Or, you may substitute a combination of successfully completed graduate level education and experience. At the GS-12 level, you should have at least one year of experience equivalent to the GS-11 level, which includes thorough and comprehensive experience with the community development programs and the activities described above. 17 Senior CPD Representative GS-13 As a Senior CPD Representative, you will continue to operate in a HUD Field Office, but will take on more advanced community engagement responsibilities and serve as one of the principal advisors to the CPD Field Director. You will act as a key point of contact between HUD and assigned local communities for a variety of CPD Programs that assist communities in managing the foreclosure issue, creating jobs and increasing public-private partnerships. You will also serves as team leader, working with other CPD Representatives and counterpart staff from other offices within HUD and other agencies to solve particularly complex problems and issues. In this role, you will utilize your extensive knowledge of the Department's legislation, regulations and policy directives in four or more of the agency s programs to assist in providing information, advice and technical assistance to grantees, elected officials, Chief Executive Officers, senior level staff, managers and other officials at the city, county or State government levels, as well as private-not-for profits and private businesses. This will involve organizing and conducting meetings with high level management officials, working to resolve unique, unusual and sometimes controversial issues. You will also monitor and evaluate recipients of CPD Programs and other grants. This process requires planning, scheduling, conducting on-site reviews, analyzing information, coordinating group activities and recommending subsequent actions. Your role requires considerable communication and negotiation skills, a thorough understanding of CPD programs and procedural aspects of grant management, ability to translate administration policy goals into effective implementation strategies, and judgment and initiative to overcome obstacles to program implementation. Education & Qualifications At the GS-13 level, you should possess at least one year of experience as a CPD Representative at the GS-12 level, which should involve comprehensive experience with community development programs; providing advice and guidance on grant applications and approaches; monitoring community development activities for compliance; ensuring program activities achieve maximum utilization of funds; handling grants, loans, and other projects for a local agency; and conducting reviews and working with a local agency to correct aspects of their operations. A Ph.D., equivalent doctoral degree, or other higher level graduate education leading to a Ph.D. or LL.M. are a plus, but cannot be substituted for the required experience. Knowledge, Skills, and Abilities Knowledge of CPD technical assistance. You have expert knowledge and mastery of the policies, procedures, requirements and objectives of CPD technical assistance and management of technical assistance cooperative agreements for the provision of technical assistance based upon the demandresponse model. Knowledge of grants and cooperative agreements. You have technical knowledge of Federal and HUD grants and cooperative agreement regulations, policies, and procedures, and grants management requirements relevant to the technical assistance awards Knowledge of CPD programs and operations. 20 CPD Program Manager GS-13/14 As a CPD Program Manager, you operate out of a HUD Field Office and are responsible for the supervision of a Program Management Team that includes a wide variety of skills and disciplines. Staff positions you may oversee include CPD Representatives, Financial Analysts and other specialists, Program Assistants, CPD Representative Trainees and other generalists and professionals. You have responsibility for the administration and management of all CPD Programs within your assigned area. You and your team members are responsible for providing services to assigned grantees (State, local governments or non-profit agencies) and representatives of the private and public sectors including educational and financial institutions. Examples of your management duties include ensuring that subordinates are developing and adhering to schedules for program planning, development and execution; ensuring adherence to goals and objectives of the management plan; coordinating the work schedules and progress reports of subordinates; planning training programs to provide better service to communities and improve staff performance levels; and developing and implementing plans for the effective management and administration of program data and data processing functions. You also serve a coordination function and either directly or through assigned staff prepare and conduct informational and technical briefings on CPD programs for prospective grantees, and other client groups. You serve as a major point of contact with various representatives, including elected and appointed officials of Federal, State, and local governments, and other private and public sector organizations. You assist your team members in the development of short-range and long-range plans and goals related to assisting grantees in meeting the CPD Programs