1 POSITION NO: DATE APPROVED: DEPARTMENT: DIVISION: Infrastructure Development Infrastructure & Recreation CLASSIFICATION: Band 6 POSITION OBJECTIVES Assist the, Development Team (Team Leader Development with timely processing of land use and subdivision development applications to ensure a high standard of built environment and community outcomes. To provide a high level of service to internal and external customers. Where required; assist the Infrastructure Development Department with other related duties within the incumbent s competency such as drainage investigations and approvals, traffic investigations or supervision of developer works as required. KEY RESPONSIBILITY AREAS 1. GENERAL As a member of the Team: Provide a variety of engineering services and other duties within the employee s skills, knowledge and experience for both internal and external customers as directed by the Team Leader Development. Comply with relevant statutory and government legislation, objectives and priorities for tasks undertaken. Meet all Occupational, Health and Safety (OH&S) requirements for personal activities, and in relation to consultants. Contribute to the development and maintenance of standardised requirements for new developments. Contribute through one s own behavior and demeanor to a positive image of the Infrastructure & Recreation Division. Make recommendations on Planning Permit conditions, and Council s infrastructure standards and policies relevant to this position. Ensure that efficient and appropriate consultation is undertaken with all relevant stakeholders. Carry out all duties with due regard to council s desire to maintain a high standard of service and promote good public relations.
2 DEVELOPMENT APPROVALS Review and check assigned Development Plans, Town Planning Applications, and assigned engineering plans, and detail civil engineering requirements, and set conditions as appropriate. Liaise with developers, engineering consultants, service authorities and other external stakeholders to achieve best infrastructure outcomes. Ensure infrastructure fees (plan checking and supervision) and bonds are managed in accordance with Council policy and processes. Assist in identifying the short to medium term (1-5 year) impact of developments on Council s infrastructure and develop business cases for their provision. 2. ENGINEERING Carry out property related drainage investigations related to land use and future subdivision development, including reports and recommendations. Includes attending public meetings, consultant meetings and on-site meetings when required. Provide engineering advice and respond to queries on proposals prepared by developers and council staff. Monitor and report on the status of nominated projects as required. Ensure that action is taken to address deviations from the approved project program ORGANISATIONAL RELATIONSHIP Reports to: Supervises: Internal Liaisons: Team Leader Development Nil Latrobe City Council personnel External Liaisons: Landowners, community groups, government departments, service authorities, property developers, professional consultants and contractors. A. ACCOUNTABILITY AND EXTENT OF AUTHORITY The incumbent is responsible and accountable for: Working independently within a Council policy framework and as part of a team. Timely execution of assigned duties, within approved budgets. Providing advice of a technical nature to clients, contractors, developers, other Council Teams, public service authorities and the general public within the employee s skill, knowledge and competence, referring decisions that may be significant for clients for review by senior employees.

JUDGEMENT AND DECISION MAKING The incumbent must be able to: Assess options and make technical judgments to ensure the best outcome for both internal and external stakeholders (guidance and advice is always available) considering their impact on Council s infrastructure asset networks. Solve problems using guidelines or adapting previous experience to new situations. Recognise when matters are within delegated authority, legislative requirements, established policy or recognised standards, and when guidance and advice as required from internal and external resources. C. SPECIALIST SKILLS AND KNOWLEDGE The incumbent must have: Comprehensive knowledge and understanding of civil engineering design or project delivery practices. Some knowledge of Council Planning processes and standards. Some knowledge of specifying engineering requirements. Experience discussing design details with stakeholders to explain positive outcomes. Good analytical and report writing skills Experience in and willingness to access construction sites and/or rough terrain areas. The following skills and knowledge are desirable: Good knowledge and understanding of the accepted standards, practices and legislative requirements appropriate to municipal and civil engineering services and project delivery. Strong engineering skills and knowledge as it relates to subdivisions including the underlying principles and practices. Consultative skills and appreciation of political context. Knowledge of and ability to operate a range of contemporary engineering software (e.g. AutoCAD, 12 D, Microsoft Office). Knowledge of the accepted standards and practices appropriate to municipal and civil engineering design including traffic engineering principles and practice, and road safety auditing and road safety engineering. Knowledge of Council s standard specifications and drawings, Council policies, statutes, Signing Code of Practice and relevant Australian Standards and Codes. Knowledge of Occupational Health and Safety requirements relating to the duties of the position.
4 D. MANAGEMENT SKILLS The incumbent should have demonstrable ability to: Adhere to policies and procedures while simultaneously putting the customer first. Manage time, plan and organise effectively. To communicate with the public and to effectively resolve queries and issues raised under stressful condition, always seeking to put the customer first in achieving a win-win solution. Interact with senior levels of management, consultants, ratepayers and authorities to gain their cooperation and assistance in the administration of duties and resolution of issues. Liaise and discuss technical issues with counterparts in other organisations and with other Council employees to proactively facilitate understanding of issues. E. INTERPERSONAL SKILLS The incumbent must have: Well-developed communication skills. Understanding of the long term goals of the Council and its values and aspirations and of the legal and political context in which it operates. Ability to listen to and understand other points of view. Ability to liaise with counterparts in other organisations to discuss specialist issues. Ability to interact and gain cooperation and assistance from the public and other staff. Ability to liaise with engineering consultants and developers. Neatness and accuracy of work. Good customer relation skills. Good written communication skills to provide clear and concise correspondence and reports. F. QUALIFICATIONS AND EXPERIENCE The incumbent requires: Tertiary qualifications in a civil engineering discipline with some civil engineering experience. Exposure to and an understanding of the land subdivision process, including the town planning, design and construction phases. Experience in undertaking drainage investigations and advice. Demonstrated experience in the development of capital works project estimates. Ability to work as part of a team and develop a good internal working environment. Basic design skills relating to road / drainage projects. Demonstrated experience in working within a team environment. Current valid driver s licence.
5 It would be advantageous if the incumbent had: Extensive experience in providing expert advice related to the planning, design and provision of civil infrastructure for land developments and/or subdivisions. A good understanding of legislative requirements for drainage obligations. Proven Local Government engineering experience (or equivalent). Experience in the management and supervision of land subdivision developments.
