Complaints and Appeals
What do the Standards say? Must have a complaints policy RTO, trainers, assessors, other staff Third parties Learners Must have an appeals policy These may be combined
What do the Standards say? Principles of natural justice Procedural fairness Publicly available Procedure to follow Acknowledged in writing Provision for independent mediator
What do the Standards say? Finalise within 60 calendar days Or advise in writing re progress Keep informed Securely maintain records Continuous improvement
National Training Complaints Hotline The Hotline is accessible on (option 4), Monday to Friday from 8:00 am to 6:00 pm nationally or via at
End of year surveys QI & CI
End of year surveys Quality Indicator Surveys Continuous Improvement Surveys
Quality Indicator Survey Collection Quality Indicator Surveys Learner engagement surveys Employer satisfaction surveys*
Quality Indicator Survey Collection Student surveys Currently enrolled students towards the end of their training Can be conducted using online tools such as Survey Monkey Questions must be from the surveys and cannot be changed ACER fee-for-service tool Census or sample?
VET Quality Indicator Services (VETQIS) Run by the Australian Council for Educational Research (ACER) Designed to support RTOs with collecting, analysing, and reporting against the Learner Engagement and Employer Satisfaction indicators Tailors a range of objective comparative reporting options to RTOs based on the types of additional quality data vetqis@acer.edu.au Fee for service
Making use of the survey
Interpreting Quality Indicator Data Is the data on which decisions are to be made sound? What do scale average scores suggest? Scores are on a point metric scale 0 = strongly disagree 33 = disagree 67 = agree 100 = strongly agree Need to allow for a range in responses of around 10 scale points
Interpreting Quality Indicator Data What data are available for evidence-based continuous improvement Examine what contexts should inform the interpretation of results Consider whether the data on which decisions are to be made are sound Track how results vary over time Compare results against relevant criteria Analyse scale average scores
Analyse and summarise results Use a spreadsheet to tally up all responses (or use an online survey tool) Consider fact sheet information Look for trends, areas for improvement, impacts on data, etc For each key area summarise the results, explanations for anomalies and recommendations for changes in paragraphs Distribute information and discuss with trainers/assessors
Continuous Improvement Surveys Don t ask the same questions again There will be other areas you need to seek feedback on Work out the extra things you need to find out The Learner Engagement Survey is generic Allow for more prescriptive feedback Administer at the same time or more often
The most important part Why do we do surveys? To find out information. What do we do with that information? So far we have analysed it and made recommendations. What next? Act on those recommendations! Otherwise it has all been a waste of time.
Internal audit and follow-up on reviews & rectifications
Clause 2.2 What do the Standards say? The RTO: systematically monitors the RTO s training and assessment strategies and practices to ensure ongoing compliance with Standard 1; and systematically evaluates and uses the outcomes of the evaluations to continually improve the RTO s training and assessment strategies and practices. Evaluation information includes but is not limited to quality/performance indicator data collected under Clause 7.5, validation outcomes, client, trainer and assessor feedback and complaints and appeals.
Internal Reviews As per your annual planning If you offer a qualification with 2 different streams then review both For each training product delivered Staff involved RTO Manager Curriculum Leaders Trainers Assessors
Systematic Scheduled across registration period Allows for Staff engagement Industry Engagement Validation / Moderation Feedback / surveys Internal Reviews Internal Audit Sampling Follow up
Review Follow-up Document review findings Identify areas of non-compliance Identify areas for improvement Identify: what action is required, who will have carriage of this action, timelines within which action must occur, how ongoing action will be monitored and signed off.
Document required actions Rectification requirements Detail an action plan below of how any non-compliances will be addressed and by whom, and a timeframe for when this will be completed. After action has been taken (i.e. meeting, follow-up review, etc.) the person responsible for overseeing the self assessment/internal audit process should record when the rectifications have been made. Clause Description of action required Timeframe Person responsible Date rectified
Following all sign-offs Finalise approval process for new versions (if applicable) Record changes in some form of continuous improvement register Advise all team members of changes needed/made
Relationship to Internal Audit Internal Audit should be after reviews for each training area Take into account processes followed for reviews Further explore the overall policies and procedures of the RTO Reviews appropriate implementation of policies and procedures Needs to be documented
Data Checking & Submission