requirements, and coordinate proposals with other HUD program areas to assure compatibility and consistent and measurable goals. You also serve an important monitoring function and regularly schedule visits to review progress, program weaknesses and strengths, and technical assistance services, either through your staff or technical assistance providers. Education & Qualifications At the GS-13 level, you should possess at least one year of experience as a CPD Representative at the GS-12 level, which should involve comprehensive experience with community development programs; providing advice and guidance on grant applications and approaches; monitoring community development activities for compliance; ensuring program activities achieve maximum utilization of funds; handling grants, loans, and other projects for a local agency; and conducting reviews and working with a local agency to correct aspects of their operations. You should also have experience providing occasional support and guidance to more junior CPD Representatives in performance of their duties. At the GS-14 level, you should possess all of the experience described above, in addition to at least one year of experience administering and managing HUD programs, including supervising a team of CPD Representatives and/or other HUD specialists, generalists, and other professionals. Knowledge, Skills, and Abilities Knowledge of CPD programs and operations. You possess extensive and substantive knowledge of CPD policies, programs, regulations, and procedures and their interrelationships with other programs administered by HUD and where appropriate other Federal agencies. Ability to lead and direct programs. You are able to manage and direct programs through a subordinate staff, and to provide management guidance and oversight to counterpart managers in CPD Field Offices. Ability to think broadly. 23 CPD Field Director GS-15 As a CPD Field Director, you have broad responsibility to develop and execute annual and multiyear plans that are aligned with Departmental strategic goals and are responsive to specific needs of the community. In addition to providing strategic and technical guidance, the role involves management of a staff of CPD professionals within your Field Office, coordinating staff activities, developing employees, and managing employee performance. You are responsible for overseeing the effective management of a grant portfolio, CPD formula and competitive programs covering large metropolitan areas and significant financial investments, ensuring the timely processing of grant applications, contract execution, and compliance with statutory and regulatory requirements, as well as HUD guidelines. In collaboration with the CPD Directors within your regional jurisdiction, you may initiate and oversee research and data analysis of controversial issues and trends or the identification of a commonality of community needs to be addressed which may impact the entire regional jurisdiction or a local community. You also develop, coordinate, and formulate internal and external program policy issues that affect division operations, short- and long-term program missions, objectives, goals, schedules, and functional or operational initiatives. In this role, it is important to leverage opportunities to work on an interagency basis with federal, state, national, and local authorities to achieve community development goals and objectives. Education & Qualifications One year of specialized experience equivalent to at least the GS-14 level. 26 CPD Specialist GS-7 to GS-13 As a CPD Specialist, you are part of the same series as the CPD Representative role, but perform a distinct yet no less critical function within HUD. Your career path spans multiple GS levels and enables opportunities for growth throughout your career. Although there is no expectation that CPD Representatives become CPD Specialists at some point in their career (or vice versa), we provide basic information about this career path here as it may be an option for some CPD Representatives. Unlike CPD Representatives who operate in HUD Field Office and frequently engage local HUD grantees and stakeholders regarding the full range of CPD programs, you typically operate out of HUD s headquarters in Washington, DC and specialize in a specific HUD grant program such as HOME, Community Development Block Grant (CDBG) programs, Housing Opportunities for Persons with AIDS (HOPWA), various Homeless Assistance Programs, disaster recovery programs, and several others. You act as a policy and program expert and provide technical advice and guidance for Field Office staff or other HUD Headquarters staff. Although you may have some engagement with the public, it is often at a higher level and related to developing and interpreting HUD program policy, planning and supporting committees and conferences, and acting as a liaison and subject matter expert regarding a specific HUD program. In addition, you also conduct research; prepare training materials, briefings, and other report materials; and make recommendations regarding policy, program goals and objectives, management resources, and procedural requirements. Education & Qualifications You must have one year of specialized experience equivalent to at least the previous grade level that includes administration of or concentrated focus on an individual grant program (e.g., CDBG, HOME).
